The Charter also provides that the City Council shall designate one of its members as Mayor Pro Tempore, who shall serve in such capacity at the pleasure of the City Council. To ensure that each Councilmember had the opportunity to serve as Mayor, the City Council adopted Resolution 6320 establishing a procedure to rotate the position. Essentially, the Mayor Pro Tem is chosen based upon years of service and number of votes received by the electorate, and then becomes Mayor the following year. Also, to ensure that repeat Mayors occur as infrequently as possible, Councilmembers who have served as Mayor during the previous four years are not eligible for election as Mayor Pro Tem. Financial Impact: No Financial Impact Recommended Action: A) Follow procedure as established in City Council Resolution No. 6320 for the election of the next Mayor and Mayor Pro Tem; - OR- B) Set aside City Council Resolution No. 6320 and establish different procedures. Analysis: The City Council resolutions are adopted policy, not law, and is binding upon the Council only to the extent that the Council chooses to follow its own previously established policies. Rotating the invocations prior to the meetings is the only equitable way meeting the needs of all the community. Having one pastor give the invocation at every meeting is unfairly subjecting the citizens of one viewpoint. I am not a Christian. I am a Buddhist. The Council and their decisions need to be more inclusive and transparent that we are well-represented and given a voice in the governing of this city. It should not be this much work to assure that our city is functioning fairly, properly, legally and in the best interest of the entire community and not for the select few. You must do better and serve the citizenry. Again,the majority of the City Council is choosing not to go along with the Parliamentary Procedures set out in Charter Sections 305 and 306,that says that the Mayor and Mayor Pro Tempore shall be the council members who have seniority(and more experience). Obviously, since the current mayor could not have been the council member with seniority since Casey McKeon was just elected to the city council.That also holds true for the Mayor Pro Tempore when she was selected.Tomorrow night, Casey McKeon will hand over the gavel to the Gracey Van Der Mark (someone that the 4 of the newest members of Congress decided should be the Mayor Pro Tempore against a long held regulation). The Council Majority has upset many norms that have been in place for decades!!! Unfortunately,this is just another rule/procedure/resolution that the four of you (you all know who you are) are choosing to ignore to give the four of you more power in our city, against the wishes of the majority of the city, as you have heard about in countless comments that have been made at the meetings and emails that you have received. I strongly object to the people who have been selected to give the invocation!!! I resent that it is now routinely a christian prayer. Maybe you are not aware, but not all of us are christian, and this does not represent the diverse community that you are supposed to serve. I am appalled every time there is a city council meeting and I read what is on the agenda. I don't know how you come up with the crap that you continue to propose at most meetings.The book BANNING resolution was one of the latest crazy thing that you passed.The idea that you are going to choose 21 UNTRAINED parent/guardians to decide what books go into OUR PUBLIC LIBRARIES makes NO sense. It has been a truly shameful year. The Majority has chosen to only tear things apart. I used to be happy to live here. Now I'm embarrassed. It's probably your goal to be infamous, not just here, but around the country, and you have met that goal. I've heard from people around the country who have read articles about our once great city. You have city council members who have much more experience than the four of you and you CHOOSE to ignore them and not have them serve on any of the Boards and Commissions in the City. It's It's just ridiculous that you don't want to learn from members who have served on the City Council longer than you. Reports are no longer given at Council Meetings about your activities.You have made the Treasury open to your friends as lawsuits pile up costing the City untold millions of dollars. The Charter Amendments,that are going to cost the city$500,000 to put them in the March 5 ballot, are going to get us sued AGAIN,costing us more money!! How about you return to the Traditional method of choosing mayor and mayor pro tem? How about ALL councilpersons serve on committees? How about you follow the law in reference to affordable housing mandates? How about we not waste money on special elections when regularly scheduled elections are coming up? I only hope if the majority continues to ignore the needs of the community that we vote you all out as soon as possible. Trust me, we're paying attention and we're not impressed. I only wish that you had done so last year and that the City will not be represented by Ms. Van Der Mark for the next 12 months. Unfortunately, I believe that this request will fail to change the "vote"that has apparently already taken place. It appears via campaign literature and social media posts that the Mayor Pro Tern has already been selected. Didn't the conservative 4 campaign on, among other ideals,transparency and doing what is in the best interests of the City of HB and its residents? So, it seems that the City will be represented for the next year, by a person who cavorts with people who are proponents of racist idealogies, are against duly elected governments, and for armed insurrection of government buildings. Also, Ms. Van Der Mark, claims to be for "empowering parents" but does precisely the opposite by removing parents' ability to make their own decisions about what their children read. And, as seen in multiple social media outlets the Mayor Pro Tern will be Pat Burns. If this occurs,the City will be represented by someone who claims he is not anti-LGBTQ+. But in Mr. Burns' comments at City Council meetings, and his poorly written statement on human dignity, essentially limits recognition of people who do not conform to his narrow world view. All while decrying divisiveness. The conservative 4, who vote-or abstain in lock-step, have already inflicted much harm to the City and to its reputation. It is now increasingly known for its ill-thought out City Council agenda topics, poorly run City Council meetings, oft-revised City Ordinances, and out-going tide of experienced management professional staff. As we enter the second year of the conservative 4's terms,you must do better as elected officials for the City that you each profess to respect. I sincerely hope this is the case as what I have seen, since watching the Council's business now for about a year, is that only the Council's "majority" members this year have served on Council committees and City Boards while the other members been basically cut out of have any influence other than speaking/voting at the Council meetings. If Huntington Beach is to serve as a democracy, and we are to understand ourselves as a government by, of and for all the people in this city, these blatant partisan politics must come to end .
