November Update of Activities for Citizen Boards, Commissions, Committees (BCCs) and
Regional Agencies
Statement of Issue:
A monthly reporting structure has been implemented to keep the City Council, City staff and
members of the public informed of activities conducted by citizen boards, commissions, committees,
and Council committees, including community groups/independent City-affiliated boards and other
community, regional or state level committees.
Financial Impact:
None.
Recommended Action:
Receive and File.

Not applicable.
Analysis:
The City operates nearly 30 Citizen and Council-led Boards, Commissions and Committees (BCCs)
with City Council representatives participating in several Regional Agency meetings to discuss
important City topics ranging from infrastructure to development. To ensure that our community is
able to stay informed of each BCC's major discussions and votes, in addition to promoting the
highest level of transparency, staff has prepared a high-level report of their activities for the prior
month. Furthermore, this high-level report was developed in response to direction received at the
December 20, 2022 City Council Meeting to find a manageable way to publicly present a brief written
report on all BCC and Regional Agency meeting activities. To obtain greater details, individuals are
directed to the meeting minutes, which are linked in the Activity Report.
The City Clerk gathers these updates from an internal spreadsheet that is completed by BCC staff
liaisons and compiles them into the attached Activity Report that will be routinely agendized for the

City Hall Council Chambers Summary of Action or Discussion:The 1st annual selection of
a non-profit to host a charity golf tournament at Meadowlark
Department: Community& Golf Club was held. Previously, the opportunity has rotated
Library Services between two organization. This year, staff opened the
opportunity up to qualified non-profit within the City.
Information on the lottery opportunity was disseminated
through the Public Affairs Office. There were 8 entries:The
Auto Dealers Association Bolsa Chica Conservancy/HB
Wetlands, HB Elks Lodge#1959, Fountain Valley High School
Girls Flag Football (HBUHSD), HB Oilers Softball, Kiwanis Club,
McKenna Clair Foundation and Robyne's Nest. The winning
non-profit was randomly selected via an online electronic
wheel at SpintheWheel.com. Kiwanis Club was selected as
the 2024 recipient of the Meadowlark Golf Club Charity Golf
Tournament with HB Elks Lodge#1959, Bolsa Chica
Conservancy/HB Wetands, FVHS Girls Flag Football and
Robyne's Nest as alternates, should the winner be unable to
fulfill the award. Administrative Item: Seaview Little League's
request to relocate a batting cage that was installed within
the new residential set back was approved, all in favor.
Updates on park projects include the LeBard Construction,
which will continue into 2024, Pattinson Swings installation is
complete, and Giesler Park Construction, a portion of which
should reopen by the end of the year.

Good Morning Board of Trustees,
As follow up to the Board meeting, below is a summary of the information provided and actions that occurred on
Thursday, November 16,2023:
At the November Board meeting,the Board of Trustees received one presentation by Steve Shepherd on the Red
Imported Fire Ant(RIFA) Program. The presentation addressed the history of RIFA in Orange County,the District's RIFA
program as well as some future RIFA projects.
The Board had no business items on the November agenda.

Outreach talking point:
• Colder weather will mean less mosquitoes, but Southern California never gets cold enough to have no
mosquitoes. Resident should take the time to begin scrubbing and storing unneeded containers,conducting
gutter and drain maintenance to prevent standing water from collecting and continuing to protect themselves
from mosquitoes.
This was my last meeting as Huntington Beach's Orange County Mosquito and Vector Control Trustee. It has been a
pleasure and an honor to serve.

