The Charter also provides that the City Council shall designate one of its members as Mayor Pro Tempore, who shall serve in such capacity at the pleasure of the City Council. To ensure that each Councilmember had the opportunity to serve as Mayor, the City Council adopted Resolution 6320 establishing a procedure to rotate the position. Essentially, the Mayor Pro Tem is chosen based upon years of service and number of votes received by the electorate, and then becomes Mayor the following year. Also, to ensure that repeat Mayors occur as infrequently as possible, Councilmembers who have served as Mayor during the previous four years are not eligible for election as Mayor Pro Tem. Financial Impact: No Financial Impact Recommended Action: A) Follow procedure as established in City Council Resolution No. 6320 for the election of the next Mayor and Mayor Pro Tem; - OR- B) Set aside City Council Resolution No. 6320 and establish different procedures. Analysis: The City Council resolutions are adopted policy, not law, and is binding upon the Council only to the extent that the Council chooses to follow its own previously established policies.
