F 3 OPINION RESEARCH RESEARCH & STRATEGY TO City of Huntington Beach FROM Richard Bernard and Adam Sonenshein RE: Huntington Beach Quality of Life Survey Key Findings DATE June 27,2023 INTRODUCTION AND METHODOLOGY From May 10 through 16,2023,Fairbank,Maslin,Maullin,Metz&Associates(FM3)conducted a survey among 533 Huntington Beach adult residents to better understand their perceptions of the quality of life in the City and areas of concern, satisfaction level with the delivery of City services overall and in specific areas, perceptions of safety, and future priorities. The survey also assessed residents' preferred sources of information in an effort to improve City communication. The survey was conducted using a dual-mode methodology where residents were surveyed by telephone (cellular and landlines) or online. Residents were invited to take the survey online from email and text invitations.The survey was provided in English, Spanish,and Vietnamese. The margin of error for the full sample is+/-4.4 percentage points at the 95%confidence level.The margin of error for questions asked of half the sample is+/-6.2 percentage points.The margin of error for subgroups of the sample will be higher.' SUMMARY • Most residents are happy with the quality of life in Huntington Beach and satisfied with the job the City is doing providing City services. • Homelessness and the cost of housing and living are first order concerns;followed by property crimes and speeding and unsafe driving. • Overall,two-thirds are satisfied with City services, particularly so for public-safety related services such as fire protection and paramedic services and 911 emergency response, but also water reliability, special events,and library services. • Residents value local beaches and prioritize improving them,including believing there is a need to improve the safety, cleanliness, and maintenance of beach bathrooms; provide separated paths for walking from biking,skateboarding, and scooters; and improve safety in general. In addition to word of mouth, residents tend to learn about City news and issues from City mailers, service guides, and resident-run Facebook groups, among other sources. KEY FINDINGS General Community Attitudes • Huntington Beach is well-regarded as a place to live, with nearly eight in 10 (78%) respondents rating the City as an"excellent"(29%)or"good"(49%)place to live. Moreover,almost none of the respondents have a negative impression; while 20 percent call the City a "fair" place to live (suggesting an "average" impression),just two percent give a "poor" review. • Further reflecting the positive impression of Huntington Beach as a place to live,nearly eight in 10(78%) say they can rely on their neighbors for help when they need it.While seven percent are unsure,just 16 percent say they cannot rely on their neighbors. • Consistent with findings from other communities in which FM3 has conducted research in the current environment,views are mixed when thinking about the City's direction.Forty-one percent believe things in Huntington Beach are generally headed in the right direction while an equal 41 percent believe things are pretty seriously off on the wrong track(18%are uncertain). o Men are slightly more favorable in their view of the direction of the City than women. Residents under 40 and seniors are more likely to say things are headed in the right direction,with 48 percent in each age cohort giving this response compared to 33 percent of those 40 to 64 years of age.The proportion saying things are going in the right direction declines with years of residency in the City, from 46 percent of residents of 15 years or less to 38 percent of residents of 25 years or more. Issues in Huntington Beach • Homelessness is far and away the most salient concern of Huntington Beach residents. When asked to volunteer in an open-ended question (where no response options were provided) what they think is the most serious issue facing the residents of Huntington Beach that they would like to see City government do something about, 42 percent mentioned homelessness. Crime-related concerns,including safety and drugs,was a distant second,mentioned by 18 percent,and followed by issues related to housing,such as affordable housing and rent,at 14 percent. Rounding out the most mentioned issues are those related to development and growth (development management, high density housing, crowding, and overpopulation) at 11 percent and government and politics at nine percent. Page 2 FM3 RESEARCH • Homelessness again stood out as the most prominent concern when respondents were asked to rate how serious they consider a list of 23 issues (the open-ended question measures recall—or salience— while this close-ended question measures recognition).As with the open-ended question, issues related to housing/cost of living and crime were at the top of the list of concerns. o Eight in 10 (-79%) called homelessness an "extremely" (55%) or "very" (23%) serious problem. This response is 14 points higher than the second ranked concern. o The cost of housing(48%extremely serious,65%extremely/very serious)and the related cost of living (35%, 63%) are the next strongest concerns. o Issues related to crime are among the top concerns—although generating less intensity of concern— including property crime, like burglaries and car thefts (26% extremely serious, 55% extremely/very serious), and crime in general(19%,44%). o Also among top-tier concerns is speeding and unsafe driving (29% extremely serious, 52% extremely/very serious), and too much growth and development(28%,49%). Reflecting the positive impressions of Huntington Beach as a place to live, no other issue tested is considered serious by more than 37 percent—nor generates intensity of concern(the proportion calling it"extremely"serious)from