Dear City Council, I am so disappointed to learn of a last minute action to call a special meeting to
consider a request to withdraw from the Orange County Power Authority (OCPA). I regularly review
the council agendas, and I receive notices on any actions related to OCPA and have seen nothing
about this action until I was notified this evening by another concerned resident. This seems to
contradict the drive for transparency that the Council reportedly is striving for.
There are no documents provided supporting the recommended action to direct the City Manager to
work with the City Attorney to provide notice to withdraw from OCPA. It does not appear to be fiscally
responsible for the City to withdraw from OCPA because OCPA's base rate is now lower than
SCE's. OCPA is on sound financial footing and has taken many actions to improve its operations as
a result of the State and County audits. There are many residents and businesses in Huntington
Beach that want a choice regarding our energy provider.
DO NOT TAKE AWAY OUR CHOICE! VOTE NO TO WITHDRAWING FROM OCPA!

I am both surprised and very disappointed to see that a last-minute action regarding OCPA was
added with 1 day's notice. This item is of great concern to many citizens. This last-minute activity
communicates a lack of concern for the citizens of Huntington Beach and shows a dramatic lack of
transparency. It is concerning that City Council would choose to take such actions without
documents available nor general notice of your constituents within an adequate time period, in fact,
I do not believe this quick action is even legal.

As a parent,business owner, and community volunteer, I am asking city council to vote NO to withdraw from
the Orange County Power Authority(OCPA).
Countless residents and business want the freedom of energy choice. Huntington Beach residents and
businesses have advocated and worked with the city for years to from the OCPA. Why should we only have one
utility? In nearly all businesses,we have freedom of choice and free market.
My whole family and business team were all disappointed to see this put on the agenda at the last-minute. We
have seen nothing about this action until we were notified this evening by a concerned resident. As residents
we deserve transparency and have already advocated over and over again for energy choice to protect our
beaches, our community and our resiliency by joining the OCPA.
There are no documents provided supporting the recommended action to direct the City Manager to work with
the City Attorney to provide notice to withdraw from OCPA. It is not fiscally responsible for the City to
withdraw from OCPA because OCPA's base rate is now lower than SCE's. OCPA is on sound financial footing
and is taking and continuing to take many actions to improve its operations as a result of the State and County
audits. Why is this even being voted on in a last-minute meeting, when the city council studied joining the
OCPA fully and joined the OCPA. The OCPA is bringing so many benefits to the community:
• Reduce greenhouse gases
• Create energy resilience
• Increase use of renewable power Competitive electricity rates
• Build and fund new renewable projects
• Support local jobs and workers
• OCPA's basic rate is less than the SCE Basic Rate
• A HUGE amount of GHG savings has already been achieved!
• OCPA will bring jobs and revenue to our communities
• Our community wants choice and OCPA brings much needed funds back into our community!
• With an 86%commercial participation rate,Orange County businesses and municipalities are purchasing 1.4 million
megawatts per hour of renewable energy—that's a significantly reduced carbon footprint!

I am writing to you about the sole agenda item scheduled for your Special Meeting Tuesday, May
16th: Consider request to withdraw from the Orange County Power Authority (OCPA). I understand
from the agenda posted online that the recommended action is to "Direct the City Manager to work
with the City Attorney to provide notice to withdraw from the Orange County Power Authority
(OCPA)."
I urge you to VOTE NO on this agenda item. Please preserve and protect our community and
oceans from pollution and give us energy choice. As you are well aware, our beaches and
ocean are central to our community and economy. Working with our local Community Choice
Aggregator is key to protecting our beautiful beaches now and in the future.
Also, we need rate stabilization, retention and investment of rate payer dollars in our
community, and more jobs - all of which OCPA gives us!
Huntington Beach needs energy choice with our local Community Choice Aggregator (CCA)!
For over 100 years, we have only had one choice, the Investor-Owned Utility (IOU).
Without a CCA, there is no market competition for SCE.
We need our revenue dollars to come back to our community for more energy savings, and to invest
in our community. For a city the size of Huntington Beach, that could be millions of dollars per
year!
The OCPA "Basic Choice" rate is now 2% lower than SCE's "Basic" rate, while SCE has seen
a 24% rate increase.

OCPA has recently been making great progress in delivering power options to Huntington Beach Residents, ranging from
a lower cost option (compared to SCE),to a 68%green energy option, and a 100%Green energy option. Huntington
Beach residents want to have the choice in their power options.
The residents of Huntington Beach deserve an opportunity to choose what sort of energy that they buy. SCE no longer
offers a 100%green energy options, and the basic SCE plan costs more than the OCPA basic plan. OCPA is serving the
community well.
The OCPA has been responding to the State audit in a responsible fashion. And replacing the OCPA with a new CEO goes
a long way to improve public confidence in the agency.
There have been a number of false claims that are made. But here is the truth about one of them- Both SCE and OCPA
deliver 68%green energy to some customers and both can deliver 100%green energy to different customers from the
power grid.
This administrative item has been put on a special session without enough time to allow the public to speak on the
issue. This administrative item deserves a full debate on its merits.

