RECOMMENDATION Approve the granting of the easement and authorize the Mayor and City Clerk to execute. ANALYSIS Orange County Water District has requested an easement at Langenbeck Park for the purpose of acquiring additional hydrogeological information of this area including aquifer characteristics and water quality. Similar monitoring wells exist in other areas of the city. After the initial well drilling period, the actual monitoring well will be flush with the ground and will not restrict use of the park. June 17, 1991 Mr. Ron Hagan Director of Community Services City of Huntington Beach 2000 Main Street 92648 Dear Mr. Hagan, Re: Langenbeck Park Groundwater Monitoring Well The Orange County Water District is requesting permission to construct a deep groundwater monitoring well in Langenbeck Park. The proposed monitoring well will be located east of Lookout Lane and is shown on the attached map. The purpose of the well is to aquire additional hydrogeological information of this area, including aquifer characteristics and water quality. The monitoring well will be drilled and constructed to an estimated depth of 1,500 feet. The well will be constructed of 4-inch steel and perforated at individual water-bearing zones. When completed, the well will permit collection of discrete water samples for chemical analysis and will be capable of providing zone-specific aquifer pressure and temperature data. The wellhead will be placed below grade in a locked vault. Dimensions of the vault will be 2 ft x 3 ft x 3 ft deep. OCWD will be responsible for maintenance of the vault. During the construction period all city noise ordinances will be adhered to. The residents near the wellsite will be notified by an OCWD representative and presented a letter explaining the project prior to mobilization. The phone number of the construction supervisor, as well as the OCWD representative will be provided to the homeowners. The police and fire departments will also be contacted prior to moving on site. For well construction and access for future monitoring, OCWD requests a renewable permit or license agreement be granted. A temporary permit/license area is requested for construction operations which will require an area of 100 ft x 60 ft. A final permit/license is requested for the completed well which will be an area of 10 ft x 10 ft. These permit/license areas are shown on the attached map. Mr. Hagan: As discussed with Sherri Salas of your office, MARMAC has been retained by the Orange County Water District to assist in the acquisition of a Permit/Encroachment License from the City of Huntington Beach for the purpose of constructing, maintaining and monitoring a deep groundwater monitoring well in Langenbeck Park. Ingress and egress will also be required so monitoring of this well can take place. This proposed well site is part of a series of monitoring well sites within the boundaries of the Orange County Water District. The proposed monitoring well will be located approximately 175' east of the property line bordering Lookout Lane and approximately 240' north of the southern property line of Langenbeck Park. The attached packet is for your information, it includes a letter from Kevin McGillicuddy of the Orange County Water District explaining this project in more detail, a well site location drawing, a photograph of the well site area, a well detail drawing and a well vault cover detail. A temporary work area of approximately 100' x 60' will be needed during construction of the well. The work area will be enclosed within a chain link security fence and a 15' high sound barrier. The proposed monitoring well, when completed, will be monitored once a month from a small truck. The Orange County Water District will need ingress and egress across the concrete access drive to monitor this well. They would like to access the concrete drive from Lookout Lane, if possible. 1.