OCMVCD Dengue Talking Points
• Dengue is a disease caused by any one of four closely related dengue viruses which are
spread by infected mosquitoes.
• People get dengue from the bite of an infected mosquito.The mosquito becomes infected
when it bites a person who has dengue virus in their blood.
• It takes a week or more for the dengue virus to replicate in a mosquito;then the mosquito
can transmit the virus to another person when it bites.
• Dengue virus cannot be transmitted from person to person.
• Dengue is transmitted principally by Aedes aegypti(yellow fever mosquito)and Aedes
albopictus(Asian tiger mosquito),also called "Aedes mosquitoes or ankle biters."
• Dengue is common in many tropical and subtropical areas of the world,where Aedes
mosquitoes thrive.These areas include parts of Africa,the Middle East, India,Southeast
Asia,South America,Central America,and North America(specifically Mexico), according to
the U.S.Centers for Disease Control and Prevention(CDC).
• Dengue is not common in the United States, but local outbreaks have been reported in
some states where Aedes mosquitoes are found,including parts of southern Texas,
southern Florida,and Hawaii. Dengue is common in many U.S.territories, including Puerto
Rico and American Samoa.
• Aedes aegypti(yellow fever mosquito)and Aedes albopictus(Asian tiger mosquito)
mosquitoes are not native to California,but infestations have been identified throughout
the state.
• Aedes mosquitoes were first found in 2015 in Orange County and have now been confirmed
in every city within Orange County.
• Until recently there was no local transmission of dengue in California.There were only
reports of travel-related cases,where people who traveled abroad to areas where dengue is
endemic got infected (through the bite of an infected mosquito) and returned to the U.S.
• On Friday,October 20,2023,the City of Pasadena Health Department announced that they
had documented the first local dengue infection in the state.
• About three out of every four people(75%)who are infected never develop any symptoms.
• There is no specific treatment for dengue.

• If a person does get sick with dengue,their symptoms can be mild or severe. Dengue fever
is also called breakbone fever.
o The most common symptoms of dengue fever include fever and any of the
following:severe headache, pain behind the eyes,joint pain, muscle and bone pain,
rash,and/or bruising on the skin. Most people recover in about a week.
o One in 20 people who get sick with dengue will develop severe dengue.Severe
dengue can develop within a few hours.The warning signs include: bleeding from
the nose or mouth(gums),severe pain in stomach or abdomen,vomiting(at least
three times in 24 hours),and/or vomiting blood or blood in stool.
• Due to the four closely related viruses that cause dengue (DENV-1, DENV-2, DENV-3,and
DENV-4),a person can get dengue as many as four times in their life. People who have had
dengue once before are more likely to get severe dengue if infected again.
• In 2023,the Orange County Health Care Agency has reported nine travel related cases of
Dengue.
• Orange County has had no reported cases of locally transmitted dengue.
• The Orange County Mosquito and Vector Control District conducts surveillance and testing
of mosquitoes for several mosquito-borne diseases, including dengue.
• The District has had no mosquito samples test positive for dengue.
• The District will continue to monitor and test mosquitoes for disease as part of our routine
surveillance program.
• In cases where the District is informed about travel related dengue cases,staff.will follow
District protocols to reduce the risk of local transmission to residents.
• What residents can do:
o Prevent bites by wearing EPA-registered repellents.
o Inspect properties for standing water and eliminate any containers that can hold
water and any standing water sources.
o Ensure that doors and windows are well screened to prevent mosquitoes from
entering the home.

Vector Control conducted a meeting of the Budget&Finance Committee and Building, Property,&Equipment
Committee on Friday,September 29th. Per the request of several committee members I have attached the PowerPoint
Kosmont Realty presented during the meeting. The PowerPoint reviews the current market trends and a potential
property that is being evaluated. Below you will also find the District's current funding options for a facility project.
The joint committee, a merging of the Budget and Property committees,was done to facilitate the evaluation of
relocation.Vector has outgrown its current facility and is need of a modern, larger facility to serve the County.There
were several meetings to evaluate remodeling on site, buying land to build to suit and searching for an existing building.
The current site has underlying value making it ideal for a hotel.This value will/may be leveraged for the new building.A
report will be delivered to the Board on October 19th at 3:00PM.
The attached Power Point provides a preview of a site under evaluation.

Facility Fund/Debt capacity:
The District Debt capacity is in three tiers,one is based on current$500K that placed in Fund 60 (building fund) annually,
the second option includes the$500K allocation and the District's ability to reduce expenses without impacting

September Update of Activities for Citizen Boards, Commissions, Committees (BCCs) and
Regional Agencies
Statement of Issue:
A monthly reporting structure has been implemented to keep the City Council, City staff and
members of the public informed of activities conducted by citizen boards, commissions, committees,
and Council committees, including community groups/independent City-affiliated boards and other
community, regional or state level committees.
Financial Impact:

