Statement of Issue:
On May 16, 2023, the City Council directed staff and the City Attorney's Office to provide notice to
OCPA of the intent of the City of Huntington Beach to withdraw from the joint power authority. With
that notification, City staff and the City Attorney's Office began meeting with OCPA to consider the
procedure to provide an orderly withdrawal at the lowest cost impact to all parties involved. Through
these discussions, an opportunity to significantly reduce those impacts to the City during the
withdrawal is being negotiated.
As part of the negotiations, the City Council is requested to approve the conversion of Huntington
Beach OCPA customers who are currently at the 100% Renewable Choice Plan to the Basic Choice
Plan (at least 38% Renewable). This will provide savings that will minimize the risk of cost impacts
for the City. To realize these savings, the City will also need to request an expedited implementation
of these proposed rate changes.
During the withdrawal process, all Huntington Beach OCPA customers will still continue to have the
existing Customer Option Actions to choose any of the OCPA energy generation options including:
1. OCPA 100% Renewable Choice Plan
2. Smart Choice Plan (69% renewable energy)
3. Basic Choice Plan (38% renewable energy) * default provision
4. Opt Out of OCPA and move to SCE for energy generation choices
Financial Impact:
There is no fiscal impact at this time.
Recommended Action:
Adopt Resolution 2023-55, "A Resolution of the City Council of the City of Huntington Beach
Authorizing the City Manager to Withdraw from the Orange County Power Authority," which shall:

1.) Approve and. authorize switching the City of Huntington Beach OCPA customers currently
enrolled in the OCPA 100% Renewable Choice Plan to the OCPA Basic Choice Plan(at least
38% Renewable); and
2) Authorize the appointed Huntington Beach OCPA Board Member, Councilmember McKeon or
his alternate, to request on the City's behalf that OCPA expedite the requested default rate
change for existing customers; and
3) Authorize the City Manager to effectuate the City's withdrawal from the Orange County Power
Authority; and
4) Authorize the City Manager to notify OCPA of the City Council's decision and work with OCPA
to give notice to all affected 'OCPA customers.
Alternative Action(s):
Do not approve the Recommended Action and direct staff accordingly.
Analysis:
On May 16, 2023, City Council directed the City Manager to work with.the City Attorney to provide
notice to withdraw from OCPA. Since this notification was provided,to OPCA, City Staff and the City
Attorney's.Office have collaborated with OCPA and Southern California Edison (SCE) to orchestrate
logistics and procedures for the City's withdrawal from OCPA and its return to SCE in an orderly,
lowest cost-impact manner to all-parties involved. It is anticipated that the' withdrawal process will
culminate in July 2024, at which time all OCPA customers will transition to back to SCE. Note that
solar power customers will transition during the month of the annual billing true-up.
Background
The City of Huntington Beach confirmed participation as a Founding Member of OCPA in February
2021, after joining in December 2020.' Originally,the'City selected the 100% Renewable Choice Plan
as the Huntington Beach Customer default energy product for all customers when they transitioned
from SC.E to OCPA in April and October 2022, for commercial and residential customers respectively.
Prior to and after the OCPA service launch, Huntington Beach customers had the option to select
from three OCPA energy plans and an opt-out option to rejoin SCE.
On. January 17, 2023, the City Council made the decision to change its default offering for new
Huntington Beach customers and all City municipal accounts from the 100% Renewable Choice Plan
to the Basic Choice Plan (at least 38% renewable). New members were enrolled at the default
energy product with an opportunity to select any of the three OCPA energy product choices as well as
opting-out to'SCE generation services at any time.
Current Status
Since May 2023,:the City and OCPA have been engaged in negotiations to withdraw from the OCPA.
As part of those negotiations, Recommended Action (1) requests the City Council to approve the
conversion of City of Huntington Beach OCPA customers currently at the OCPA 100% Renewable
Choice Plan to the OCPA Basic Choice Plan (at least 38% Renewable). This will provide savings that
will minimize the risk of cost impacts for the City and OCPA and provide a more amicable withdrawal
process. To realize these savings, the City will also need to request an expedited implementation of
the rate changes, per Recommended Action (2). Recommended Action (3) and (4) would also
authorize the City Manager to effectuate the City's withdrawal from OCPA, notify OCPA of the City
Council's decision and work with OCPA to give notice to all affected OCPA customers.

