Reaffirmation of Huntington Beach's Sister City Covenant with Anjo, Japan
Statement of Issue:
Since 1982, the City of Huntington Beach, through the work of the Sister City Association of
Huntington Beach, has enjoyed and celebrated great respect and mutual understanding between the
peoples of Huntington Beach and Anjo, Japan. The two cities have symbolically acknowledged the
formal Sister City relationship through a Sister City Covenant. The Covenant is now over twenty
years old and would benefit from reaffirmation.
Financial Impact:
Not applicable.
Recommended Action:
Approve and authorize the Mayor and Mayor Pro Tempore to execute a Reaffirmation of the Sister
City Covenant with Anjo, Japan.
Alternative Action(s):
Do not approve the recommended action, and direct staff accordingly.
Analysis:
On June 7, 1982, the City Council voted unanimously to "sanction and officially recognize" the Sister
City Association of Huntington Beach (SCAHB), so as to implement programs to benefit student
exchange opportunities between various countries. This action included the adoption of the SCAHB
bylaws and to appoint Council liaisons to the organization. Today, the Council liaisons include Mayor
Pro Tern Van Der Mark and Council Member McKeon, with staff support from the Community and
Library Services Department.
The mission of the SCAHB is to enhance life experiences of students and citizens through cultural

exchange and interface with various countries through education and advocacy aimed to empower
and meet the needs of a diverse population to understand our changing world. Due to the
collaborative efforts between the City and SCAHB, the City of Huntington Beach and Anjo Japan
have enjoyed a mutually beneficial cultural exchange program for more than 40 years.
One of the ways the two cities symbolically acknowledge their support of the Sister City relationship
is to sign and display a covenant in their respective government offices. The current covenant was
signed over 20 years ago in 2002 and would benefit from a reaffirmation on this ongoing Sister City
partnership. The language of the covenant reads as follows:
Upon the celebration of the forty-first Anniversary of the Sister City relationship between the City of
Huntington Beach, in the State of California, United States of America and the City of Anjo, in Aichi
Prefecture, Japan, we reaffirm our commitment toward a lasting and fruitful relationship. We agree to
continue to deepen friendship and mutual understanding through educational, cultural, administrative,
and organizational exchanges.
We shall continue to promote the welfare of citizens of both cities, holding the firm belief that our
efforts will strengthen the ties between Japan and the United States of America, and contribute
toward the creation of peace and prosperity in the world.
On this day, November 21, 2023, we hereby reconfirm the covenant originally entered in 1982.
If the City Council approves the Reaffirmation of the Sister City Covenant, City staff will work with the
SCAHB on fully executing the document with all the necessary signatures.

Pursuant to SEQA Guidelines Section 15378(b)(5), administrative activities of governments that will
not result in direct or indirect physical changes in the environment do not constitute a project.

RESOLUTION NO. 5128
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH EXTENDING AN INVITATION TO THE
CITY OF ANJO, JAPAN TO BECOME A SISTER CITY AND
INVITING THE PEOPLE OF ANJO, JAPAN TO PARTICIPATE
IN SAID PROGRAM
WHEREAS, the "People-to-People Program" was inaugurated by
the President of the United States in 1956 to establish greater
friendship and understanding between the peoples of the United
States and other nations through the medium of direct personal
contact; and
All succeeding United States Presidents have endorsed said
program, conducted for the broad purpose of exchanging ideas and
people between the citizens of the United States .of America and
those of other nations; and
To implement this program, the City of Huntington Beach and
other communities in the United States have been requested by
the Town Affiliation Association of the U. S. , Inc. to unite with
cities in other nations of similar characteristics and mutual
interests; and
The City of Huntington Beach, through its Council, does rec-
ognize and endorse this program with the hope that it will lead
to a lasting friendship between the people of Huntington Beach
and Anjo, Japan,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :
SECTION 1. That this Council on behalf of the people of
' Huntington Beach does hereby extend an invitation to the government
and the people of the City of Anjo, Japan to participate with the
City of Huntington Beach as its sister city for the purpose of
creating mutual understanding between the peoples of our two great

II/ SECTION 2. That the Mayor is hereby authorized to act as
official representative of the City of' Huntington Beach to carry
out this program. •
SECTION 3. That copies of this resolution be sent to the
Mayor and Council of the City of Anjo, Japan, the Town Affiliation
Association of the U. S. , Inc. , and the Embassy of Japan.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 7th

Dear Honorable Mayor Mr. Motohito Mitsuboshi:
On behalf of the Huntington Beach City Council, it is with great honor and pride that I wish our Sister City
Association partnership a very happy 40th anniversary!What an accomplishment and milestone for both
Huntington Beach, California, and Anjo, Japan, to celebrate this incredible accomplishment.
This is an extraordinary occasion for both cities, as once opponents in war have embraced friendship and
mutual support for decades. The communication, personal visits, and exchanges have solidified this
relationship for 40 years.
Shared understanding and respect among nations help promote peace, tolerance, and prosperity
worldwide. By developing important civic and cultural ties among our cities and people around the worlq,
this program enhances knowledge and strengthens international goodwill.
The Sister City relationship has been enriching for all of us in Surf City, including our youth. More than
200 high school students and chaperones have made life-long memories from the International Goodwill
Exchange over these four decades. In addition, over 100 Huntington Beach residents have had the
chance to experience your beautiful city and Japan.
Although our relationship encountered a four-year hiatus due to the global pandemic,we rekindled a
strong alliance through our student exchange program as you and the Anjo delegation's more recent visit
to Huntington Beach. We were thrilled to have you participate in all the events Surf City offered during pur
119th Annual July 4th Independence Day Celebration in 2023.
I am pleased to announce that the Huntington Beach City Council unanimously voted to reaffirm our
Sister City's Covenant for another 20 years at the City Council meeting on November 21, 2023. We look
forward to continuing our fond Sister City relationship with our Anjo, Japan friends to better our world in
peace and friendship.