more than 17 percent. Among the second-tier concerns are issues related to local roads and active transportation: o Traffic congestion on local streets and roads(17%extremely serious, 37%extremely/very serious) o The condition of local streets and roads(16%,35%) o The amount of empty stores and restaurants(9%, 32%) o Lack of safe routes for pedestrians(17%, 31%) o The lack of safe bike lanes (14%, 31%) o Water quality along the city's coastline (9%, 29%) o The lack of enforcement of rules about short-term rentals(13%, 27%) Issues of least concern include those related to the appearance of the City,condition of local parks,and entertainment/tourism: o The lack of parking in commercial areas(11%extremely serious, 24%extremely/very serious) o The visual appearance of PCH and other major boulevards in the City(8%, 24%) o The impacts of tourists on residents'quality of life(9%, 21%) o The quality of parks(9%, 20%) o The visual appearance of downtown (8%, 19%) o The condition of local parks(6%, 18%) o Lack of walkable neighborhoods(6%, 15%) Page 3 FM3 RESEARCH o Lack of entertainment and dining options (4%, 11%) o Lack of City investments to attract tourism (6%, 10%) Satisfaction with City Services • Two out of three respondents are satisfied with the job the City government is doing in providing services to residents and businesses. Twenty percent are "very" satisfied and 47 percent "somewhat" satisfied,for a total of 67 percent who are satisfied with the City's job performance in providing services. Eighteen percent are "somewhat" dissatisfied and a low 10 percent are "very" dissatisfied (5% are uncertain). • Satisfaction is far-reaching, with at least a majority of residents in all subgroups satisfied with the services provided by City government. This includes a large proportion of residents by gender (70% of men and 64%of women), by race/ethnicity(67%of Latino residents, 66% of API residents', 66%of white residents,and 69%of other residents),years of residency(70%of those of 0-15 years,72%of 16-25 years, and 63% of 25+year residents), and age (70% of those 18 to 39, 59% of those 40-64, and 77% of those older). • Residents are also satisfied on average with the delivery of specific City services. Survey respondents were asked to rate how satisfied they are with 30 specific services using a scale of 1 to 7, where a "1" indicated they are not at all satisfied and a "7" indicated they are "very satisfied"with that service. In all, the average rating is above the midpoint of 4.0 for 28 of the 30 services, indicating residents are satisfied on average in nearly every area tested. Services related to public safety are among the services generating the highest average satisfaction ratings. Not only do all the services listed below receive mean scores of 5.3 or greater on the 7-point scale indicating residents are at least somewhat satisfied on average, but, with the exception of police protection at 14 percent, no more than 11 percent gave a 1 through 3 rating indicating they are dissatisfied. o Fire protection and paramedic services(6.1 mean score) o Reliability of water received at your home (6.0) o Library services(5.9) o 911 emergency response (5.9) o Special events like 4th of July parade and fireworks, the Pacific Airshow, the US Open of Surfing, and other community celebrations(5.7) o City-run youth programs such as after-school programs,junior lifeguards, and summer camps(5.5) o Programs and services for seniors (5.4) o Police protection (5.3) o Parks and recreation programs(5.3) 2 API excludes Vietnamese residents who were analyzed separately. Ninety-two percent of Vietnamese residents surveyed are satisfied with the job the City is doing providing services. It is important to note that Vietnamese residents make up 5%of the sample and,therefore, have a larger margin of error. Page 4 FM3 RESEARCH o Emergency preparedness(5.3) Services related to maintenance are rated positively on average but generate dissatisfaction ratings from between approximately 15 percent to 23 percent of respondents. o Pick up of trash, bulky items, yard waste, and recyclables (5.2) o Park maintenance(5.1) o Keeping local beaches healthy, clean, and safe(5.0) o Cultural and performing arts programs(5.0) o Maintaining storm drains to keep beaches clean (4.9) o Graffiti removal(4.8) o Quality of your home drinking water(4.7) o Enforcement of City rules and regulations to keep neighborhoods safe and quiet(4.7) o Programs that protect the environment(4.7) o Maintenance of public spaces(4.7) Services related to the areas where residents express the greatest concern also generate the lowest average satisfaction ratings—and higher dissatisfaction ratings. These include services related to homelessness, the economy, safety, transportation, and growth. However, with the exception of addressing homelessness (2.7) and building permitting for residents (3.8), residents remain satisfied on average. The service areas with the lowest average satisfaction ratings are as follows (with those generating a dissatisfaction score of 24% or greater indicated): o Enforcing City rules and regulations requiring owners to keep their properties well-maintained(4.6)— 24%dissatisfied o Communication with residents(4.5)—24%dissatisfied o Sidewalk maintenance(4.4)—29% dissatisfied o Traffic management(4.4)—26%dissatisfied o Programs to retain, expand, and attract local businesses (4.4)—32% unable to give a rating o School safety officers(4.3)—50% unable to give a rating o Street and local road maintenance (4.2)—30%dissatisfied o Services and resources to support survivors of crime and abuse (4.1)—64% unable to give a rating o Building permitting for residents(3.8)—45% unable to give a rating o Addressing homelessness(2.7)—67%dissatisfied Safety in Huntington Beach • Large majorities