Request the City Council form an Ad Hoc Committee to review the purpose and structure of Citizen and Council Boards, Commissions, and Committees. 2. Recommend that the Mayor select three Council Members and the City Manager select two staff members to the Ad Hoc Council Committee to review the need and pertinence of standing boards, commissions, and committees. 3. In 2021, an Ad Hoc Committee was formed to evaluate their structure, duties, priorities and relevance to City operations. The Ad Hoc Committee made recommendations and incorporated ten changes to the BCC's in late 2021. Now that more than a year has passed since these changes took place it is time again to review the BCC's to ensure that they are properly serving the Huntington Beach community. RECOMMENDED ACTION 1. Request the City Council form an Ad Hoc Committee to review the purpose and structure of Citizen and Council Boards, Commissions, and Committees. 2. Recommend that the Mayor select three Council Members and the City Manager select two staff members to the Ad Hoc Council Committee to review the need and pertinence of standing boards, commissions, and committees. 3. Please continue the invocations and NOT MOMENT OF SILENCE. What is next...the PLEDGE OF ALLEGIANCE!!! As, I have looked around at the meeting, it appears that there is 100%participation with the exception of Dan Kalmick. Which is fine, anyone can do the same if they wish. But,please DO NOT silence those who appreciate and participate in the unifying invocation. HB Police Chaplain has done a great job; unlike, when Interfaith counsel provided leaving out mention of Christians. As all hidden agendas, surface, this is just another example of a political organization. Please do NOT continue to resource invocations from this organization. There needs to be clarity on what has been implemented since the 2021 consolidation of city boards and commissions. A review of existing bylaws, manuals and guidelines commenced in 2021. What were the results? There needs to be clarity on the roles, authorities and responsibilities of boards/commissions and their members. Is it the intention of the council to have appointed individuals have input in the appointment process of members of their own boards? (Historic Resources Bd bylaws) If that is the case should the council extend that formal appointment input to other boards and commissions? Lastly,to the extent possible there should be public online access to board/commission bylaws/guidelines/manuals. I queried staff about this in December 2022 and ultimately asked Mr. Zelinka who advised me in February 2023 that this was in the works. Our boards and commissions should be an open book. Mr. Zelinka seemed to understand that basic concept which somehow gets overlooked. Thank you for bringing this matter forth as an agenda item. I found that when I was researching commission agenda details and voting that there needed to be a review of the processes. Sometimes the voting outcomes did not match the discussion. Seemed the head of the committee held more weight in decision meeting. I support this organizational review. Thank you, Patricia Pappas Resident of 43 years