Analysis:
The City operates nearly 40 Citizen and Council-led Boards, Commissions and Committees (BCCs)
with City Council representatives participating in several Regional Agency meetings to discuss
important City topics ranging from infrastructure to development. To ensure that our community is
able to stay informed of each BCC's major discussions and votes, in addition to promoting the
highest level of transparency, staff has prepared a high-level report of their activities for July 2023
and will continue to do so every month thereafter. Furthermore, this high-level report was developed
in response to direction received at the December 20, 2022 City Council Meeting to find a
manageable way to publicly present a brief written report on all BCC and Regional Agency meeting
activities. To obtain greater details, individuals are directed to the meeting minutes, which are linked
in the Activity Report.
The City Clerk gathers these updates from an internal spreadsheet that is completed by BCC staff

annual HBCOA community wellness event the Active Living
Expo will take place on Saturday, September 16 from 10am-
1pm. It is free and open to the public. All are welcome to

Library Services Managers and staff with respect to their individual divisions,
including statistics and highlights for Recreation &

Events. The Commission voted to approve two (2)
Administrative Items. 1)The activation of the Ad-Hoc Park
Naming & Memorials Committee to review naming
opportunities for the neighborhood park in the Parkside
Estates residential community,-and to review for official
naming of the Shipley-to-Shore trail in Huntington Central
Park. 2) Commission approved the design specifications for
standardizing park identification signs throughout the park
system, as presented by staff.Additionally, staff presented
information on the Meadowlark Golf Course improvements to
address concerns from local residents who share a boarder
with the golf course. This item was for information only, with
no action required by the Commission. Wysocki provided an
updated on the Pattinson Park benches and the park re-
opening "pop-up popsicle" event.

discussed changing their meetings to every other month going
forward, no decision was made on the suggestion. The CFO
notified the group that a financial planner and the
bookkeeper are doing a review of current investments as well
as the board's participation in the Orange County Community
Foundation.The Evergreen committee announced they will
be having a fundraising campaign included in this year's
membership renewal.

Summary of Action or Discussion: 10 written supplemental
Department: Community& communications received (2-Meadowlark Golf Course; 8-Oak
Library Services View Master Plan) and 17 public comments received on the
same items. A presentation by the Chief Financial Officer,
Sunny Han, and Public Works Principle Civil Engineer, Chris
Tanio, on how the budget relates to the redesign and
upgrades of projects within the city, including parks and
facilities, in addition to the CIP as a whole, and the various
funding methods used for projects. The Commission took
action on (1) Administrative Item - Oak View Library &
Community Center proposed master plan. A presentation
was provided by staff and architect firm,Johnson Favaro, LLC.
After lengthy discussion on the proposed project,
Commissioner Baker motionied to send the item back to staff
to rework the plan, reducing the overall footprint,to explore
more parking and open space opportunities. The item passed
4-3. Informational Items included updates on the Fiscal Year
2023/24 playground updates with Seeley and Trinidad Park
playgrounds slated for replacement. The Don MacAllister
memorial plaque will be unveiled on August 14, 2023 at
Tower Zero. Liaison Reports included an update on the July
20, 2023, Carr Park redevelopment project meeting.

Naval Weapons Station Seal Beach for proposed changes to
Code of Federal Regulations Section 334.930 regarding
Anaheim Bay. The Commission approved going forward with
the recommendation to the City Council.

- Statement of Issue:
A monthly reporting structure has been implemented to keep the City Council, City staff and
members of the public informed of activities conducted by citizen boards, commissions, committees,
and Council committees, including community groups/independent City-affiliated boards and other
community, regional or state level committees.
Financial Impact:

Analysis:
The City operates nearly 40 Citizen and Council-led Boards, Commissions and Committees (BCCs)
with City Council representatives participating in several Regional Agency meetings to discuss
important City topics ranging from infrastructure to development. To ensure that our community is
able to stay informed of each BCC's major discussions and votes, in addition to promoting the
highest level of transparency, staff has prepared a high-level report of their activities for July 2023
and will continue to do so every month thereafter. Furthermore, this high-level report was developed
in response to direction received at the December 20, 2022 City Council Meeting to find a
manageable way to publicly present a brief written report on all BCC and Regional Agency meeting
activities. To obtain greater details, individuals are directed to the meeting minutes, which are linked
in the Activity Report.
The City Clerk gathers these updates from an internal spreadsheet that is completed by BCC staff

