PRESENTATION MATERIAL: Presentations/AV materials shall be submitted to staff no later than 9AM the day of
the meeting to PublicPresentations@huntingtonbeachca.gov . Members of the audience and speakers shall not wear
or display signs that obstruct the view of other audience members. Signs shall remain with the holder and shall not
be placed in adjacent seats or in common areas.
PUBLIC COMMENTS: Individuals wishing to provide a comment on agendized or non-agendized items including
Study Session, Closed Session, and Public Hearing, may do so in person in the City Council Chambers by
completing a Request to Speak form delivered to the City Clerk. Sign-ups to Request to Speak will begin in person
30 minutes prior to the start of Study Session, Closed Session, or Regular City Council Meeting, whichever comes
first. Sign-ups will be accepted until the commencement of the public comment period.
SUPPLEMENTAL COMMUNICATION: Members of the public unable to personally participate in the meeting but
interested in communicating with the City Council on agenda-related items are encouraged to submit a written
(supplemental) communication to the Council via email at SupplementalComm@Surfcity-hb.org . Supplemental
Communications are public record, and if received by 9:00 AM on the day of the meeting, will be distributed to the
City Council prior to consideration of agenda-related items, posted to the City website, and announced, but not
read, at the meeting. Communications received after the 9:00 AM deadline will be incorporated into the
administrative record. Members of the public are also welcome to communicate with the City Council (and staff
supporting Council) at City.Council@surfcity-hb.org .
MEETING ASSISTANCE NOTICE: In accordance with the Americans with Disabilities Act, services are available to
members of our community who require special assistance to participate in public meetings. If you require special
assistance, 48-hour prior notification will enable the City to make reasonable arrangements for an assisted listening
device (ALD) for the hearing impaired, American Sign Language interpreters, a reader during the meeting and/or

PUBLIC COMMENTS (3-Minute Time Limit)
At this time, the City Council will receive comments from members of the public regarding any
topic, including items on the open session agenda. Individuals wishing to provide a comment
may do so in person by filling out a Request to Speak form delivered to the City Clerk. All
speakers are encouraged, but not required to identify themselves by name. Each speaker may
have up to 3 minutes unless the volume of speakers warrants reducing the time allowance.
Please note that the Brown Act does not allow discussion or action on topics that are not on the
agenda. Members of the public who would like to speak directly with a Councilmember on an
item not on the agenda may consider scheduling an appointment by contacting the City Council's
Administrative Assistant at (714) 536-5553 or emailing the entire City Council at
city.council@surfcity-hb.org.
While the City Council welcomes public involvement and supports and defends free speech, the
City Council rejects comments from anyone that are discriminatory, defamatory or otherwise not
protected free speech. Those comments will not inform nor be considered by the City Council and
may be cause for the Mayor to interrupt the public speaker. Such public comments will not be
consented to or otherwise adopted by the City Council in its discussions and findings for any
matter tonight.
COUNCIL COMMITTEE APPOINTMENT ANNOUNCEMENTS
Councilmembers may make brief announcements on any appointments made to a board,
committee, or commission. Councilmembers may not discuss or take any action on these
announcements. Announcements are limited to 1 minute.

Statement of Issue:
Resolution No. 2024-59 will recite the facts of the General Municipal Election held in Huntington
Beach on the 5th day of November 2024, declaring the results thereof and such other matters as
provided by provisions of the City Charter and the Elections Code of the State of California.
Financial Impact:
Funds estimated at $300,000 for the costs of the election were budgeted in Fiscal Year 2024-25,
Elections Account, Business Unit No. 10010201.69505 - Contract Services.
Recommended Action:
Adopt Resolution No. 2024-59, “A Resolution of the City Council of the City of Huntington Beach,
California, Reciting the Facts of the General Municipal Election held on November 5, 2024, Declaring
the Results and Such Other Matters as Provided by Law,” including Exhibit “A,” Certificate of
Registrar of Voters to Result of the Canvass of the General Election Returns.
Alternative Action(s):
None.
Analysis:
The official ballot from the General Municipal Election held in the City of Huntington Beach on
November 5, 2024, presented the opportunity to cast votes for three seats for City Council, one seat
for City Clerk, and one seat for City Treasurer. All seats represented full, four-year terms. The
following persons were nominated for the offices designated to be filled and appeared on the ballot in
the random order shown below:

The ballot also contained one Measure, and when qualified, was given the following letter:
Measure U - “Shall proposed Charter Amendment No. 1, which would amend the City Charter to
state that City Planning and Zoning is a local, municipal affair, and require voter approval of City
initiated general plan amendments or zoning changes when such items present significant and
unavoidable negative impacts to the environment, be approved?”
On September 22, 2024, California Governor Gavin Newsom signed Assembly Bill 3184
<https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202320240AB3184>, an urgency
bill that prohibited the Orange County Registrar of Voters from certifying the 2024 Presidential
General Election before Tuesday, December 3, 2024. On Tuesday, December 3, 2024, the City
expects to receive from the County a “Certificate of Registrar of Voters to Result of the Canvass of
the General Election Returns,” to be included as Exhibit “A” to Resolution No. 2024-59. While final
vote counts in the November 5, 2024 General Municipal Election have not yet been published, the
City of Huntington Beach hereby declares the following:

Chad Williams, City Council, for a Four-Year Term
Butch Twining, City Council, for a Four-Year Term
Don Kennedy, City Council, for a Four-Year Term
Lisa Lane Barnes, City Clerk, for a Four-Year Term

Following is the election outcome for City Measure U:
Measure U - PASSED, and will be effective upon certification of the revised City Charter by the
California Secretary of State.

RESOLUTION NO. 2024-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH, CALIFORNIA, RECITING THE FACTS OF
THE GENERAL MUNICIPAL ELECTION HELD ON TUESDAY,
NOVEMBER 5, 2024, DECLARING THE RESULTS AND SUCH OTHER
MATTERS AS PROVIDED BYLAW
WHEREAS, a General Municipal Election was held and conducted in the City of
Huntington Beach, California, on Tuesday, November 5, 2024, as required by law; and
WHEREAS, notice of the election was given in time, form and manner as provided by
law; that Vote Centers were properly established; that election officers were appointed and that in
all respects the election was held and conducted and the votes were cast, received and canvassed
and the returns made and declared in time, form and manner as required by the provisions of the
Elections Code of the State of California for the holding of elections in charter cities; and
WHEREAS, the County Election Department canvassed the returns of the election and
has certified the results to this City Council, the results are received, attached and made a part
hereof as Exhibit "A".
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HUNTINGTON
BEACH, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That the whole number of ballots cast in Vote Centers except vote
by mail voter ballots and provisional ballots was ___ _

SECTION 3. That the number of votes given at each precinct and the number of
votes given in the City to each of the persons above named for the respective offices for which the

SECTION 4. The City Council does declare and determine that: Chad Williams
was elected as Member of the City Council for the full term of four years; Butch Twining was
elected as Member of the City Council for the full term of four years; Don Kennedy was elected
as Member of the City Council for the full term of four years; Lisa Lane Barnes was elected as
City Clerk for the full term of four years; Alisa Backstrom was elected as City Treasurer for the
full term of four years; and, that Huntington Beach voters approved of Measure U.
SECTION 5. The City Clerk shall enter on the records of the City Council of the
City, a statement of the result of the election, showing: ( 1) The whole number of ballots cast in
the City; (2) The names of the persons voted for; (3) The measure voted upon; (4) For what office
each person was voted for; (5) The total number of votes given to each person, and for and against
each measure.
SECTION 6. That the City Clerk shall immediately make and deliver to each of
the persons so elected a Certificate of Election signed by the City Clerk and authenticated; that the
City Clerk shall also administer to each person elected the Oath of Office prescribed in the
Constitution of the State of California and shall have them subscribe to it and file it in the office
of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective
office to which they have been elected.
SECTION 7. That the City Clerk shall certify to the passage and adoption of this
resolution and enter it into the book of original resolutions.
