DBX, Inc. in the amount of$1,146,920.00, for the construction of traffic
signal modifications at the intersection of Warner Avenue and Ash Lane
(CC-1670) and at the intersection of Main Street and Delaware Street
(CC-1671), appropriation of funds and execution of change orders
Recommended Action:
A) Accept the lowest responsive and responsible bid submitted by DBX, Inc., in the amount of
$1,146,920.00; and,
B) Appropriate$564,932 of undesignated Traffic Impact Fee fund balance to Traffic Impact Fee
Account No. 20690016.82700; and,
C) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by
the City Attorney; and,
D) Authorize the Director of Public Works to execute change orders not to exceed a total of 10
percent of the contract construction costs.

ISSUE STATEMENT
Mr. Ed Laird has lived in Huntington Beach since 1990, and Laird Coatings Corporation has been
a cornerstone of Huntington Beach entrepreneurial industry since 1974. He has served on the
Bolsa Chica Conservancy for 28 years, 8 of those as Chair of Board of Directors and currently
serves as Chair of the Advisory Board.
He's been involved with the Boy Scouts of America for 60 years and Ed Laird Scout Camp at the
Irvine Ranch Outdoor Education Center is named after him for his contributions and service. He
has been a member of HB Boys for 25 years.
He has been active in the Kiwanis Club Huntington Beach since 1996 and served as president
from 1999-2000. He was a Planning Commissioner for 2 years and has served on the American
Cancer Society of Orange County for 11 years, 2 years which he served as President of the
Orange County Region.
My colleagues and I would like to honor his service by renaming Commerce Lane, the location of
Laird Coatings Corporation, to Ed Laird Lane. His name will be forever etched in our Huntington
Beach history.
RECOMMENDED ACTION
Direct the City Manager to return with a resolution for City Council to commemorate Mr. Ed
Laird's service and rename Commerce Lane to Ed Laird Lane.
ENVIRONMENTAL STATUS
This action is not subject to the California Environmental Quality Act(CEQA) pursuant to Sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical
change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or indirectly.

Subject: Potential Commerce Lane street name change
To the council of the wonderful city of Huntington Beach,
It has recently come to my attention that there is a proposal for a potential street name change for Commerce Lane,
where our business resides. Naturally, I am opposed to such a measure—Not only for the incredible inconvenience and
associative costs, but just for the integrity of such a wonderful city. I have known Huntington Beach since I was a very
young kid, having my grandparents living here most of my life. I have also resided in the city for a number of years and
truly appreciate the unassuming nature of its culture. I believe it is a mistake to start renaming anything in honor of
anyone, especially when it simply relates to money and not some incredible act of heroism, selflessness, kindness, etc. If
the Laird family/industry wishes to help open a new business park and have the business park or a street within named
for their contributions,whatever they may be, I have no qualms about that. However, simply because one has engaged
financially with the city in whatever way, political or simple donations, in no way should constitute a name change. I love
this city and believe that it should not sell its integrity for a few dollars... or a few million. Money is not that which is
significant in life... It is character, honor,good deeds that should be recognized.
If I am mistaken in my understanding that it is because of the Laid family's financial contributions driving the name
change, my apologies. Nevertheless, I still oppose such a measure for the aforementioned reasons. It is wonderful that
the Laird business has been as successful as it has been and that it does take interest in its respective community.
However, a street name change is not warranted and should not even be considered given the obvious undue burdens
that would place on every other affected business, not to mention deviating from the business park's street naming
construct.

Re: Objection to Renaming of Commerce Lane to Ed Laird Lane
The affected property and business owners.of Commerce Lane hereby submit the following
petition in objection to the requested action to rename Commerce Lane to Ed Laird Lane,
which is being submitted for resolution to the City Manager on or.around.May 21,2024.
The proposed street name change creates an undue burden on the affected property
owners and fails to comply with and/orris inconsistent with City Spec 409 and/or other
regulations and/or ordinances governing street name changes in the City of Huntington
Beach. Renaming Commerce Lane wilt create substantial administrative, Logistical,and
business costs on:property-owners in the area. There is no Legitimate or compelling
government interest or necessity to warrant imposing this burden on the property
and business owners. Commerce Lane is part of an industrial complex with community
pride that has generated substantial consumer name recognition and goodwill that will be
lost because of this renaming. Finally,while affected property and business owners have
concerns over creating an official affiliationwith Mr. Laird, other less intrusive and less
costly means are available to recognize Mr. Laird. On these grounds the affected property
and business owners object to the proposed name change and ask the City Council to
denythe requested action.
Affected property and business owners also request that the City Council inquire from the
requesting parties the following: (1)what support or approval has requesting parties
received from property and business owners affected by the street renaming;(2)has the
City or requesting parties projected the financial impact the renaming wilt have on
businesses and property owners on Commerce Lane; and,(3) Is there any plan for
reimbursing consequential expenses that will be incurred as a result of the street
renaming.
Enclosed herein is the petition signed by affected property and business owners objecting
to the proposed stPeet renaming.

