Approve the appointment of Kathy Carrick to the Mobile Home Advisory Board (MHAB) as
recommended by City Council Liaisons Van Der Mark and McKeon
Statement of Issue:
The City Council is asked to approve the appointment of one At-Large Member to the Mobile Home
Advisory Board (MHAB), as recommended by Council Liaisons Van Der Mark and McKeon.
Financial Impact:
Not Applicable.
Recommended Action:
Approve the appointment of Kathy Carrick as an At-Large Member of the MHAB through August 4,
2024, the end of term for the current vacancy.
Alternative Action(s):
Do not approve the recommended appointments, and direct staff accordingly.
Analysis:
The Mobile Home Advisory Board (MHAB) is an advisory body to the City Council that works on
issues to address the quality of life in Huntington Beach's 18 mobile home parks. The MHAB
addresses these issues by providing a forum for communication among mobile home residents, park
owners, at large residents, and the City Council. The MHAB is comprised of nine members who
equally represent mobile home park residents, park owners, and the Huntington Beach community at
large.
Following the unscheduled resignation of a previously appointed at-large member in January 2023,
the MHAB has had one vacancy for the position. As such, the City duly advertised the vacancy on
the City website and at the Civic Center. As City Council Liaisons to the MHAB, Mayor Pro Tern
Gracey Van Der Mark and Council Member Casey McKeon reviewed all four (4) active applications

and made a recommendation for City Council to appoint Kathy Carrick.
Ms. Kathy Carrick has been a Huntington Beach resident for 45+ years and a retired HR professional
who is very active in local community activities. Should she be appointed, Ms. Carrick's term would
become effective immediately and expire on August 5, 2024.
Ms. Carrick's application and the MHAB membership roster are attached.

Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will
not result in direct or indirect physical changes in the environment do not constitute a project.