The following are the three energy product offerings will remain available for new and existing OCPA
customers while Huntington Beach is a member of OCPA:
Basic Choice: If the City selects 38.5% renewables as its default energy product offering; then. all
Huntington .Beach customers will automatically be enrolled in the Basic Choice. product (38.5%
renewables). However, customers may opt up to either the Smart Choice product .(at least 69%
renewables) or 100% Renewable Choice product, or the customer may opt out of OCPA service
altogether and stay with SCE. Renewable energy content will increase over time.
Smart Choice: If the City selects at least 69% renewables as its default energy product, then all
Huntington Beach customers will automatically be enrolled in the Smart Choice product (at least 69%
renewables). However, customers may opt up to the 100% Renewables product,opt down to the
Basic Choice product,or the customer may opt out of OCPA service altogether and stay with SCE.
Renewable energy content will increase over time,
100%.Renewable Choice: If the City selects 100% renewables as its default energy product, then all
Huntington Beach customers will automatically be enrolled in the 100% Renewables product unless
the customer opts-down to either the Basic Choice or the Smart Choice products or the customer
opts-out of OCPA service altogether and stays with SCE.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the
CEQA Guidelines, California Code of Regulations, Title.14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING THE CITY MANAGER TO
WITHDRAW FROM THE ORANGE COUNTY POWER AUTHORITY
WHEREAS,the City of Huntington Beach joined the Orange County Power Authority
(OCPA) as a founding member in February 2021; and
WHEREAS, January 17, 2023 the City Council approved switching the default plan
selection for new OCPA customers in the City to Basic Choice Plan from the 100%Renewable
Choice Plan; and
WHEREAS, on May 16, 2023,the City Council directed City staff and the City Attorney
to provide notice to the OCPA of the intent of Huntington Beach to withdraw from the OCPA;
and
WHEREAS,the City Council seeks an orderly withdrawal from the OCPA at the lowest
cost to all parties involved; and
WHEREAS, in furtherance of this objective,the City Council seeks to change all current
OCPA customers at the OCPA 100% Renewable Choice Plan to the Basic Choice Plan to
provide savings and reduce risks for the City and OCPA; and
NOW, THEREFORE,the City Council of the City of Huntington Beach does hereby
resolve as follows:
SECTION 1. That the City Council hereby approves and authorizes switching all of the
City of Huntington Beach OCPA customers currently at the OCPA 100%Renewable Choice Plan
to the OCPA Basic Choice Plan(at least 38%Renewable); and
SECTION 2. The Huntington Beach appointed OCPA Board Member, Council Member
McKeon or his alternate, is authorized to request on the City's Behalf that the OCPA expedite the
requested default rate change for existing customer; and
SECTION 3. That the City Manager is authorized to effectuate the City of Huntington
Beach's withdrawal from the OCPA; and

Do not withdraw the City from the Orange County Power Authority. Already over 60,000
households and over 9,000 businesses in Huntington Beach are receiving 100%renewable
energy from OCPA.
You were elected to ensure that the citizens of Huntington Beach are both protected and
flourish. In the interest of the citizens you represent, why would you leave OCPA when their
basic rate for electricity is already 2% lower than Southern California Edison? Why would you
choose for the City to leave OCPA and take the opportunity for citizens to choose on their
own which energy provider they prefer? Why would you leave citizens with only a dirtier mix
of energy?It makes no sense at all if your intentions are to best serve the citizens of this city.
I believe that it is your responsibility to address issues that impact our community. Pollution
of all kinds, dirty energy and climate change go hand in hand. OCPA helps us to curtail our
carbon footprint if we so choose.

