SUPPLEMENT
NARRATIVE
INTERVIEW WITH HBPD Lt. Toby Archer:
On Saturday, September 25, 2021 at about 21:22 hours, Orange County Sheriff's Department (OCSD)
Investigator C. Hunt #7612 and I interviewed Huntington Beach Police Department (HBPD) Lieutenant Toby
Archer #1005 regarding the officer involved shooting from earlier in the day (DR #21-032545). The interview
was conducted at the HBPD headquarters locates at 2000 Main Street, Huntington Beach. HBPD
Professional Standards Unit Sergeant Brian Jones #1028 and HBPD Detective Zack Pricer #1185 were also
present during the interview.
The following is a summary of Lt. T. Archer's statement and my conversation with him, which I digitally
recorded. It is not verbatim, nor necessarily in order of conversation, and is organized for purposes of clarity.
This report is not meant to take place of the actual recording. It is just a synopsis. For complete details, refer to
the recording of the interview.
Lt. T. Archer's previous assignment was as the special events sergeant, who acted as the HBPD liaison / point
of contact with event coordinators for the numerous events held throughout the city each year. In this capacity,
Lt. T. Archer built relationships with many of the event coordinators, city employees, and vendors.
On Saturday, September 25, 2021, Lt. T. Archer was working his assigned position as the HBPD watch
commander for dayshift patrol units assigned to the radio frequency Green-1. These patrol assignments
included the officers assigned to work the U.S. Open of Surf event (USOS).
At about 15:06 hours, Operations for the (USOS) called Lt. T. Archer from,
. During the call, stated he was running after someone who was possibly crazy or high.
Normally and other managers typically called with logistical questions. Lt. T. Archer considered it out of
the ordinary for to call him about a dynamic situation. Because was chasing the subject, Lt. T.
Archer was not able to completely ascertain what was going on or hear everything that was said. Because a
very common call for service for events like the USOS was theft, and was chasing the subject, Lt. T.
Archer suspected a theft had occurred and the subject being chased was involved. In in attempt to relay the
information to patrol units more efficiently, Lt. T. Archer broadcasted the information via Green-1.
communicated that the subject was under the pier. also stated he saw HBPD officers in the area. Lt. T.
Archer advised to flag down one of the officers. Lt. T. Archer hung up the line and walked to the briefing
room, thinking that the call would now be handled by officers on scene. A few moments later at about 15:12
hours, Lt. T. Archer received a text message from that read, "At pier plaza screen. white shirt, black
shorts, high socks heading towards Zack's. Gun quote was third party for the builders at air show. Didn't hear
myself, but only reason I called." Immediately after the text was received, Lt. T. Archer heard Officer D
Velasco #2045 broadcast over Green-1 that a passerby had relayed to him the subject was armed with
possibly a knife or gun. Being that the officer's were now aware of the possible weapon, and not wanting to tie
of the airwaves, Lt. T. Archer did not broadcast anything additional over the air. Seconds later, Lt. T. Archer
heard the shots fired radio broadcast on Green-1.
During the initial phone call with Lt. T. Archer did not hear him say anything about a gun. However, after
the fact, Lt. T. Archer realized the text message sent by indicated he had said something about a gun,
and Lt. T. Archer must have missed it.
