Subject:
Approve and accept the Orange County Transportation Authority (OCTA) grants for Complete
Streets Project; and approve appropriation of funds
Statement of Issue:
In June 2024, the City was awarded two Orange County Transportation Authority (OCTA) grants
totaling $8,971,000 for complete street projects. City Council action is requested to accept the grants
and approve the federal funding into the City's OCTA Complete Streets Projects Fund 1299.
Financial Impact:
The estimated total project cost is $11 million which includes a City's match for design and
construction. $8,971,000 in federal OCTA grant funding has been awarded for this project. This
total includes $5 million in grant funding for the Banning Roundabout and Southeast Corridors (SEC)
project, and $3,971,000 for the Hamilton project. The requested appropriation at this time accounts
for fiscal year 2024/25 grant funding for the projects. The future grant funding will be appropriated in
upcoming fiscal years budgets. The City's total match is estimated to cost approximately $2 million
dollars. The match and any contingencies will be provided by a combination of AES funds, Measure
M, or Roads Maintenance and Rehabilitation Account funding.
Recommended Action:
A) Approve and accept the Orange County Transportation Authority (OCTA) grants for$8,971,000;
and,
B) Approve appropriation of grant award funding into the OCTA Complete Streets Projects business
units: $203,000 for Banning Roundabout into 129985001 and $176,000 for Hamilton Avenue into
129985002; and,
C) Authorize the Public Works Director to execute necessary documents and agreements.

Analysis:
In October 2023, staff applied for projects through OCTA's Orange County Complete Streets Program
which is funded by the Southern California Association of Governments (SCAG) Surface
Transportation Block Grant Program (STBG) and Congestion Mitigation Air Quality (CMAQ) federal
funds. Complete Streets addresses a wide range of elements, such as sidewalks, bicycle lanes, bus
lanes, public transportation stops, crossing opportunities, median islands, accessible pedestrian
signals, curb extensions, modified vehicle travel lanes, streetscape, and landscape treatments.
Complete Streets reduce motor vehicle-related crashes and pedestrian risk, as well as bicyclist risk.
when well-designed bicycle-specific infrastructure is included (Reynolds, 2009). They can promote
walking and bicycling by providing safer places to achieve physical activity through transportation.
The City was awarded two projects through OCTA.
The first project is the Banning Roundabout and Southeast Corridors Complete Streets
Improvements (Banning Roundabout and SEC). This project includes constructing a roundabout at
the intersection of Banning Avenue and Bushard Street to improve pedestrian, bike, and traffic safety
and mobility. The project will also enhance non-motor vehicle mobility by reconstructing damaged
sidewalks, upgrading curb ramps and driveway approaches for Americans with Disabilities Act (ADA)
compliance, planting new arterial trees, pavement slurry treatment, and enhancing bike lanes with
new pavement striping throughout Newland, from Adams to Pacific Coast Highway, and Bushard
from Adams to Brookhurst Street. The project will also provide radar feedback signs in strategic_
locations to help reduce speeding through the arterials.
The second project is on Hamilton between Magnolia and just east of Brookhurst to the city's limit at
the bridge. The project will provide new pavement and enhance non-motor vehicle mobility in the
area by constructing new landscaped medians, reconstructing damaged sidewalks, upgrading curb
ramps and driveway approaches for ADA compliance, planting new street trees, and enhancing bike
lanes with new striping.
These projects will be in design during Fiscal Year 2024/2025 and ready for construction in Fiscal
Year 2025/2026. Funds are approved in the 2023 Federal Transportation Improvement Program
(FTIP) and OCTA has included the Banning Roundabout project in amendments #23-30 and the
Hamilton project in amendments #23-33. The City can proceed with requesting obligation and notice
to proceed through the Caltrans Local Assistance District.
The Banning Roundabout and SEC projects are estimated to cost $6 million for design, right-of-way
certification, and construction, while the Hamilton Project is expected to total $5 million. In total, the
combined cost for both projects is anticipated to be approximately $11 million.