Please do not move forward with actions to withdraw from Orange County Power Authority.
-It removes energy choice for your constituents.
-It reduces market competition for the monopoly investor owned utility.
-It will mean an increase in costs for your Basic Choice customers(currently OCPA cost is 2%less generation costs
and expected to remain that way indefinitely).
-It will mean a decrease in choice for clean and renewable energy for all of your residents and businesses.
OCPA's Power Content Label just released proves through certification by State agencies that OCPA's product is
much cleaner than SCE's.
The Power Content Label is the standard used to certify all CPUC utilities.
There is simply no reason to end customer choice in your City.
Please reconsider and support a clean,sustainable city and the opportunity for each customer to have maximum
electricity choice.

Hello - I am opposed to how this proposal is being managed, as it seems to be very
precipitous. What thought is being given to the impact on residents currently enrolled in the
program and what will the effect be on the City?
There certainly have been issues with how OCPA is managed, but efforts were underway to
get the organization on track. Rushing to exit the pact with OCPA could be costly and lead to
litigation. Is any of this being studied or considered?
The impression is that, once again, this extremist majority City Council is rushing forward with
actions based on personal opinion, without regard to the overall impact to the City.

Hello once again-I understand there will be a special meeting Monday evening to determine
whether HB residents shall be removed from OCPA 100%renewable plan without the
residents' consent. I am hoping the council will continue to allow the residents to make their
own choices. Most of us support free choice and also support renewable energy.
I am unsure as to why this is an issue that requires the city council to insert itself. I urge you to
allow residents to determine which energy provider and plan is in their own best interest.

Dear Council Members,
It is outrageous that the City Council is considering withdrawing from the OCPA. As a 22
year resident of Huntington Beach,I know my family wants cleaner energy, and to choose our
energy provider.
Do not touch our 100%renewable choice. That selection was made by over 188,000 OCPA
customers and we are proud to be among them.
OCPA's basic choice plan costs less than SCE's equivalent generation rate. This is a win win
for electricity customers wanting clean energy and a lower rate.
It is my understanding that the city would have to pay a substantial fine for leaving the OCPA.
We were told the city doesn't have any money but the city can afford to pay this fine?Where
is the money coming from to pay large fines; establish an unnecessary bureaucracy to review
books; pay for a municipal election;pay for frivolous lawsuits against the state; pay to make
the city attorney more well paid than the city attorney for Los Angeles.

I am opposed to withdrawal from OCPA. I do not believe it is the best interests to do so.
Duly elected members of the Huntington Beach City Council made the choice to
participate in OCPA because doing so allows for:
More local control over energy generation that serves member communities;
Competition to the energy market where prior to this, there was none;
Support of local energy projects;
Local workforce development; and
Reinvestment of funds into new incentives and programs to support local need.
OCPA has purchased solar, wind, geothermal, hydropower and biomass renewable
energy.
Please reconsider your decision to withdraw. The decision to join OCPA was
thoroughly and carefully considered. The same care should be taken before any
decision to withdraw.

Dear Mayor Strickland and City Council Members:
I am writing to oppose Resolution 2023-55, which would force residents to accept the
38% Basic Choice from the Orange County Power Authority. Opting down to the
dirtiest level would generate more pollution and reverse years of progress. It tells
Orange County residents that the city of Huntington Beach dismisses climate change
and won't take the necessary steps to curtail greenhouse gases for the safety and well-
being of our children and grandchildren.
As a beach community that draws tourists from around the world, Huntington Beach
should be a leader in climate science, not a denier. Although I'm not a Catholic, I
believe Pope Francis stated it well a couple of weeks ago: Everyone should "move
beyond the mentality of appearing to be concerned" and to have "the courage needed
to produce substantial changes."

