Subject: Establishment of Collaborative Program with Charter Cities
ISSUE STATEMENT
Huntington Beach has positioned itself as a prominent leader in advocating for charter city rights,
standing firm against state mandates that do not align with the needs of the local community.
Article XI, Section 6 of the California Constitution gives charter cities the authority to govern their
own municipal affairs independent of state laws and are not subject to all state laws deemed to
be local government affairs. Charter cities are afforded a level of autonomy that allows
municipalities to tailor governance to the specific needs and desires of their communities,free
from certain state-imposed mandates.
As one of 126 charter cities in California, Huntington Beach has the advantage of governance
that is more responsive to local priorities.
We have been approached by the City of Porterville, California to declare for the establishment
of the League of Charter Cities.A collaboration with California's charter cities can pave the way
for a stronger, more unified effort to secure the rights of charter cities and protect the principle of
local governance.
By joining with like-minded cities, Huntington Beach can enhance its influence and create a more
powerful, collective voice — a united front — that advocates for preserving local control and
minimizing external interference from Sacramento.
RECOMMENDED ACTION
Direct the City Manager to implement steps for the City of Huntington Beach to participate in a
collaborative program with other charter cities.

I'd like to correct some of the text in the Issue statement, and recommend that the HBCC not
approve the activity
Huntington Beach has positioned itself as a wasting city resources on activities that do not
align with the needs of the local community.
The description of Article XI is somewhat accurate.
As one of 126 charter cities in California, Huntington Beach has the disadvantage of
governance that is extreme and unresponsive to local priorities. The council majority does not
have a large amount of popular support,with council members typically having less than 53%
of the popular vote.
By joining with other charter cities, Huntington Beach can expand its extreme and costly
lawsuits with other parties. These smaller cities are hoping to join lawsuits that the smaller
cities cannot afford. Why should Huntington Beach pay for those cities when they can't afford
it?
If the HBCC wants to pursue this, remember that it is a great opportunity to raise money, and
help pay for the wasteful lawsuits.
Huntington Beach is not the 51st state in the union, as pointed out by a Judge in a recent
meeting.

Huntington Beach City Council meeting in April 15, 2025.

An ad hoc committee to familiarize and evaluate various entities that contribute to, support or
involve the city—but are not necessarily governed or compensated by the city—is a good
practice. This can highlight the many advantages the city and its residents gain from
traditional community and volunteer efforts and organizations. It may also reveal where city
governance and outside organizations may overlap or fail to operate in concert.
19. #25-295
A better organized, collaborative association between Charter Cites in California is long
overdue. Done properly such effort could strengthen the unique rights grated to Chater Cities
under the California State Constitution.
Such association may support better local governance such areas as:
• Zoning, Planning and Development
• Law Enforcement
• Municipal election administration
This collaborative association might also serve as a resource for other California cities
attempting to become charter cities or considering such option for their municipalities.
Thank you to all of the city council members and city staff who work so diligently for
Huntington Beach and its residents.
