Financial Impact: Funding for Year 1 in the amount of$450,000 is included in the proposed Fiscal Year 2023/24 Budget with $200,000 budgeted in the Water Fund Technology Business Unit 50685807.69365; $150,000 in the Water Fund Engineering Business Unit 50685201.69365; and $100,000 in the Sewer Service Fund Technology Business Unit 50685301.69365. Funding for the remaining two years of the three- year agreement will be included in subsequent budget submittals. Recommended Action: Approve and authorize the Mayor and City Clerk to execute the "Professional Services Contract Between the City of Huntington Beach and Enterprise Automation for On-Call Engineering Services for Water and Wastewater SCADA Services. Alternative Action(s): Do not approve the Professional Services Contract and direct staff accordingly. If the contract is not approved, the City's SCADA system would become out of date. This could result in the inability of staff to respond to system issues in a timely manner. It could also necessitate the hiring of staff to perform functions that would otherwise be automated or additional trained technical staff to operate the SCADA system. City of Huntington Beach Page 1 of 2 Printed on 6/1/2023 powered by Legistar'M File #: 23-434 MEETING DATE: 6/6/2023 Analysis: The City's SCADA systems monitor and control the water, wastewater and flood control systems. The consultant will provide as-needed programming and engineering services related to managing, maintaining and upgrading the SCADA systems for a three-year term. On-call services include design and programming assistance with SCADA reports, ongoing security updates and periodic security audits, implementation of SCADA system virtualization, system functional upgrades and other tasks as required. A Request for Proposals was released on January 23, 2023 and bids were due by February 13, 2023. There were a total of 831 vendors who were notified. Of that number, 58 vendors looked at the bid, and one submitted a proposal. Staff reached out to 4 other vendors on that list who could provide services. Only one of the vendors responded and informed staff that they do not have the capacity at their firm to provide the services requested. Staff reviewed the Enterprise Automation proposal and found that it met or exceeded all of the City's requirements. They are a local Orange County company offering all phases of control systems integration. Services include SCADA configuration, data network design, testing, start up and training, operation and maintenance documentation, design consultation, specification development, panel design, and programmable logic controller programming. Enterprise Automation has provided on-call SCADA services for the City for the past 10 years. Enterprise Automation has a local facility that currently houses the City's SCADA system in a virtual server for off-site testing and development, and serves as one of the back-up copies for disaster recovery. Staff is recommending the City Council approve a three-year contract with Enterprise Automation through 2026. Environmental Status: Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project. Methodology The City's systems integration needs include: 1. General ongoing, and 24x7 emergency support through a support contract 2. Collection, planning, and execution of non-urgent change requests(CRs) 3. Design-build projects including Sewer Lift Stations&Flood Station upgrades F, s 2.1 Support Contract The City's SCADA system occasionally presents alerts, notifications, and bugs that require troubleshooting. Enterprise Automation has been providing as-needed SCADA technical support services to the City since 2013,averaging about one call per month for mostly minor issues. The following deliverables and services would be provided under an annual maintenance and support contract. We've included a detailed, draft version of the FY23-24 support contract in Appendix E. 2.1.1 Server software updates and audits Enterprise Automation established a Windows Server Update Services(WSUS)server during our virtualization project in 2013. WSUS enables a more efficient management of the distribution of updates and hotfixes released by Microsoft for their operating systems.Since its implementation WSUS updates have been executed no less than twice a year. 2.1.2 SCADA software upgrades Enterprise Automation routinely monitors the City's SCADA software vendors for new version releases, patches, and service packs. After a period of prudent evaluation and testing on the test platform, Enterprise Automation works with the City to deploy updates. Standard procedure also requires EA to develop a fallback plan so the system can be recovered to a stable condition,if an update has unexpected effects on the system. 