Duly elected members of the Huntington Beach City Council made the choice to
participate in OCPA because doing so allows for:
• More local control over energy generation that serves member communities;
• Competition to the energy market where prior to this, there was none;
• Support of local energy projects;
• Local workforce development; and
• Reinvestment of funds into new incentives and programs to support local need.
OCPA has purchased solar, wind, geothermal, hydropower and biomass renewable
energy.
Please reconsider your decision to withdraw. The decision to join OCPA was
thoroughly and carefully considered. The same care should be taken before any
decision to withdraw.

I've been a Huntington Beach resident for 24 years, and my husband has had a construction business
in the city for 40 years. I'm writing in regard to Agenda Item 23-929 in the special meeting of
Huntington Beach City Council on 10/23/2023.
Do not withdraw the City from the Orange County Power Authority(OCPA). Already over 60,000
households and over 9,000 businesses in Huntington Beach are receiving 100% renewable
energy from OCPA. If you sever this partnership,these residents and businesses will lose their 100%
renewable energy option - including my family and our business!
Our choice to help our planet every time we turn on the lights will go away.
Ratepayers' 2% savings on the OCPA Basic Rate option will go away.
Solar owners' extra 10% solar compensation will go away - including for me, my
family, and our business!
If you care about the citizens you represent, why would you rescind these benefits from us?Why
would you leave everyone with only a dirtier mix of energy? It makes no sense at all if your
intentions are to best serve the citizens of this city.

It is outrageous that the City Council is considering withdrawing from the OCPA.As a 22 year
resident of Huntington Beach, I know my family wants cleaner energy, and to choose our energy
provider.
Do not touch our 100%renewable choice.That selection was made by over 188,000 OCPA
customers and we are proud to be among them.
OCPA's basic choice plan costs less than SCE's equivalent generation rate. This is a win win for
electricity customers wanting clean energy and a lower rate.
It is my understanding that the city would have to pay a substantial fine for leaving the OCPA. We
were told the city doesn't have any money but the city can afford to pay this fine?Where is the
money coming from to pay large fines; establish an unnecessary bureaucracy to review books;pay
for a municipal election;pay for frivolous lawsuits against the state;pay to make the city attorney
more well paid than the city attorney for Los Angeles.

