Huntington Central Park recently has had 5 of its 6 restrooms, replaced with a new building. 4 restrooms are located on the east side of Central Park. 2 restrooms are located on the west side. They were almost 50 years old and in very poor condition when they were demolished. The cost of not improving city infrastructure goes beyond financial. In respect to HCP, the years of delayed maintenance of most of the park's infrastructure had invited the wrong activities. Visual cues, like disrepair, overgrowth and trash, attracted vandalism, un-authorized camping and other criminal acts. Visitors became increasingly fearful of coming to the park. Since 2016 many improvements to the park infrastructure have invited the positive activities to return. One out of the 4 restrooms on the east side of the park was a restoration, not a demo. I call it the Gothard restroom, due to its proximity to the parking lot off of Gothard St. Just like our beautiful Central Library, which is also suffering with degraded infrastructure, its architect is very well known. The aesthetic of that particular restroom is unique and is an amazing example of that architectural era. Unfortunately, after so many years of negative behaviors taking hold in the park, some behaviors still persist. The Gothard restroom for many, many years, has been a well known venue for male prostitution. I am here today to ask if the Gothard restroom could only be opened for events. There are 3 new restrooms on the east side of the park, with a total of 18 individual stalls. 2 of those restrooms are a short walking distance from the Gothard restroom. That Gothard side of the park hosts many camp-out and war reenactment events. Having that restroom exclusively for events, ensures that it will no longer be a male prostitution venue. Male prostitution is still prevalent in the park. Thank you 12RECOVED FROM / A$PUBLIC RECORD FOR COUNCIL MEETING OF ( o 5,.
