A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
ADOPTING AN UPDATED MASTER FEE AND CHARGES SCHEDULE BY AMENDING
RESOLUTION NO. 2016-59, AS AMENDED BY RESOLUTION NOS. 2017-28, 2017-44,
2017-46, 2018-01, 2018-29, 2018-48, 2018-55, 2019-07, 2019-19, 2019-87, 2020-37, 2021-17,
2021-18, 2021-36 , 2021-78 AND 2022-35, WHICH ESTABLISHED A CONSOLIDATED
COMPREHENSIVE CITYWIDE MASTER FEE AND CHARGES SCHEDULE
(SUPPLEMENTAL FEE RESOLUTION NO. 17)
WHEREAS, the City Council adopted Resolution 2016-59 establishing the Consolidated
Comprehensive Citywide Master Fee and Charges Schedule (the "Fee and Charges Schedule");
and,
WHEREAS, the City Council amended the Fee and Charges Schedule pursuant to
Resolution No. 2017-28, and further amended the Schedule pursuant to Resolution Nos. 2017-44,
2017-46; 2018-01, 2018-29, 2018-48, 2018-55, 2019-07, 2019-19, 2019-87, 2020-37, 2021-17,
2021-18, 2021-36 2021-78 and 2022-35; and,
WHEREAS, user and regulatory fees are established by the City Council; and
WHEREAS, in 2016 the City completed a study to identify the cost of providing various
user and regulatory fee-related services; and
WHEREAS, from time to time the City has completed additional studies to identify costs
of providing specific services and to inform the establishment and adjustment of various user and
regulatory fees; and
WHEREAS, the studies examined fee-related services provided by the City, the costs
reasonably borne by the City in providing those services,the beneficiaries of those services, and
the revenues produced by those paying fees and charges for special services; and
WHEREAS, the City Council finds that providing these services is of special benefit to
applicants both separate and apart from the general benefit to the public; and therefore, in the
interests of fairness to the general public,the City desires to better recover the costs of providing
these services from applicants who have sought or require the City's services by revising its
schedule.of fees; and
WHEREAS, the City Council hereby finds that the studies along with changes in City
costs over the last several years,provide adequate evidence to conclude that the revised fees do
not exceed the cost to provide the services for which the fees are charged; and
RESOLUTION NO. 2023-21
NOW, the City Council of the City of Huntington Beach does hereby resolve as follows:
SECTION 1. The City Council hereby adopts the fees and charges as set forth in attached
Exhibit "A" and incorporated by this reference.
SECTION 2. Certain parking lot and camping fees adopted by this resolution found
specifically within the Community Services sections of the Master Fee and Charges Schedule
shall become effective on May 27, 2023. All other fees adopted by this resolution shall become
effective sixty (60) days after adoption.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on 2nd day of May , 2023.