I would like to be on the record for opposing Huntington Beach's withdrawal from the Orange
County Power Authority (resolution#2023-55).
OCPA was set up to provide competition to Southern California Edison and to boost demand for
renewal energy and away from the use of fossil fuels.
While OCPA got off to a rough start, our city along with the city of Irvine, helped to get it on the right
track and some of their rates have proved to be cheaper than SCE's.
It seems to me since the 4 of you,Tony Strickland, Gracey"I'm not a racist" Vandermark, Casey
McKeon & Pat Burns, have taken over and destroyed any semblance of democracy while promoting
yourselves and ignoring what the citizens of Huntington Beach want, are out to ruin the city's good
name and possibly sending us into bankruptcy.
Having attended and spoken at several council meetings, it is obvious that the 4 of you have your
own agendas and the rest of us be damned. You don't listen and even if you do, you certainly don't
hear what the majority who care enough to attend these meetings are saying.
I also feel that Tony Strickland and Gracey Vandermark are not fit to be on our city council. Here are
some of my reasons:
Tony, you have priors when it comes to ignoring your constituents and using your office as a
steppingstone. "Hannah-Beth Jackson, who lost the state Senate race to Tony in 2008, is now a
political consultant.Jackson said that she is concerned about distractions from his present Senate
office. "It's very disappointing that someone would spend millions of dollars to win a senate seat and
not even care enough about his constituents to fulfill his commitment to the people of the
district who desperately need representation," Jackson said."
Nor do you care about paying your bills on time...
And that's not all..." In October 2003, Sacramento County placed a lien on the Stricklands' property
in Sacramento as a result of delinquent utility charges in the amount of$95.95. In April 2004, a
second lien was placed on their property by Sacramento County, also for delinquent utility charges in
the amount of$103.88.
In 2004,the Stricklands were three months late in paying their second installment of property taxes
for one of their homes in Moorpark.They paid a penalty of$126.86.
In December 1999,Tony Strickland was sued by the secretary of state over failure to report
$116,140 in late contributions, a violation of the Political Reform Act of 1974. It resulted in a fine of
$6,000."
And it continues..." In April 2010 the California Fair Political Practices Commission decided that Tony
Strickland and Strickland for State Senate, a member of the California State Senate, and his
candidate-controlled committee sent out a mass mailing without the name of the committee on the
outside of the mailing.The Commission levied a $3,000 fine." (source:Wikipedia)
And there is still more: "Former state Sen.Tony Strickland faces $80,000 in fines from the California
Fair Political Practices Commission for allegedly laundering campaign money in his 2010 bid for
California state controller,the commission said this week. Strickland, a Moorpark Republican, lost
the race for state controller to John Chiang, a Democrat. Chiang got 55 percent of statewide votes,
while Strickland received 36 percent.
The commission alleges Strickland and his campaign illegally funneled money through two county
Republican commissions to circumvent campaign donation limits.
Laundering campaign contributions is one of the most serious violations of the 1974 Political Reform
Act 'because such conduct circumvents campaign contribution limits,violates disclosure
requirements, and deceives the voting public as to the true source of funds,'the state watchdog
commission wrote in its report on Strickland.
The five-member independent, nonpartisan commission is scheduled to consider imposing the fines
over the allegations when it meets May 19.
The commission stated in its report that 'the evidence shows that Strickland received a total of
$65,000 in contributions from three donors through the Ventura County Republican Party and the
Stanislaus County Republican Party.
The donors were Andrew Barth, an investment manager; Matthew Swanson, president of Associated
Feed &Supply Co. in Turlock; and William Templeton, a Texas businessman in the oil and gas
industry.
'In 2010, VCRP and SCRP made$65,000 in contributions to Strickland for Controller,'the
commission's report stated. 'However, (the) VCRP and SCRP were not the true sources of the
contributions,' it said, stating that the true sources 'were concealed.'
'Strickland caused Templeton, Barth and Swanson to give$65,000 in contributions to his campaign
illegally through VCRP and SCRP,'the report stated.
Individuals in 2010 were limited to contributing no more than$6,500 to a candidate for state
controller. But there were no limits on contributions made from a political party county central
committee to that candidate,the commission said.
The proposed $80,000 in fines comes from four alleged violations.The violations are contributions
made in the name of another, prohibited earmarked contributions, accepting an over-the-limit
contribution and the use of false information in campaign statements.The commission is asking for
$20,000 for each violation.
And so, it ended for Tony Strickland with this resolution: "Former state Sen. Tony Strickland, R-
Moorpark, and a campaign committee have paid $40,000 in penalties to resolve charges by the state
Fair Political Practices Commission that they laundered money in his failed 2010 bid for state
controller. Under the settlement approved Thursday, Strickland, the Strickland for Controller
campaign, and the campaign's treasurer, Lysa Ray, admitted violating California's Political Reform
Act. The commission said they illegally funneled $65,000 through the Republican parties of Ventura
and Stanislaus counties to circumvent campaign donation limits."
Strickland first ran for state controller in 2006, losing to Chiang. He then ran for the state Senate's
19th District in 2008, beating Hannah-Beth Jackson by 900 votes for the four-year term. (not very
many votes...maybe they should have recounted the votes...maybe there was voter fraud and
Hannah-Beth Jackson really won.)
Strickland announced in October the formation of a political advocacy group and super PAC called
Strong America PAC. He serves as the group's president and CEO.
One more thing, Tony Strickland has only lived in Huntington Beach since 2018. "Strickland, a
former state senator and assemblyman who owns a political and business consulting firm, has since
2018 resided in an 1,800-square-foot condominium on Breezy Lane in the upscale Cape Ann
community, which was built for those who qualify to purchase units based on family income limits."
He doesn't know our city!
They say a leopard doesn't change its spots or a tiger doesn't change its stripes...once a crook,
always a crook and the city of Huntington Beach shouldn't have a crook running its city council.
And then there's "I'm not a racist"Gracey Vandermark...also not fit for public office in my
opinion.
August 14, 2018: "Gracey Van Der Mark, a woman removed from two school district panels earlier
this year after referring to African-Americans as "colored people" in online comments, is now
running for a seat on the Ocean View School District board of trustees in Huntington Beach.
Tellingly, the candidate didn't write anything about stopping sharia law indoctrination of children in
public schools, an Islamophobic conspiracy theory she also promoted on social media."
School board member Gina Clayton-Tarvin warned constituents about Van Der Mark's pitch to
voters. "Gracey Van Der Mark is not the right fit to hold public office, especially one involving young
children," wrote Clayton-Tarvin on her trustee Facebook page. "I implore all voters of OVSD to join
me and the Anti-Defamation League in looking deeply into her questionable past and to firmly reject
her at the ballot box this November. Our school district does not need an extremist on its board to
disrupt the education of our children. "
The controversy over Van Der Mark dates back to last summer when she accompanied an alt-right
crew of antisemitic agitators the likes of vlogger Baked Alaska and Augustus Invictus—both scheduled
speakers at Unite the Right rally in Charlottesville days later—to disrupt a workshop on white
privilege in Santa Monica. Van Der Mark filmed confrontations outside the teach-in and managed to
get more footage inside. She uploaded videos from the day on her YouTube channel where the
comments section turned into an online RaHoWa.
"This meeting was being ran by the elderly Jewish people who were in there,"Van Der Mark wrote in
now-deleted comments. "The colored people were there doing what the elderly Jewish people
instructed them to do."The remarks signaled familiar racist and antisemitic trope where Jews
supposedly manipulate racial tensions in the United States to advance against white society.They
became cause for contention months later in April shortly after Van Der Mark spoke in support of
Huntington Beach city council taking legal action against California's "sanctuary state" laws for
undocumented immigrants."
I could go on and on about why Gracey isn't fit to be making decisions for our city but it is 8:36am
and I want to make sure this is included in today's emails to the city council.