If you vote to leave OCPA,
you will AUTOMATICALLY BE OPTING RATEPAYERS BACK IN to the only choice we've had for

There has been no report on the impacts of withdrawing from OCPA.
Community Choice is one of the few REVENUE BUILDING ways to support clean energy.
Please stay with OCPA and allow customers their own easy choice of staying with OCPA or returning any time
to SCE.
Please don't send ratepayer money to investors of a monopoly utility.
Allow for the net revenue to build local innovation and programs.
There is nothing but good news right now coming out about OCPA.
Huntington Beach is currently saving money for the City on the current Basic Rate Choice, with a 2% lower
generation rate than SCE.
With reserves of 41 Million this year, OCPA will likely have net revenue to return to member cities sooner than
expected.
They just added a huge 90 MW solar energy and resilience 30 MW battery to their supply.
The draft Power Content Label is out and the renewable energy results are better than expected, (not even any
unbundled recs!).
Without OCPA, residents and businesses will have no way to choose 100% clean energy, SCE has currently
stopped enrollment in its renewable energy Green Tariff Program and has a dismal record of participation over
the entire 6 years of existence.
Please don't rush this decision, which would be disastrous for the future of local energy independence in
Orange County.

founding Board Member of San Diego Community Power and has years of energy experience.
Currently, without OCPA, HB residents have no option for 100%renewable energy. SCE has already capped
the Green Tariff Program this year and provides the program to a tiny%of its 5 million customers. Many of the
support staff bring CCE experience to OCPA and they are dedicated and want OCPA to work! I strongly urge
the Huntington Beach city council to do the same and work hard to make OCPA work because it's a critical and
important tool we must protect to bring clean energy at the urgency we need here in Orange County.

I understand that you are contemplating pulling out of OCPA. I wonder why that is. OCPA offers rate payers
the opportunity to do their part in addressing the climate crisis in their own way and their own choice. Leaving
OCPA takes that choice away. Huntington Beach rate payers currently have a choice to pay a 2% lower
generation rate with OCPA or opt back to SCE where they will pay a 2% more for electricity generation which
will increase SCE's profits. Does HB ratepayers love SCE that much? Leaving OCPA takes away choice and
truly makes no sense.
It was obvious during the HB City Council Meeting on 12-20-2022 that Mayor Strickland, Mayor Pro Tem Van
Der Mark, and Councilmember McKeon were making comments based on misinformation. It seemed
scripted. My hope was that you would educate yourself by now regarding the environment and all the positive
things about OCPA (see a list below).
With all of the good news coming out of OCPA today, leaving now would hurt the City of HB and ratepayers!

Central Coast Community Energy(an 'A' credit-rated CCE). She has worked with a diversity of groups and
income levels!

I urge you to keep the City in Orange County Power Authority. We need to look to the future and adopt more

A few months ago I would have agreed with your decision to leave, given the shady performance of Brian
Probolsky, a protege of the shady Andrew Do. But the OCPA seems to be undergoing a real housecleaning, and
we need to take a positive view for the future. I agree that we need to keep a watchful eye on OCPA, and revisit
our membership decision from time to time. I hope Mr McKeon, who has missed a crucial meeting of OCPA,
will attend future board meetings and keep them honest.

Community Choice Energy (CCE) is any city's fastest path to 100% clean electricity. It provides a
proven, non-profit, community-led alternative to the investor-owned utilities that have enjoyed a
monopoly status in Orange County for a century. It is also the only path where our money is
reinvested back into our neighborhoods instead of lining the pockets of shareholders and utility
executives.
Today, CCE programs serve more than 11 million California customers, providing countless benefits
to those communities, including ten times more renewable electricity than investor-owned utilities.
According to the California Public Utilities Commission (CPUC), the state will not meet its clean
energy goals without CCE.
The climate crisis still looms large and isn't going anywhere. California is known for paving the way for the rest
of the country. Huntington Beach, along with Irvine, Buena Park, and Fullerton are paving the way for Orange
County. Don't back out now when we still have so much work left to do! Remember why you joined OCPA in
the first place and stick to that commitment for your constituents and all OC residents.
On another note, yesterday, the California Senate approved a resolution formally endorsing the call for a Fossil
Fuel Non-Proliferation Treaty proposal. https://fossilfueltreaty.org/california-senate It still needs to make it
through a vote in our State Assembly before making it to our Governor's desk, but Californian's know we need a
just transition away from fossil fuels. Huntington Beach and the OCPA are already ahead of the game. For the
love of our children, grandchildren, and future generations yet to come, I urge you not to back out!

As the former Councilmember Mike Posey once said after the 2021 oil spill in favor of new potential threats
looming offshore, "Let the free market decide." Give the OCPA the ability to compete against SCE. Let
capitalism play out. With any luck the costs to residents of our city will be reduced via competitive pricing in
the not-so-distant future therefore allowing for positive spin in the media and something to include come the
next election cycle.

