The Orange County C.O.0 utilizes a Non-Random Sample Key Site*, the 174-bed Huntington Beach Navigation
Count with Extrapolation versus a Census Count. Center, and other transitional opportunities.
This year's PIT Count was conducted by City Net, utilizing Who is considered "Unsheltered" for the PIT?
City Net Staff and Volunteers.