I am the Chairman of the OCPA Community Advisory Committee. I am also a licensed
electrical and nuclear engineer with two Master's Degrees and 40 years experience in the
power industry.
I support the proposed resolution to (1) change the default to Basic Choice for all OCPA
accounts and(2)expedite HB's withdrawal from OCPA.
OCPA's Basic Choice plan has achieved zero carbon at lower cost by including nuclear power
and large scale hydro in its power mix. This highlights the wisdom of using these sources to
achieve zero carbon rather than a hopeless reliance on wind, solar and some kind of
unspecified "storage."
CCEs and OCPA exist to increase the uptake of Sacramento defined "renewables" and
advance the anthropomorphic global warming (AGW) narrative. The AGW narrative is most
likely false and harmful, and HB should not be associated with its promotion.
CO2, Methane, and other emissions caused by human activity do not appear to actually be
driving global warming. Measured temperature rise is an order of magnitude less than that
predicted by models which assume CO2 causation. A slow and steady warming has been
occurring for the last 200 years along with a corresponding slow and steady sea level rise and
slow and steady CO2 rise. None of this corresponds to industrialization and increased human
production of CO2. Rather, since the solubility of CO2 in water drops with increasing
temperature,the slow and steady rise in water temperature may be releasing CO2 into the
atmosphere and causing the CO2 rise; the exact opposite of AGW theory.
In addition, CO2 is beneficial for plant growth and feeding humanity. Our world economy is
dependent on fossil fuel, and unnecessary restriction of fossil fuel production and use will
drive poverty and starvation for the world's most vulnerable. A policy to restrict fossil fuels
should therefore require much stronger scientific evidence of AGW and not just group
thinking political narratives.
Promoting the AGW narrative is not an area in which HB should want to "show leadership."