I am reaching out to express my deep concern regarding the potential departure from
OCPA (Orange County Power Authority). It is imperative that we continue to have the
option to choose our energy provider, and leaving now would have detrimental
consequences for both our City and its ratepayers.
Today, there has been an abundance of good news emanating from OCPA, highlighting
the positive impact it has had on our community. One of the key advantages of OCPA is
the cost savings it provides to Huntington Beach. Currently, the Basic Rate Choice offers
a generation rate that is 2% lower than SCE (Southern California Edison), resulting in
tangible savings for our City.
Moreover, OCPA plays a vital role in enabling residents and businesses to select 100%
clean energy as their preferred option. Unfortunately, SCE has ceased enrollment for
clean energy programs, leaving us with no viable alternative if we were to part ways with
OCPA. The ability to choose clean energy aligns with our community's environmental
goals and enables us to contribute to a sustainable future.
Leaving OCPA at this juncture would not only limit our choices but also impede our
progress towards achieving a cleaner and more sustainable energy system. By remaining
part of OCPA, we can continue to support and benefit from the organization's initiatives
and advancements, creating a brighter future for our City.
I kindly request that you reconsider any plans to depart from OCPA and recognize the
long-term implications it would have on our community. Preserving our energy provider
choice is crucial, and together we can work towards enhancing our energy options,
reducing costs, and embracing cleaner alternatives.

I read with disbelief that you would consider pulling out of the OCPA at tonight's last minute meeting to
discuss this. As a resident and homeowner in HB since 1989, I have always advocated for what I believe is best
for the city and its residents. My priority and passion now is to be a champion for the environment, and I hope
that my legacy to my children is that I advocate for a better future for them. Please don't leave as a legacy to
your descendents that your decisions took away the opportunity for them to have the kind of future that they
deserve.
We need an alternative to the energy monopoly that continues to raise its rates and destroy our planet. We
need clean energy. The new interim OCPA CEO with years of energy experience, a new OCPA Energy
Programs Analyst, $41 million dollars in reserves,proven revenue building methods to increase clean energy
in our electricity, and the option of 100%renewable energy, gives me hope that remaining in the OCPA is the

I heard the unfortunate news that there will be a special meeting tonight to pull out of OCPA. Sunrise
Movement Orange County strongly urges the Council to refrain from removing themselves from the only
community choice energy program in the history of Orange County.
In order to leave behind the murderous fossil fuels that are slaughtering our planet,we must transition to 100%
clean energy, and OCPA is the only way for this to happen in Orange County. Although there has been corrupt
leadership within OCPA, a new Interim CEO has been chosen, and he has years of energy experience.

I grew up in Costa Mesa and now live in Orange. I've been frequenting HB since I was a kid, whether it be attending the
US Open, playing disc golf, visiting friends, or just going to the beach. My brother currently lives there with his fiance and
her brother and sister in law, so I am heading down there at least once a month. Not to mention all of my friends who also
reside in HB.

Subject: OCPA vote at Special Council Meeting
To Mayor Strickland and council members,
I learned of this meeting after the deadline for comments but in time to tune into it online. I heard all the public
comments only one of which was against OCPA with only generalities mentioned. I heard many specific
benefits from the other speakers and Councilman Kamick, but no reason for a hurried pull-out with no requested
staff report or evidence to support this action. Thank you Council members Kalmick,Moser, and Bolton for
voting for waiting for the study that the City Attorney and City Manager said they could provide next month
and against the motion to pull out tonight with no tangible staff report.
It was not difficult for residents to choose a lower level if they felt the 100% level was too expensive for them
presently. It was on the OCPA website and in the two notices they received. The choice of staying with SCE
was also given and could be done with a simple phone call. The law that Mayor Strickland voted for in 2002 (I
learned tonight) stipulated that when local agencies formed a Community Choice, all residents would be
transferred to the CCA at the level voted on by the City Council in the beginning and would have the choice to
either choose a different level or return to the public utility.
Councilman McKeon had a well prepared narrative with what sounded like"facts" as to why OCPA was bad
for Huntington Beach residents. I caught several inaccuracies and even if some of the other"facts"were
credible,what wasn't credible was voting to pull out because you were"saving"your Huntington Beach
residents. It was a lose-lose vote in that the city may lose revenue in getting out; those who chose to drop down
to the lowest level will have to pay more to SCE (especially apparently those with solar panels); all residents
will be deprived of the opportunity to choose a personal action that helps them contribute to the goal of Net
Zero; and the city will not receive the monies that will go back to the cities from OCPA when the start-up loan
is paid back in a couple years.
Here are two references I looked at tonight on the web about the CA Community Choice Aggregation(CCA)
group. One is a video of the reasons for the law and the history of the spread of these throughout CA beginning
with the first CCA and the difficulties they experienced in 2010.Now that CCA is returning thousands of
dollars to their cities. https://cal-cca.org/about/The second is a page from the CA CCA group that is having
their state conference in San Diego right now from the 17th- 19th. At least 2 of the speakers tonight will be
attending and several of the OCPA Board members will be attending the elected officials luncheon on Friday

voted to leave. Conferences are a great way to learn and confer with others.
