Canvass Report & Surveillance Collection
Background
On Saturday, September 25, 2021, at approximately 1605 hours, I was notified by Orange County Sheriff’s
Department (OCSD) Homicide Sergeant A. Abdelmuti #5428 of an officer involved shooting (OIS) involving
officers from the Huntington Beach Police Department (HBPD) and a deceased male subject who was later
identified as, At approximately 1740 hours, I arrived at the incident
command post located east of the HBPD sub-station, 285 Pacific Coast Highway in the City of Huntington
Beach [County of Orange, State of California]. For additional information, see related reports associated to the

SUPPLEMENT
Detective J. Crawley (HBPD) and I attempted to locate witnesses or surveillance video in the area of the crime
scene. I recorded each interview. The following are synopsis of the conversations. It is not verbatim, nor
necessarily in order of the conversations, and is organized for the purposes of clarity. This report is not meant
to take the place of the actual recording. It is just a synopsis of each interview. For complete details, refer to
each recording of each interview and surveillance footage.
At about 2000 hours, I contacted and he told me the following:
is an employee at the above listed business, located about 150 yards north of the area of the shooting.
was not working at the time of the shooting. did not have access to the stores surveillance
cameras and was not sure if the camera was able to capture the area where the shooting occurred. This
contact was not audio recorded.
At about 2015 hours, I contacted who is a manager of the above listed business, located about 150
yards away from the area of the shooting. was working at the time of the officer involved shooting, but
did not see it happen. walked out of the store and saw officers performing life saving measures on a
subject. advised the store did not have any cameras that covered the area of the officer
involved shooting. This contact was not audio recorded.
At about 2030 hours, I contacted who is a cook at the above listed business, located about 30 yards
east of the area of the shooting. was on his lunch break during the time of the officer involved
shooting, and was seated on the steps about 20 yards directly east of the area of the officer involved shooting.
saw walking on the walking path with what appeared to be a shirt or sweatshirt wrapped
around his hand. saw the officers approach saw point his wrapped hand at the
officers from the area of his abdomen. heard state to the officers, “I have a strap.”
could hear someone yell, “Don’t do it,” but he did not know if it was or one of the officers. With reason
to believe that had a gun, got up from the steps and ran away eastbound away from the area
of the confrontation. As was running away, he heard gunshots, but did not see them.
continued to runaway and did not look back.
and the Manager advised they had no surveillance cameras that would have captured the area
of the shooting.
At about 2043 hours, I contacted who is a security guard for the above listed restaurant, located about
30 yards east of the area of the shooting. At the time of the incident, was standing at the entrance of the

restaurant, which is located about 50 yards northeast of the area of the officer involved shooting. heard
the initial gunshots, but did not see the officer involved shooting take place. saw a large group of people
running away from the area of the officer involved shooting and helped them to take cover. saw the
officers provide medical aid. had no further information to provide.
advised that Sandy's Beach Shack had no surveillance cameras that would have captured the area of
the shooting.
City Camera Footage
During my canvass of the area, I noticed numerous surveillance cameras that appeared to be owned and
operated by the City of Huntington Beach. Detective J. Burton (HBPD) assisted me in viewing the city's
surveillance camera footage. The following is my observations from the surveillance footage:
Tower Zero Camera - This camera shows a viewpoint from atop the pier. At about 1508 hours, a subject who
appears to be is first seen on camera walking eastbound along the south side of the pier. is
wearing a white shirt with some type of emblem on the back, dark colored shorts and long white socks.
appears to walk underneath the pier and out of sight. At about 1509 hours, is seen walking out from
under the north side of the pier and then begins walking eastbound towards the Pier Plaza. then walks
northbound along a retaining wall and out of view (See below Pier Plaza Camera for further). At about 1511
hours, is seen walking back southbound along the retaining wall towards the pier and then out of view
under the pier. A Huntington Beach Police vehicle is seen driving eastbound on the beach towards
can be seen again on the south side of the pier walking southbound on the walking path until
out of camera view.
Pier Plaza Camera - This camera shows the same as above from the viewpoint of the Pier Plaza. At about
1510 hours, is seen sitting on a retaining wall just west of the walking path. The Huntington Beach
Police vehicle is seen driving out from under the pier and towards gets up and walks towards
the pier and then under the pier and out of view. The Huntington Beach Police vehicle parks just north of the
pier and a police officer is seen exiting the vehicle and walking under the pier towards
Beach Service Road Camera - This camera shows a viewpoint of the beach walking path underneath the pier.
At about 1512 hours, is seen walking southbound under the pier. has a what appears to be a
shirt draped over and covering his left hand and arm. continues walking southbound and out of view.
About 30 seconds later a police officer is seen walking southbound under the pier. As the officer continues
southbound, he appears to be on high alert and begins to run southbound until out of view. This camera did
not capture the officer involved shooting, but at about 1513 hours, a crowd of people can be seen running
northbound, away from the area of the shooting.