2.1.3 Manufacturer support renewal The City's SCADA platform consists of a wide variety of hardware and software components. Due to the mission critical nature of the system,EA recommends maintaining manufacturer's support on an annual basis for all SCADA infrastructure. If selected, EA would continue to maintain and update the electronic'Mantis'tracking system EA has implemented to electronically track the City's software and hardware support renewals. Some of the software support contracts the City currently has include: • Dell server next day business support • Schneider Electric EcoStruxure Control Expert support • VMware vCenter Server technical support • VTScada technical support • Veeam technical support • AVEVA Reports technical support This wide variety of components and manufacturers results in a complex annual renewal schedule, which requires a systematic schedule and reminder system to manage successfully. The City should ensure the selected SCADA consultant is willing and able to track this service. k. Yt 6Y $ , H. A change control system is used to track change requests and work orders, which are typically non-urgent and smaller projects, that do not require significant coordination or budgets. KI. When implemented correctly,Change Control allows engineers to log requests, develop a proposed solution, obtain authorization to implement the change, and log notes, all within a single interface. The database also includes features to assign tasks, log notes, and send automated notifications making it extremely valuable for tracking and organizing complex work order backlogs. Without a trusted change control management system,we've found that it's very difficult to prevent ad-hoc SCADA modifications which are usually made without any record of the nature of the changes, the reason for the change,or authorization for the changes. EA established a documented change control system for the City in 2014 and has since logged 272 CRs and addressed 224 of them.CRs are assessed with City staff on a regular basis and prioritized to ensure City budget is used in a responsible manner. Less critical CRs or nice-to-have features may be logged simply as conceptual ideas or get rolled into future projects when little or no additional budget is required to address them. This vital tool has been used to address a wide range of issues from computer memory usage and performance degradation to wastewater cellular communication failures. EA will continue to maintain the City's Mantis BT based Source Control database and address CRs through ongoing collection, routine check-ins,and annual planning meetings. In their place, the contents of this Project Methodology section aims to provide the City a thorough understanding of known upcoming projects and EA's standard project execution methodologies, which we strictly enforce on all projects. 2.3.1 Known Future Projects Through the most recent master planning conversations with City staff and several ongoing initiatives,EA expects the City to pursue following projects during the period associated with the On Call Engineering professional services agreement. 1. OT Cybersecurity Audit a. As a best practice,SCADA system owners should perform routine evaluations of their platform to ensure it complies with the latest industry and government recommendations for industrial control system cybersecurity. The City has indicated that they'd like EA to manage and oversee a third-party cybersecurity audit to ensure the City's IT/OT infrastructure and SCADA platform are secured against outside threats, data breaches,or privacy violations. 2. Humboldt and Davenport Lift Station CIP Upgrade Projects a. Through multiple lift station upgrade projects, EA has developed a streamlined and efficient approach that reduces risk through a rigorous hardware and software testing process and standardized deployment procedures. 3, Parkside and Algonquin PLC Replacement Projects a. These projects include replacing Multitrode PLCs at sites which have received infrastructure upgrades but were implemented prior to the City establishing PLC standards. Therefore, these sites are generally in good electrical condition, but operate on legacy controls equipment. b. EA has developed a deployment plan that significantly reduces site downtime 4. Turnout Upgrades and PLC Standardization a. These sites currently run on legacy Murphy panels and need to be upgraded. Instead of upgrading to the latest equivalent Murphy panels, which are not designed for this application, the City has elected to migrate the sites to modern Modicon M340 PLCs that comply with their current standards. b. EA has recently initiated a project to develop standardized Turnout PLC and OIT programs and a standardized Turnout Control Panel Design. The new standards will be complete prior to the end of this fiscal year and EA expects the City will begin Turnout upgrade construction projects in FY 23-24. • w, ;V.: rn;.' ,-ti r ; r .3a rt - . , .,aM.Eb. c,-;'', ci" "$" a x ::x RFP Response-, `. 210 Goddard Irvine CA 92fi18 US,4,x ., t„ x r r > s ' :"""` "'xs ""a , :k£ ', - ' '€4 "i za t t3 .:ter t ?,,.• :F i, i .Tel 949 769-6000 Fa(919 769 b0€]5+ ¢ Section Methodology= x , g*. Phase I of digital transformation starts with migrating from manual and analog controls and operations to digital and networked tools(PLCs and SCADA). The City completed this phase in the early 2000s and has been progressing towards completion of Phase II,which includes implementing ubiquitous standardization throughout ail assets and developing a modern, adaptive, and converged SCADA platform. • This critical step is focused on collecting data and organizing it,facilitating Phase III where that data is organized, analyzed, and contextualized to improve operations, reduce downtime events, and lower costs. , , s. ryk" xr r,,, Phase li g a -.' . , Phase II, ,. i ,._...._ PhaseIll' - 3,,.' y,ce e d'w.. xi`,Z ' -• 3 ; r Analog to Digital ,., Staridardlzatlon' s Data;Analysis and , .. * COnverslorl act i r..rr.