OCPA Customers
I am writing to urge you to not adopt this item. Some of my reasons are:
• Defaulting all residents to the lowest level penalizes those individuals who want to
contribute all they can to the reduction of the climate crisis and Community Choice
Energy(CCE)through OCPA is a low cost way to make a sizable difference
• It penalizes HB businesses that are searching for ways to become more Green as a good
business practice.
• It is a terrific way for HB to meet goals in your required Climate Action Plan. A recent
Report Card scored HB at the top of all OC cities in this respect.
• As new Council members elected on a platform of fiscal responsibility, it is
irresponsible to expose the City to penalties that may occur from total withdrawal next
year.
• In the future when the start-up loan is repaid, any profits will be used for local projects
in the member cities on a proportionate basis. At the 100%level, HB has a very large
population and would get a large percentage.
• OCPA has implemented all of the recommendations coming out of the audits- some of
which were instigated by misinformation.
• There was no evidence of corruption in any of the audits and the recommendations for
improvement were primarily directed toward start-up difficulties.
• CCE is a win-win for all! Those who cannot afford a few dollars more/month or who
don't believe there is a climate crisis - although there seem to be very few left-could
Choose to go to the lowest level and still promote more clean energy to the grid at a
lower price than they would be paying to SCE.
I sincerely hope you will consult further with advocates for CCE and promote the work of
OCPA.

Recommended Action: Adopt Resolution 2023-55, "A Resolution of the City Council of the
City of Huntington Beach Authorizing the City Manager to Withdraw from the Orange
County Power Authority," which shall:
1) Approve and authorize switching the City of Huntington Beach OCPA customers currently
enrolled in the OCPA 100% Renewable Choice Plan to the OCPA Basic Choice Plan (at least
38% Renewable); and
2) Authorize the appointed Huntington Beach OCPA Board Member, Councilmember
McKeon or his alternate,to request on the City's behalf that OCPA expedite the requested
default rate change for existing customers; and
3) Authorize the City Manager to effectuate the City's withdrawal from the Orange County
Power Authority; and
4) Authorize the City Manager to notify OCPA of the City Council's decision and work with
OCPA to give notice to all affected OCPA customers.

I'm writing to urgently request that you do NOT withdraw from the Orange County Power
Authority (OCPA). This is an opportunity to truly serve the Huntington
Beach community, and indeed our very planet, in a productive and beneficial
way. Although you voted to withdraw in the past, please do the right thing and reverse
your decision for all the right reasons. Already over 60,000 households and 9,000
businesses in Huntington Beach are receiving 100% renewable_energy from OCPA. If
you withdraw from this energy choice option it will hurt the residents of HB as well as
delivering a serious blow to progress made for "greening the grid." You are favoring the
dirty and destructive energy of fossil fuels! Please don't do it! (You "saved the air show."
Save our Renewable Energy Option!)
Why would you rescind these benefits if you care about the citizens you represent? It.
makes no sense at all. I respectfully ask that you STAY with OCPA. It is clearly

Mayor Strickland,your explanation for NOT voting for this housing element was one of the best and most reasonable
ones I have heard to date. This is exactly why we voted you and the three others in (winning by an enormous
amount). That's a mandate!
The others scrambled to justify"the requirement"to sign off on the significant issues that may arise from all this added
construction. DO NOT LAY DOWN FOR SACRAMENTO. I have lived in HB for nearly 40 years. I've seen the liberal policies
destroy this beach town. The pier and its lack of enforcement is ruining the City's top tourist attraction, but that's for
another email.
Y'all are supported by a huge majority of HB. Please stay true to ALL your promises. So far you have outperformed on
that end,what a much needed breath of reasonable, make common sense air,y'all are!!! Keep it up.
We are all very proud of all four of you.You all come prepared and are doing the right things,which we are all very
thankful for.
Bolton,still unelected, please resign.

