On 09/25/2021, I responded to Huntington Beach Police Department (HBPD) at 2000 Main Street in
the city of Hunti ngton Beach . I met with Orange County Sheriff Investi gator Womack and HBPD
Detective Burton who requested photographs of Officers and duty weapons .
HBPD Detective Read Parker was wearing a black police uniform, an intact external plate carrier and hi s
duty belt appeared complete . His uniform was intact and there were no visible injuries obser ved. I
collected Officer Parker's Glock 17 (Ser# 9mm, (1) cartridg e from 1Jhe chamber, (1) magazine
from the duty weapon with 13 cartridges, and (2) magazines with 17 cartridges each from his vest .
Officer Parker was also carrying a Taser 7 (Ser# and he did not have a back-up weapon.
HBPD Detective Charles Remington was wearing a black uniform polo shirt with a black long sleeve
shirt underneath, b l ack shorts with black compression pants underneath, an intact external plate
carrier, and his duty belt appeared complete. His uniform was intact and there were no visibl,e injuries
observed. I collected Detective Remington's Glock 19 (Ser# 9mm, (1) cartridge from the
chamber, (1) magazine from the duty weapon with 17 cartridges, and (2) magazines with 17 and 12

from the duty weapon with 11 cartridges, (2) magazines with 17 cartridges e ach and (1) mag azine wi t h
18 cartridges from his belt. His duty weapon had a Surefire fla shlight attachment X300 ultra (Ser #
Officer Ve lasco wa s al so carrying a Taser 7 (Ser# ) and he did not have a back-up
weapon .
H8PD Officer Chri stopher Simpson was wearing a uniform black po lo shirt, bla ck uniform pants, and h is
duty belt appeared complete. His uniform was intact and there were no vi sible injuries observed. I
collected Officer Simpson 's Glock 17 (Ser# ) 9mm, (1) cartridge from t h e chamber, (1)
magazine from the duty weapon with 16 cartridges, and (2) magazines w ith 19 cartridges eac h from his
belt. His duty weapon had a Surefire flashlight attachment X300 ultra (Ser# ). Offi cer Si mpson
was also carrying a Ta ser 7 (Ser# ) and he d id not have a bac k-up weapon .

chamber, (1) magazine from the duty weapon with 12 cartridges, and (2) mag azin es with 17 cartrid ge s

(Ser# ). Officer Koehler wa s also carrying a Ta ser 7 (Ser#) on h is vest and he did
not have a back-up weapon.

On September 24, 2021, at approxim ately 1830 hours, I arrived at the Huntington Beach Pier in city of
Huntington Beach to assist in an office r invo lved shooting. Present at the scene were Orange County
Crime Laboratory (OCCL) Lead Foren sic Specialist and Senior Forensic Specialists and
Orange County Sheriff-Coron er Department (OCSD) Investigator Huntington Beach Police
Department (HBPD) Detective Pena; a nd other OCSD and HBPD personnel. OCSD Search and Rescue
arrived later.
The scene was located on the beach between the pier and the Beach Pub lic Services Center bu ilding and
south of the access road (Huntington Beac h Bike Trail). A walkway extended south from the access road
and turned to the west, extending to t he pier. A block wall extended east to west and was on the beach
between the walkway and the access road. A tent for Huntington Surf Sport was on the beach and
adjacent to the east end of the walkway. An HBPD ATV was parked facing northwest on the beach
southwest of the tent. Medical paraphernalia was on the beach southwest of the ATV.
On the south side of the blockwall (beach facing), there was an apparent strikemark [Evidence Marker
(EM) A] that had an apparent bullet fragment in it. I tested the apparent strikemark with Plumbtesmo,
a presumptive test for lead and obtained positive results. On the beach south of EM A was a bullet j acket
fragment (EM 11). Four cartridge cases (EM 1) were on the beach south of EM 11 and south of the
wa lkway. A cartridge case (EM 2) wa s on the beach northwest of EM 1 and south o f the walkway . A
cartridge case (EM 3) was on the beach northwest of EM 2 and north of the walkway. Nine cartridge
cases (EM 4,5,6, 7) were on the beach south of the wa lkway and southwest of EM 2 . A cartr idge case
(EM 8) was on the walkway and northwest of EM 7. A ll the cartridge cases from EM 1-8 had headstamp
"WIN 9mm LUGER".
On the beach south of EM 1 was a blu e t-shirt and a blue bandana (EM 9). The t-shirt and bandana both
had h oles in them. A cartridge case (EM 9), headstamp "WIN 40 S&W", was recove red from the sand
using a metal detector. On the beach northeast of EM 9 was a han dgun and a white t-shirt {EM 10). The
handgun was a SIG SP 2340, serial number: The slide was partially back, and the magazine
was seated. Th ere was one cartridge in the chamber and eight cartridges in the magazine . Ei ght had the
headstamp "WIN 40 S&W" and one had the headstamp "WINCHESTER 40 S&W". On the beach
southwest of EM 9 was a bullet with apparent fabric in the nose (EM 12). Four additional bullets {EM
12) were recovered from the sand usi ng a metal detector.
Following completion of the scene, OCCL Le ad Forensic Specialist and I went to University of
California, Irvin e (UC I) Medical Center Douglas Ho spi t al in the city of Orange to contin u e assisting with