feel safe walking in their neighborhoods both during the day and at night. Nine in 10 (91%) feel safe walking in their neighborhood during the day and nearly eight in 10 (78%) at night. However,while 56%feel"very"safe during the day,a lower 32 percent feel"very"safe at night.A further eight percent feel unsafe during the day, 20 percent feel this way at night. There was little difference in response by gender and age regarding walking in their neighborhood during the day. However, women Page 5 FM3 RESEARCH are less likely to feel safe at night than men—especially women 50 years of age or older (83% of men compared to 77%of women 18 to 49 and 69%of women 50+). • Among those who do not feel safe (either during the day or at night),the most mentioned reason was the number of people experiencing homelessness. Half of those who feel unsafe said "homeless people" stands behind this view, followed by crime in general (21%), suspicious people walking around (14%), thefts or burglaries (12%), "drug addicts" (9%), racism (7%), a lack of public lighting or streetlights (5%), and coyotes or wild animals (3%). Priorities for Future Investment • Large majorities of respondents at least occasionally visit City beaches, parks, and Downtown. Specifically,85 percent said they visit City beaches at least occasionally(50%frequently),75 percent City- run parks, and 72 percent Downtown. Just over six in 10 (62%) visit the Pier Plaza at least occasionally, and approximately half of respondents (47%) at least occasionally visit City libraries. Lower proportions visit City community centers (24%at least occasionally)or the City's Senior Center(15%). • Respondents' top priority for the next few years is addressing homelessness, followed by priorities related to the local economy and environmental protection—priorities that impact the lives of all residents in some way or another.Specifically,each of the following are named by the highest proportion as a medium or high priority to them personally: o Addressing homelessness(78% high priority, 17% medium priority) o Making the City more friendly for local small businesses (44%, 39%) o Requiring city development projects to be more environmentally friendly by incorporating the latest in water conservation, energy efficiency, and recycling programs(35%, 29%) o Retaining and attracting more businesses(34%, 37%) o Attracting and retaining local restaurants and shops in Downtown (33%, 35%) o Establishing more programs to protect the environment(31%, 32%). Ideas related to the appearance of the City,tourism,bike routes,and sports fields and courts are called high or medium priorities generally by lower proportions—most likely reflecting, at least in part, that some of these areas impact—or are utilized by—fewer residents. o Creating safe bike routes (26% high priority,42% medium priority) o Improving the visual appearance of city streets and medians (22%, 39%) o Offering more concerts and events at the beach (17%, 35%) o Making Huntington Beach more of a destination for tourism (14%, 31%) o Creating more baseball and soccer fields (9%, 20%) o Creating more pickleball courts(8%, 12%). Page 6 FM3 RESEARCH • Regardless of their frequency of visiting the beach, half or more respondents believe there is a need to make 10 of the 11 improvements to the beach area that were tested in the survey—with improvements related to safety,cleanliness,and bathroom maintenance at the top of the list. o Approximately eight in 10 residents believe there is a need to improve safety and cleanliness at public bathrooms (49%great need, 81%total great or some need) or to upgrade the maintenance of public bathrooms(44%,78%) at the beach. o Approximately two out of three respondents believe there is a need to provide separated paths for walking from biking, skateboard riding, or scooter riding (69%) and improve lighting at night on walking and biking paths (66%) while six in ten (61%) feel this way about improving safety on bike paths. Sixty-five percent believe there is a need to improve safety in general. o Between half and 58 percent believe there is a need to make improvements to:make it easier to cross PCH to get to the beach safely(58%),improve beach access for people with disabilities(55%);expand beach parking (53%);and update aging playground equipment(50%). o The only item that was not seen as an area in need of improvement by 50 percent or more respondents is improving availability of activities at Pier Plaza. Thirty-eight percent said there is a need for this improvement,while 48 percent perceive little to no need. Sources of Information • Respondents rely on a variety of information sources, including City mailers, City service guides, and unofficial Facebook groups. As is commonly found, word of mouth from friends and family is the most common information source,with 76 percent of respondents saying they get information about programs, events, and issues in Huntington Beach this way"frequently"or"occasionally." Regarding quality of life, I prefer the city to be fully participatory in renewable energy, the city council to consider returning to the OCPA with a qualified plan and plan for a renewable energy manufacturing and recycling business, in the city, specifically, roll-out solar panels, wind-house & hydro-tower designs, cable-powered freight &passenger trains, renewable cars and regular bikes. The electricity demand can't be met by dropping renewable energy, this isn't a reality. I can't accomplish my daily tasks without electricity and I can't make new discoveries without electricity. I didn't vote for elected officials to seize my electricity. City population 196,652 x rci (3) = 589,956 589,956 /25 years = 23,598.24 I estimate 23,598 roll-out solar panel societal units (spsu), in the city, to be recycled every year.
