Subject:
Approve and accept the Highway Bridge Program (HBP) grant funding from California
Department of Transportation (Caltrans) for the Admiralty Drive Bridge Rehabilitation Project,
CC-1450; and approve appropriation of funds.
Statement of Issue:
On August 13, 2024, $1,916,490 of additional HBP grant funding was awarded for the construction of
the Admiralty Drive Bridge Rehabilitation Project, CC-1450 ("Project"). City Council action is
requested to accept and approve the additional HBP funding into the City's Highway Bridge
Replacement & Rehab Account (HBRR) No. 96185001.82800.
Financial Impact:
The original estimated project cost is $5,880,000 which includes the construction contract with the
contractor Beador, a 15% contingency, and supplemental expenses. The previously awarded project
budget includes $3,280,000 of federal grant funds in the HBRR Account No. 96185001.82800,
$500,000 from the Infrastructure Fund in Account No. 31440005.82300, and $2,100,000 from the
Measure M Fund No. 21390036.82300. The additional grant funds of $1,916,490 will allow the City
to save the Infrastructure and Measure M Funds for this project.
Recommended Action:
A) Approve and accept the Highway Bridge Program grant funding for$1,916,490; and
B) Approve appropriation of funds into the Highway Bridge Replacement& Rehab (HBRR) (Account
No. 96185001.82800).
Alternative Action(s):
Do not approve the recommended action and direct staff accordingly.

The Admiralty Drive Bridge in Huntington Harbour is a steel girder bridge originally constructed in
1963 and seismically retrofitted in 1994. The rehabilitation is underway for the bridge and work
includes removal and replacement of the concrete barriers, street lighting, sidewalks, and bridge
deck; cleaning and painting of I-girders and other steel members; replacement of bearings; removal
and replacement of any unsound concrete that could expose internal reinforcement to outdoor
elements; removal and replacement of water mainline pipe; construction of a temporary traffic signal
system; utility relocation; and ancillary work as required. Construction began in the fall of 2024 and.is
expected to conclude in the spring of 2025.
The total construction cost of this project is $5,880,000, which includes the Contractor's bid price,
contingency, and supplemental work. The original HBRR grant included a total funding of
$3,280,000. Per Caltrans Local Assistance Program Guidelines, city staff submitted a cost change
request and was approved for an additional $1,916,490 of HBRR funding.
Environmental Status:
Categorical Exclusion was approved on January 12, 2016, in compliance with NEPA. Mitigated
Negative Declaration No. 15-002 was approved on December 16, 2015, in compliance with CEQA.