the investigation . We arrived at approximate ly 2330 hours. Also present were OCSD Deputy Coroner
OCSD Investi gator Kennedy, and HBPD Detectives Kearby and Lewis.
A nude, adult, male decedent was supine in a hospital bed in Observation Bed 20. He was covered by
sheets. He had medical paraph ernali a attached to his body. He had apparent blood on his body. Paper
bag s covered his hand s. I removed an d discarded the bags. His fingernails were short, dirty, and intact.
He had numerous apparent gunshot wounds in multi ple areas of his body.
A brown pape r bag was on top of th e hospital bed. The bag conta ined a blue shirt, a wh ite shirt, blue
shorts, gray boxers, a nd a pair of wh ite socks . Th er e was sand , holes, and apparent blood on all the
clothing. The shirts, shorts, and boxe rs were cut.
The following items were collected and sub mitted to the OC Crime Lab Evidence Control Unit:
• Cartridge cases, bullets, and apparent bullet fragments (EM 1-9, 11-12)
• Plumbtes mo test strips
• EM 12: Apparent fabric from nose of b ullet

Th e nude, adu lt male decedent was supine in a sealed body bag. He had medical paraphernalia attached
to his body. There was apparent blood on his body . His fingernails were short, dirty, and intact. He had
a la ceration on his right arm and abrasions on his right chest and l eft l eg. He had three gunshot entrance
wounds in h is right shoulder. He had a gu nshot entrance wound in his right arm and an apparent through
and through gunshot wound in his r ight arm. He had four gunshot entrance wounds in his torso. He had
an apparent gunshot entrance wound in his torso with a corresponding apparent exit wound in his left
back. There was a pi ece of apparent fabric in the left back wound . He had a gunshot entrance wound
in his right hip and two gunshot entrance wounds in his right buttocks . He had an apparent through and
through gunshot wound in his left leg and two gunshot e ntrance wound s in his left l eg. He had and
apparent through and through gun shot entrance wound in hi s right foot. I obs erved no soot, stipplin g,
or tattooing around any of the entrance or apparent entrance wounds . Ref er to the pathologist's report
for f urther wound d escriptions.
During the course of the autopsy, I received the fo ll owing from CDF personnel : a bullet from the
decedent's neck; a bullet, an apparent bull et fragment, and an apparent jacket fragment from his right
clavicle; a bullet from his abdomen; a bullet core and three bullets from the deced ent's back; a bull et
from his posterior rib cag e; a bull et from his spine; a bullet and apparent bullet fragments from his rig ht
hip; two bullets from hi s pelvis ; and a jacket and apparent bu ll et fragments from his left leg .

On 09/25/2021 I responded near the pier of Huntington Beach in the city of Hu ntin gton Beach to assist
in an officer involved shoo t i ng. I met w ith Huntington Beach Po lice De p artm ent (HBPD) Detective Pena,
Ora nge County Sherriff's Department (OCSD ) Homici d e De t ective Taft, and OC SD Search and Rescue
perso nne l. HB PD Sergeant A. Pham informed me of th e fol low in g : A ca ll was rec e iv ed that a person
wa s at the pi er and po ss ib l y in possession of a firea r m . Officers respo nded, co nfronted the suspect,
an d a shootin g occu rred . The suspect was struck by gunfire and h e was trans ported to the hosp ital.
Th e scene wa s on the bea ch between the pie r and the beac h pu bl ic se r vice ce nter . A wooden wa l kway
wa s on the sand and a block wall was north of t h e wa l kway . An access r oad was north of the b lock wa ll
and con n ected to the woo den wa lkway on to the sa n d . 14 cart r id ge cases were just south of the
wo oden walkway. One cartridge case was on the wa l kway and another was in t he sa nd north of the
wal kway. A ll the cartridge case headstamps were W IN 9mm Lug er. So uth of the cartridge cases were
m edical paraph ern ali a, clot hin g, another cartri dge case and a firearm . The ca rtridg e case head stamp
w as WIN 40 S&W. The firea rm was a SIG SP 2340 (Seria l #) and a m agaz in e was seated in
th e f irearm. On e cartri dge was in the cha mbe r with a headstamp of WIN 40 S&W . Th e magazi ne had a
capacity of ten r.ind eight cartridges w e re in the magazine. Seven of t h ose cartri dges had a headstamp
of WIN 40 S&W and one cartridge had a headstamp of Wincheste r 40 S&W. Th e cl othin g includ ed a
n av y shi rt, a white tan K top, an d a navy ba ndana al l with apparent bullet holes . Five bullets were in the
sand near the clothing. A red HBPD all-terrain vehicle was parked east of the cl o t hing and firearm.
On the wa ll no1-L h of the walkway was an apparent strikema r k with an appare nt bull et fragment in it.