Council's efforts to streamline all Boards, Commissions, and
Committees, were shared.The HRC's 2023-Q3 Calendar of
Events was approved and will be posted on the City's HRC
website. The HRC members also discussed an opportunity to
(re)establish relationships with schools and youth to
understand their needs and issues (e.g. Education Night).The
Ralph Bauer Youth Voices Essay and Art Contest is underway
and the HRC secured donation for scholarship awards.

included the tabling of the Oak View Library & Community
Department: Community& Center master plan to the August meeting in order to provide
Library Services staff with more time to gather information requested from
the Commission. The Marina Park Redevelopment Project
was presented for approval. Commission approved as
submitted with the following amendments: the plan should
include eight (8) handball/racquetball courts instead of the
proposed six (6) courts and include at least one (1) pickle ball
court. CIP projects included Carr Park. There will be a public
information meeting held at Harbor View Clubhouse on July
20, 2023. California Fish &Wildlife will attend. Event updates
included the re-opening of Pattinson Park Playground,the
ribbon cutting for the Secret Garden Entry Arch, and the re-
opening of Adventure Playground after a 3-year hiatus.

Fourth of July Executive Board Meeting Date: 5/3/2023

contractor, Soundskilz, reported the creation of a new
Department: Community& sponsorship offering for local businesses-a cornhole
Library Services tournament that will be held on the sand by Pier Plaza
and the parade entries are coming in steady.The Chair
of the Fourth of July Board, Andi Kowal, reported that
she is working with Council Member McKeon to find a
Celebrity Grand Marshall; she announced Aaron Pai and
the Pai family/HSS crew will serve as the Community
Grand Marshall, Cris Cyborg will be the Sports Grand
Marshall, and Principal Christa Glembocki from Dwyer
Middle School will receive special recognition in the
parade. Volunteers are still needed for this year's event.

Two members were assigned to work with the HBPD and

Chair for the remaining 2023 term. The Chair
highlighted the contribution of Asian American Pacific
Islanders (AAPI) community in honor of the AAPI

Center of OC is invited to speak in June. The HRC
approved a $2K budget to support the HRC's
participation in the July 4 Parade event for more
community engagement. The Chair also debriefed the
members on the April 14 meeting with Council Liaisons,
to better align the HRC with the Council's goals.

Report,the comments to the FAA Request for
Department: City Manager's Comments on the Noise Policy Review,the JNC Strategy
Office and Goals for the upcoming year. The JNC made the
following decisions:
1. Appointed a sub-committee to prepare draft
comments to the FAA Noise Policy Review at the next
JNC meeting.
2. Set a special meeting of the JNC on June 13 at 5:00 pm
to discuss the proposed FAA Noise Policy comment.
3. Approved the upcoming year strategy/goals including:
Continue to track commercial traffic and provide
quarterly reports to the JNC. Request regular meetings
with LGB on a quarterly basisContinue to develop and
maintain relationships with the airlines that service Long
Beach Airport. Continue to monitor actions of the FAA
to ensure the JNC is aware and can review and respond
to any upcoming actions that impact the City of
Huntington Beach residents. Consider reaching out to
other Cities to determine if they have a shared concern
with commercial airlines impacts.

Department: Fire Committee, Waterborne Trash Capture Projects Ad Hoc
Committee, a Strategic Plan update, a report on the
recent fuel spill in Huntington Harbour and an update on
the algae bloom in the Harbour. At the June meeting the
Commission will discuss formation of an ad hoc
committee to consider policy recommendations on
personal watercraft in the small boat channel adjacent
to Naval Weapons Station Seal Beach.

BCC Review Committee Meeting Date: 5/16/2023
(Ad-Hoc) Link to Council Action to Form Committee
As needed, City Hall Summary of Action or Discussion: On May 16, 2023,the City
Council voted to form a BCC Review Ad Hoc Committee to
Department: City review the purpose and structure of the City's Boards,
Manager's Office Commissions and Committees ("BCC"). The Mayor has
appointed himself, Mayor Pro Tern Van Der Mark, and Council
Member Burns to sit on this Committee and will be staffed by
City Manager Zelinka and Assistant City Manager Hopkins.
The Ad Hoc Committee will be dissolved,following the
completion of their review and final recommendations to the
City Council in 2023.