► x x s a r " h 4 a M a c a < x and Data , Cantextualizaton7 : t l<t . x f , Callection x .- I ai a x 5,: ,'.u-- r,cs r.,s i tom•. i 3+b -.•,. ii yr^ i y :''7y-•, "Tv x,..'F' '' a ._..- _ ....._......,.. :............... . „-,•, .- Y:_....'-"-..,max% ,, :•::.:::;Ml rate:fagegaMni rorn:marual ;.r.Y.LCIl Ct; eta-,.<,.igraNA •.; :Implement Al..and..:': :earning ,a. s, ..;;n4 • Enable:a mobile .>, - _ -.-. fl x b T:, lit:.`:.;._lz j workforce :s.' 2.3.2.1 Future Opportunities The City's controlled progression to universal standardization through efficient and paced investments has led the City to an exciting time. There are many new tools that can bring a large amount of value with minimal effort. For example, • New artificial intelligence(Al)systems can be used to analyze the historical data being collected to predict future issues before they happen • Paperless rounds systems can allow operators to perform rounds, transmit the data automatically to the SCADA historian, and be presented with SOPs and drawings in case they find an issue, all from a mobile device in the field • Machine learning engines can analyze equipment operational data(e.g. pump runtimes, pump start stops, power usage, flow, pressure)to better predict maintenance intervals and prevent equipment failures The tools described above, and many more, are meant to show a direct return on investment. They should give City staff better information to make smarter operation decisions.Staff should get time back which can be used to complete other projects the City needs to accomplish. EA wants to be a partner with the City. EA has many certifications and is continually learning about these new technologies so we can deliver more value to the City. EA assigns a single PM to manage all City projects for continuity. For new projects, the project manager first develops a detailed schedule based on the tasks identified in the project proposal and then assigns tasks on a per engineer basis. The PM will also coordinate a project kickoff meeting for the internal team that will execute the project and a subsequent kickoff with the City. During the kickoffs,EA and the City will establish the expectations and coordinate the execution plan for the project(e.g.assumptions,responsibilities, risks, key team members, etc.) Kickoff meetings are key factors in establishing trust and open communications between all team members(City and EA). Throughout the project, the PM routinely tracks progress against the project schedule and prepares project status reports. The project manager also ensures that all hardware, software, and other services,as may be required for the project, are procured to meet project scheduling deadlines. The PM will contact the City's main point of contact a minimum of once every two weeks for project status updates. 2.3.3.3 Analysis and design For each project, Enterprise Automation typically conducts an analysis to ensure a thorough understanding of the current and proposed designs. EA then develops the designs and proposed solutions. This may include the creation of functional specifications, network design documents, panel designs, flowcharts, and sample screens and object templates as needed. 2.3.3.4 Workshops As necessary, often on a weekly or bi-weekly basis,Enterprise Automation will facilitate workshops with the City to review and discuss proposed designs and current project progress. These workshops ensure that any details of the final deliverables are clearly understood and well documented, and that the final deliverables meet the unique needs of the City. The general goals of the workshops are to: 1. Transfer knowledge between Enterprise Automation and the City 2. Demonstrate product feature sets to the City 3. Present designs to the City and solicit feedback 4. Review and document significant decisions 5. EA takes testing extremely seriously because experience has taught us that the success ar failure of an industrial automation project directly correlates with the amount and quality of testing performed during that project. After a detailed set of ITCs (Inspection Test Checklist) has been developed and approved by the City, Enterprise Automation carries out internal testing at its office. Our standard protocol requires that two engineers be present for accountability and thoroughness.Testing typically lasts from one day to multiple weeks depending on the size of the project.Any non conformance issues are documented, corrected, and then re-tested.The testing engineers, Lead Engineer, and Project Manager assigned to that project must sign off on intemal testing before deployment can begin. All test results are available to the City on a per-request basis. As required, Enterprise Automation will also host a Factory Acceptance Test(FAT)with the City at our office. The FAT is designed to provide the City the opportunity to review EA's testing process and get invaluable hands-on experience with the final product prior to deployment.