trigger pull was measured .
Packaged with the pistol was an empty, 17 cartridge capacity magazine (from the fi rear m), 1 cartridge from
the chamber, and 17 cartridges from the magazine. A lso packaged with the pistol were 2 empty, 17 cartridge
capacity magazines (back-up) with 29 cartridges. The cartridges are all Winchester brand, 9mm Luge r caliber,
each with a T-se ries ® jacketed hollow po i nt bullet . The 18 cartridges from the firea rm were repackaged and
submitted as a new ev idence item.
The pistol wa s test fired using ammunition from the laboratory collection and the magazine from th e pistol.

microscopically compared to test fired cartridge cases from the five Glock pistols . One cartridge case {EM 9)
is Winchester brand .40 Smith & Wesson caliber. It was microscopically compared to test fi red cartridge
cases from the SIG Sauer pistol.
Th e projectiles consist of S bullets and 2 jacket fragments:
Th e S bull ets {EM 12) are 9mm Lu ger caliber Winchester brand T-s eries® jacket ed hollow point. They ha ve 6-
sided ri ght twist polygonal rifling. They were microscopically compared to test fired bu llets from the S Glock
pi stols.
One jacket fragment {EM 11) h as right twi st rifling marks. Available land and groove impression width s we re
measured. The fragment was microscopically compared to test fired bullets from the SIG Sauer pisto l. The
fragment is not su itable for entry into the system. The other jacket fragment (EM A) cannot b e
classified further.
DCCL item 13 -Projectiles (autopsy)
Projectiles from the left mid -back, pelvic bone, right neck, l eft pelvis, l eft upper-back, right hi p, and r ight
clavicle are expanded 9mm Luger caliber Winchester brand T-series ® jacketed hollow point bullets. The
bullets have 6-sided right twist polygonal rifling marks {w ith rails). Th e bullets were microscopically
compared to the test fired bullets from the three Gens pistols .
Projectiles from the left ribcage, spine, mid upper-back, and left abdomen are expanded 9mm Lug er ca l iber
Winchester brand T-series ® jacketed hollow point bullets. Th e bul le t s have 6-sided right twist polygona l
rifling marks. Th e bullets were microscopicall y compared to the test fired bullets from the t wo Gen4 pist o ls .
A projectile from the left l eg is the jack et from an expanded Winchester brand T-series ® jacketed hollow
point bullet. The jacket has 6-sided right twist polygonal rifling marks {with rail s). Th e jacket was
micro scopica lly compared to the test fired bullets from the three Gens pistols.

with the pistol. A cloth patch for collecting residu e was pulled through the barrel. The pi stol is eq uipped w ith
a functional disconnector and manual d ecoc king l ever. Trigger pull was m easured in single action and double
actions. The pisto l was impact teste d . At no time did the cocked hammer release witho ut direct trigger
pres sure.
Pac kage with the pi stol were 9 Winchester brand .40 Smith & Wesson ca lib er ca rtrid ges, eac h w ith a T-
series ® jacketed hollow point bullet.
Th e pistol was test fired in single and double actions using ammunition from the laborato ry collection and
the submitted magazine. It operated without malfunction. The barrel of the pistol has 6 lands and grooves of
rifling with a right twist. Land and groove impress ion widths of the t est fire d bull ets were measured. One of
the test fired bullet s and one of the test fired cartridge cases were enter ed into t he system.

Results and Interpretations
A mixture of DNA con sistent with a female major co'ltributor, a minor contributor, and a trace
contributor was obtained from the magazine samp l e. Assuming only three DNA contributors, it is at
least 70 time s more likely to observe this DNA mixture if is the minor DNA contributor
along with two random unrelated contributors than if the DNA is from three random unrelated
contributors. SUMMARY: This is limited support that is the minor contributor to the
DNA mixture obtained from the maga zine sample .
Mixtures of DNA consistent with a female major contributor and a trace contributor w e re obtained
from the grip s and cartridges samples. The major contributor to both of these mixtures is consistent
with the female major contributor to the magazine sam ple .
The results for the trace contributor portion of the profiles from the grips, magazine, and cartridges are
not suitable for compari son due to the low level of DNA and the uncertainty of the number of
contributors.
The profile of the major contributor to the grips sample has been sea r ched against the OC Crime Lab
local datab as e and no matches were obtained. Due to ca se circumstances, this profile will not be
forwarded for entry into and comparison against the CODIS database(s) or the Orange County District
Attorney's Office local database . Additional reference standards may be submitted for direct
compari son.
The slid e and trigger samples yielded insufficient DNA for typing.
