Statement of Issue:
The City Council is being asked to approve Mayor Van Der Mark's proposed amendments to the
2024 Council Liaison List for calendar year 2024.
Financial Impact:
Not Applicable
Recommended Action:
As recommended by the City Council, Public Financing Authority, Housing Authority, Parking
Authority, and Successor Agency: approve amendments to the 2024 Council Liaison List that
includes appointments to citizen boards, commissions, committees, and task forces as presented
by Mayor Van Der Mark.
The City Clerk certifies that FPPC Form 806 "Agency Report of Public Official Appointments"which
is used to report additional compensation that officials receive when appointing themselves to
positions on committees, boards or commissions of a public agency, special district and joint
powers agency or authority was posted to the City's website according to law prior to this vote.

After careful analysis of all of the Boards and Commission recommended appointments made by the
Mayor, it appears that many of these meetings are in conflict with each other, so that someone serving as
a liaison or as a member of these committees would be unable to attend them at the same time, doing a

Dear Huntington Beach City Council,
I am a resident of Huntington Beach concerned about the City Council Liaisons List linked
to item 24-112. The council members are not represented equally: Bolton, Kalmick and
Moser are severely underrepresented. All viewpoints must be represented in a democracy,
and this list should be revised prior to acceptance.
I am also greatly concerned about item 24-101. Why is the city council of Huntington Beach
voting in Solidarity with the State of Texas? This is a political issue of national concern and
there are multiple viewpoints on the best path forward for immigration reform. Each of us
may have an opinion, but the City of Huntington Beach does not have ONE opinion, and
more importantly, it is not in the purview of the City Council to show solidarity with Texas.
Thank you for welcoming and respecting a wide range of opinions as an elected City
Council member for the City of Huntington Beach!

#8: Considering the percentage of eligible voters in our local 2022 election was quite low, I
am very concerned that the current block of 4 council members do not accurately represent the
majority views of this wonderful welcoming community I have lived in for over 40 years. I
take issue with the lack of representation I now have on the vast number of committees and
boards of our city. Of the appointments to committees made by our new mayor,Nataly Moser
and Rhonda Bolton have two appointments both to the same committees. That is the extent of
my representation. The other four council members who do not represent my views are on the
other 32 committees and boards. This is not fair representation of our city's diverse population
and is most concerning to me and a large number of my neighbors and friends who love
Huntington Beach. Please be open to more than just your personal views.
#14. And speaking of personal views, I oppose Mayor Pro Tern Burns recommendation of a
solidarity statement regarding border issues in the state of Texas. It is not the place of my city
council representing citizens like me to issue a stand on issues involving another state's fight
with the federal government.

The council majority continues to act like an elementary or junior high school student council. Your juvenile
decision to refuse to appoint minority council members to almost any liaison position demonstrates your
childishness. Rather than allow the city to take advantage of the skills and perspectives of members of the council
minority,you instead chose to freeze them out of almost any liaison position,with Gracey thinking she's so
exceptional she needs to be on almost every one. Well,Gracey,you are exceptionally deluded. You are not the
person best suited to be the liaison to virtually all the committees and commissions,and you are,once again,short
changing the residents to feed your ego.

Mayor Van Der Mark.
The City Clerk certifies that FPPC Form 806 "Agency Report of Public Official Appointments"
which is used to report additional compensation that officials receive when appointing
themselves to positions on committees, boards or commissions of a public agency, special

Subject: Partisan Council Meeting
I watched again in disbelief your December 19, 2023 Huntington Beach City Council
meeting. Item 5 was a disgusting "power and retribution" move to exclude the non-
Maga's on the Board from representation on the 2024 Council Liaison List. You limited
Bolton and Moser to 1 or 2 committees and excluded Kalmik from any
representation. Rightfully he should have been Mayor. How petty and uncivil of you.
Disgusting behavior by the Mayor and the majority members.
Agenda Item 25 is a blatantly partisan move to eliminate recognition of any minorities or pride
week, and women's suffrage. You are going to only feature white male American history. The
clues are in two sentences
1. This series would be intended to be free of any identity politics and political agendas.
2. Repeal and supersede all such monthly themes/celebrations previously approved by
Council.
This is a joke because the proposal in 25 is an obvious political agenda, namely anti-identity
politics. Identity politics developed as a reaction to the failure of civil rights legislation to
eliminate identity-based inequities and injustices of various minority groups. This council
proposal is a Maga political agenda item as was the rewritten human relations position and
banning the Pride flag. You are pretending we are all equal Americans regardless of continuing
discrimination against certain groups.
Not satisfied with just library book banning, you have now banned all City celebrations like
Black History Month, Women's History Month and Pride month to replace them with monthly
"history" lessons developed by non-expert councilmembers and city staff and excluding HB's
Historical Society. (You claim you haven't done the latter, but you made your decisions on
content before consulting anyone at the Historical Society.)
Your comments like "oh we could have black history included next year" and "I can't
understand why the chair of the Historical Society would be upset" show just how devious and
hypocritical you are being.
City Councils traditionally are nonpartisan, doing what is best for citizens regardless of political
party. You four Maga members are using your City Council positions not to benefit HB citizens
and handle local government business, but rather as a platform for your very partisan Maga
propaganda. You're not fooling anyone.
