Approve and accept the Fiscal Year (FY) 2023-24 State Earmark Funding of$1,100,000 via the
California Department of Housing and Community Development; authorize the City Manager
and Chief Financial Officer to execute documents; and appropriate the funds into the FY
2023/24 Operating Budget
Statement of Issue:
Through the Office of State Senator Dave Min, the City Manager's Office received FY 2023-24 State
funding of$1,110,000 to support the cost of operating the Huntington Beach Navigation Center.
Per Resolution No. 2023-24, City Council authorization is required to approve and accept funding
over $250,000, authorize the City Manager and Chief Financial Officer to execute any required
documents, and approve appropriations into the FY 2023/24 Operating Budget.
Financial Impact:
A total of$1,110,000 in State funding will be added to the FY 2023/24 operating budget under
Business Unit 128130103.69365 to support the cost of operating the Navigation Center.
Recommended Action:
A) Approve and accept the FY 2023-24 State Funding of$1,100,000 via the California Department of
Housing and Community Development awarded to the City of Huntington Beach; and
B) Authorize the City Manager and Chief Financial Officer as the officials to execute any award-
related documents to receive the funding; and
C) Appropriate the funds totaling $1,100,000 in the FY 2023/24 City Manager's Office, Homeless and
Behavioral Health Division operating budget (Business Unit 128130103.69365).

Analysis:
Through State Senator Dave Min's Office, the City applied for and was awarded the FY 2023-24
State Earmark funding of$1,100,000 towards the Huntington Beach Navigation Center (HBNC).
The HBNC is a 174-bed shelter and multi-service center for those experiencing homelessness in
Huntington Beach. The Center, currently operated by Mercy House, provides access to vital services
that will help individuals experiencing homelessness or at risk of homelessness on the path towards
housing security. Such services include but are not limited to safe shelter, meals, housing navigation,
property storage; as well as laundry, showers, housing navigation and connection to supportive
services.
This earmark funding of $1,100,000 is allocated from the State's General Fund and disbursed by the
California Department of Housing and Community Development to the City. This funding will help
offset the operating cost of the HBNC.
Per Resolution No. 2023-24, City Council is requested to approve and accept this funding, authorize
the City Manager and Chief Financial Officer to execute any required documents, and approve
appropriations into the FY 2023/24 Operating Budget.
Additionally, City staff is currently working with the California Energy Commission on a grant
agreement in accordance with California Assembly Bill 102 (AB 102), Chapter 38/Statutes of 20203,
section 19.561(f)(1) for additional $350,000 in state funds via Senator Min's Office for Micro-mobility
Shuttle (HB Ride Circuit) Program. If approved, City will request City Council approval to accept and
budget the funds at a later date.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly.
Strategic Plan Goal:
This item supports Goal 4 - Homelessness, Strategy B - Feasibly transition the Navigation Center to
include both shelter and supportive housing.
Although this item is not directly related to this Strategic Strategy, this action assists the City to
reduce the City's reliance on General Fund and continue addressing the issue of homelessness.

Mayor and City Council Members:
I urge you to vote Yes on 23-717 and accept the $1.1 million for services for the homeless.This
funding is critical to continue to provide the necessary services for people who live in the City but do
not have permanent housing.
I also urge you to recognize and thank Senator Dave Min for his assistance in obtaining these
funds for the City.
