Subject:
Adopt Resolution No. 2024-60 setting compensation for the newly elected City Clerk
Statement of Issue:
The City Charter directs that compensation for the elected City Clerk be adopted by Council
resolution. Per Charter direction, Council is being requested to set compensation based on the
salary range (Starting, Control, High Point) identified in Exhibit "1 B" of Resolution No. 2024-60.
Financial Impact:
Sufficient funds are available in the Fiscal Year 2024-25 budget.
Recommended Action:
Adopt Resolution No. 2024-60, "A Resolution of the City Council of the City of Huntington Beach
Setting the Salary Rate and Assigning Certain Benefits for the Elected City Clerk," (range of Starting,
Control or High Point) identified in Exhibit "1 B" - Exhibit A of the Non-Associated Executive
Management Salary Schedule, effective December 7, 2024.
Alternative Action(s):
Do not approve the recommended action and direct staff accordingly.
Analysis:
On Tuesday, December 3, 2024, the City Council voted unanimously to certify results of the
November 5, 2024, general municipal election by adopting Resolution No. 2024-59 which included
Exhibit "A", Certification by the Registrar of Voters of the Canvass of the November 5, 2024, General
Election, submitted to the City on December 3, 2024, by the Orange County Registrar of Voters. City
Clerk candidate Lisa Lane Barnes was elected to serve a four-year term, and the Council must now
set the newly elected City Clerk's starting salary.
The elected City Clerk serves as a department head, and manages five full-time, and four part-time
employees to provide the following core services:

• Officiates local elections
• Oversees a centralized records management process, including annual update of citywide
guidelines and retention schedules and California Public Records Act compliance
• Oversees preparation and publication of City Council agenda material, including advertising of
public notices, facilitating delivery of public meeting content via the Internet through
audio/video live stream applications, preparation and distribution of Action Agendas
• ' Oversees Council follow-up procedures (contract execution, ordinance codification,
recordation of County documents, other)
• Oversees management of FPPC Conflict of Interest- Form 700 and Campaign Disclosure
Statements
• Oversees City Council minute preparation.
In addition,
• Administers Passport Acceptance services to the public, generating significant general fund
revenue annually
• Administers the annual Safe and Sane Fireworks Stand Application and Lottery Process
• Provides ongoing support to staff liaisons to City boards/commissions/committees/task forces
The City Manager has the authority to assign pay grade levels (Starting, Control, High Point) for all
non-elected department heads. Per the City Charter, elected officials that also serve as City
department heads must seek Council approval to set compensation and receive pay grade
adjustments via the adoption of a Resolution in a public setting.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly.

RESOLUTION NO. 2024-60
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
SETTING THE SALARY RATE AND ASSIGNING CERTAIN BENEFITS
FOR THE ELECTED CITY CLERK
WHEREAS,the City Council of Huntington Beach desires to assign a salary rate and
certain benefits for the Elected City Clerk; and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
SECTION 1. The salary of the elected City Clerk as reflected in the salary range
contained in the Non-Associated Executive Management Salary Schedule"Exhibit 1B", attached
hereto and incorporated herewith shall be set at the NA0017 rate of$69.94 per hour.
SECTION 2. All other allowances and benefits will immediately match, continue to
follow, and be updated according to agreed-upon Non-Associated Resolution modifications for
appointed positions.
SECTION 3. Any existing provisions in conflict with the foregoing, whether by minute
action or Resolution of the City Council, are hereby repealed.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 17th day of December, 2024.