I would like to go on record as being vehemently opposed to renaming Commerce Lane to Ed Laird
where his business Laird Coatings is located.
It is my understanding that he gave Gracey Van der Mark the max donation earlier this month. In
addition, he has heavily supported (financially) Michael Gates in the past.
I have also heard that Mr. Laird considers himself to be Huntington Beach's"king"or"queen"
maker and wonder if he is the driving force behind all of the decisions that have been made since
Ms.Van der Mark and Misters Strickland, McKeon&Burns have come into office.
It is also my understanding that Mr. Laird is not exactly a "model citizen"—having been caught up in
the corruption that sent Dave Garofalo to jail in the 90's and has had multiple code enforcement
and environmental safety violations for his business, Laird Coatings.
I also heard that he was the impetus behind the City Council outlawing the ability of employees
(and others)to anonymously report code violations to code enforcement which stands to reason
given he has had violations for his business in the past.
Is this request led by Ms.Van der Mark due to some residents wanting to name a park after Shirley
Detloff, not unlike Peter Green Park on Promenade? Is this Ms.Van der Mark's way of"getting
even"or being able to justify rejecting that idea—to name a park after former mayor,Shirley
Detloff?
On a different note, I am attending the Huntington Beach Community Academy and have learned a
lot about our city and how it is run. I question why we have 10 attorneys on staff whose primary job,
according to Michael Gates in week one, is to prosecute trespassing and public intoxication and
only 26 people in our Information Services department when Riverside, a city about the same size
as Huntington Beach has 46 on staff. I recommend that it would be way more cost effective to
reduce the number of city attorneys, use outside contractors when necessary, and increase the
number of IS people.

Once again, I.feel as though our Mayor is not acting for the good of the whole but only for her own selfish self
interests.
There is no reason to rename Commerce to Ed Laird other than he is a big financial contributor to Gracey Van Der
Mark..
Apparently, he just gave Gracey max donation earlier this month. He is also a big contributor to Michael Gates.
I.have heard that he considers himself to be Huntington Beach's"king(or queen)maker." Does that mean that
take their directions from him.

What it seems to me is this, once again, is vindictiveness over residents wanting to name a park honoring Shirley

I question:how many times in the past has a street name been changed to honor someone in HB or is this Gracey
once again doing what she wants to do whenever she wants to do it, regardless of whether or not it is a benefit to
the city or the"right"thing to do'.
On another topic, I am part of the Citizen's Academy and have learned a lot about our city in the past 6 weeks. In
week 1,we learned that we have a staff of 10 attorneys that we pay for and according to Michael Gates,they
prosecute such things as public intoxication and trespassing,yet we only have a staff of 26 running our entire:
information systems department when a Riverside,which is about the same size,has 46 on staff. I find that to be
very skewed and recommend that we eliminate at least half of our attorneys and hire more people in the IT
department. Maybe if we had Less attorneys, Michael Gates would come to work once in a while. I walk by the
parking lot every week,sometimes more than once a week and his car is very rarely in its parking spot.

Hello!
It has come to my attention through a neighbor,and fellow HB councilmember,that there is an item on the agenda
to rename Commerce Lane to Laird Lane...we vote NO!
We occupy several units on Commerce Lane: 15502, 15512, 15516, 15522, 15526, 15532, 15536, 15542,and
15546.
We have been doing business here for over fifty years.
It is not right,or fair,to change the name of the street without a proper vote from all of the other business that
occupy this street, no matter how much Ed Laird has donated to PAC's and,campaigns.
Many, if not all,of the businesses on Commerce Lane signed a petition held by fellow neighbor,American Restore
on 15552 Commerce,who just spent over$30,000 on marketing and advertising material with the Commerce
name attached...
The effects of this name change, as noble and honorary as it may be,affects businesses more deeply than -
realized.
Please consider this for many of the businesses on this street.