I've watched so many meetings I can't even count how many any longer. I never did watch them until Mr. Ortiz was
basically shamed and attacked to the point of resigning&then I realized it was time to watch these meetings to see
what the hell was going on. I'm so glad I did this, because many residents don't know what's going on until it's too
late. My goal will be to make sure the big three from the remaining Council never serve in this City ever again.
Thoughts from this week's meeting:
Dan-you keep proving what a whiny little b*tch you are. Treating our City Attorney,the way you did is not
acceptable. Treating anyone like that is not acceptable.That is not the way a City Council member should act. You also
have no backbone-"the state attorney is watching&I want to be on record..."you were probably one of those little
kids that tattled all the time which would make sense the way you act. You should probably put the face diaper back on
to stop the all-knowing whining BS that you spew. No wonder Mr. Burns would not answer any of your questions. I
don't blame him. He doesn't answer to you. He answers to US.
Natalie-you preach kindness, inclusion, &respect, and then allude that Mr. Burns is a bully. Not a good look. Your
attack tactics on the Council's 90-day plan is also not a good look for you when you've been on council for years and
NOTHING had been accomplished until our wonderful police department could actually do their job.You're attacking
because you know you're on the hot seat because this was your hot button issue&it's only now that things are starting
to look better. I live downtown. I saw it every single day including homeless individuals breaking into our pool &sauna
area to do sleep,shower,and do drugs.
Rhonda-the only apology residents want is from the previous council who ASSIGNED you this position.
Thank you Mayor Strickland, Mayor Pro tem Van Der Mark,Council Member McKeon, &Council Member Burns for
setting the residents on the path of MAKING HB GREAT AGAIN!

Subject: Item 23-020 Consider selection of Huntington Beach's Orange County Power Authority
(OCPA) Default Energy Product Rate for Existing Huntington Beach OCPA Customers
I am writing to urge you to not adopt this item. Some of my reasons are:
• Defaulting all residents to the lowest level penalizes those individuals who want to contribute all they can to the
reduction of the climate crisis and Community Choice Energy(CCE)through OCPA is a low cost way to make a
sizable difference
• It penalizes HB businesses that are searching for ways to become more Green as a good business practice.
• It is a terrific way for HB to meet goals in your required Climate Action Plan.A recent Report Card scored HB at
the top of all OC cities in this respect.
• As new Council members elected on a platform of fiscal responsibility, it is irresponsible toexpose the City to
penalties that may occur from total withdrawal next year.
• In the future when the start-up loan is repaid, any profits will be used for local projects in the member cities on a
proportionate basis.At the 100%level, HB has a very large population and would get a large percentage.
• OCPA has implemented all of the recommendations coming out of the audits-some of which were instigated by
misinformation.
• There was no evidence of corruption in any of the audits and the recommendations for improvement were
primarily directed toward start-up difficulties.
• CCE is a win-win:for all!Those who cannot afford a few dollars more/month or who don't believe there is a climate crisis-although there seem to be very few left-could Choose to go to the lowest level and still promote
more,clean energy to the grid at a lower price than they would be paying to SCE.
I sincerely hope you will consult further with advocates for CCE and promote the work of OCPA.

Subject: Opposition to Resolution 2023-55
Dear City Council Members:
I am in opposition to resolution 2023-55. I have been working in science my entire career(40 years),specifically in water
quality and water supply. Climate change is real and needs forward thinking governments and citizens to take action
against this threat. Abandoning the OCPA is going in the opposite direction and does not offer the environment-minded
citizens an option for 100%renewable energy.
In addition, I have not seen the analysis that this move is in the best financial interests of the community. Once again
this seems to be motivated by politics and not facts.
