NARRATIVE
Witness Interviews on On 09/29/2021 at Huntington Beach Community Meeting:
Wednesday September 29, 2021 at about 18:00 hours, the City of Huntington Beach held a community
meeting to discuss the Hunting Beach Police Department (HBPD) Officer Involved Shooting (OIS) that
occurred Saturday, September 25, 2021. The meeting was held at the Lifeguard HQ located at 103 CA-1,
Huntington Beach, CA 92648. During the meeting, several people came forward and identified themselves as
witnesses of the OIS. HBPD Detective Zack Pricer #1185 and I interviewed the witnesses in a private office
on the 2nd floor of the Lifeguard HQ.
The following is a summary the witness statements and our conversation with them which I digitally recorded.
It is not verbatim, nor necessarily in order of conversation, and is organized for purposes of clarity. This report
is not meant to take place of the actual recording. It is just a synopsis. For complete details, refer to the
recording of the interview. At about 18:50
On Saturday, September 25, 2021, was at Huntington Beach. was standing on a concrete
walkway with her husband The walkway was about 20' feet from where the incident occurred on the
beach. heard a loud male voice and she turned towards the beach. The voice was authoritative, but
was unsure what was said or who said it. saw a male subject running on the beach. The
male subject was holding several t-shirts and, "whatever it was, was white and dangling." saw at least
three HBPD officers and no more than five standing around the male subject. could not understand
why the male subject would not just drop whatever he was holding onto and run away. thought the
male was grasping whatever he had and, "He was holding on to it for dear life." thought the male
subject may have stolen the shirts. heard a couple of, "pops," but at that time she did not know the
noise was gun shots. After the first pops [gunshots] the male subject was running and staggering, and
heard more, "Pops." was confused and thought maybe a movie or television show was
being filmed. then thought that maybe HBPD officers were shooting rubber bullets at the male
subject. After the shooting stopped, about 1-2 minutes later, the HBPD officers approached the male subject
and cut away his pants. saw the officers pull up the male subjects shirt and appear to check the red
spots on his body. felt in her, "Opinion that one of the guys came up and shot the man four times
after he was already dead." felt like the officers took too long to begin medical attention and CPR on
the male subject. felt like the paramedics took too long to arrive on scene. did not see the
male subject with a gun at any time. did not think lifeguards or paramedics gave the male subject any
medical attention at any time while he was on the beach. did not see a the male subject with a gun,

but immediately after the shooting, two young women approached her and they said, "We're so glad you are
okay. We saw you out there. That man had a gun. He could have killed you." had not seen the
male subject prior to the OIS.
On Saturday, September 25, 2021, was at Huntington Beach. was standing with
was looking out towards the beach to see if his granddaughter was walking back to them. In
periphery vision, saw HBPD officers on the beach. looked over and saw at first, five
officers, and then six total. saw the male subject on the beach, but he thought he only saw him after
he was already done on the sand. All six officers had their guns out. The HBPD officers were saying
something to the male, but could not hear what, and he did not think the male subject ever said
anything in return. On the ground, the male was holding something inside his hand, but was not sure
what it was. thought the item was possibly a t-shirt that may have been covering something else. The
male was moving around on the ground and the officers shot at him. was unsure how many rounds
were fired, but he thought all of the officers shot. After the shooting ceased, the officers approached the male
and cut his clothes off. assumed they removed the male subjects clothing to check for gunshot
wounds or checking to see if he had any weapons. Soon after other officers arrived and started to assist with
crowd control. thought the officers may had initially done CPR, but not immediately, and only
manually, followed by EMT's who may have used an AED. had not seen the male prior to the OIS.
never saw the subject holding a gun, and only heard people talking about it in the crowd afterwards.
On Saturday, September 25, 2021 was was at Huntington Beach working a vendor booth. The booth
was on the beach west of the walkway and south of the pier. saw a male subject standing on the
beach. saw the male subject and several HBPD officers standing around him. The male was holding
a white hand towel in his right hand. The officers possibly told the male to, "Stop." The male turned toward
the officers with his towel wrapped hand pointed out in front of him at about chest level. saw the
officers shoot and the male subject went to the ground. On the ground, the male reached for something and
the officers shot at him again. could see some of the rounds hitting the male subject and others
impacting the sand. Immediately after the shooting, the HBPD officers approached the male, rolled him over,
and appeared to pat him down for weapons. The officers handcuffed the male subject and began CPR.
had never seen the male subject at any time prior to the shooting. was grateful the officers
shot the male because she thought the male subject would have killed someone otherwise. felt the
officers saved her life. thought the officers, being at five in total, would not have shot the male subject
if he did not have a gun. The main reason thought the male subject had a gun, although she never
saw one, was the way he turned and pointed his towel wrapped hand directly at the officers. thought
the male subject's movement and stance was consistent with someone who was going to shoot a gun. At the
time the male turned, was afraid the male subject was going to shoot the police officers.
I copied the interviews above to a CD. I booked the CD into Sheriff's Evidence, Santa Ana.
