Subject: OPPOSITION TO AB 84
ISSUE STATEMENT
The City engages in legislative advocacy at the local, state, and federal levels to protect and
promote the interests of its residents and businesses. In February 2025, City Council approved
the Legislative Platform which outlines the City's positions on policy matters and serves as a guide
for the City's positions on legislation. When a timely issue arises that is not addressed within the
Legislative Platform,the item may be reviewed by the City Council.
AB 84 (Muratsuchi/Garcia) School accountability: Office of the Education inspector General:
school financial and performance audits:charter school authorization, oversight, operations, and
contracting:data systems is scheduled for a final Assembly Floor Reading the week of June 2nd.
If the item passes through the Assembly Floor it will be heard in the Senate Education Committee.
AB 84 has two components.The first introduces fiscal oversight rules for charter schools by district
superintendents. However, the second component is concerning: it would require that all
educational services for charter and homeschool students be provided by someone with a
California teaching credential in order to receive funding.
Students enrolled in non-classroom based charter schools benefit from hands-on learning
opportunities offered by professionals and specialists in fields such as music, art, technology,
agriculture, and trades.While programs are delivered by highly qualified and experienced experts,
many of these instructors do not hold traditional teaching credentials. All such programs are
approved and supervised by gredentialed teachers, who ensure curriculum quality, student
progress, and compliance with state standards. Prohibiting participation by community experts
would limit educational diversity and weaken vital school-community partnerships.
AB 84 would cut student funding and eliminate flexible, enrichment learning opportunities.
RECOMMENDED ACTION

Dear Chair Perez,
On behalf of the Huntington Beach City Council, I am writing to respectfully oppose Assembly Bill
84, which would require all instructional services in non-classroom-based charter schools to be
provided solely by credentialed educators.
Students in these programs benefit from hands-on instruction led by skilled professionals in fields
like art, music, technology, agriculture, and the trades. While these instructors may not hold
teaching credentials, they offer invaluable real-world expertise. Under AB 84, these learning
opportunities would be lost.
All such programs are approved and supervised by credentialed teachers,who ensure curriculum
quality, student progress, and compliance with state standards. Prohibiting participation by
community experts would limit educational diversity and weaken vital school-community
partnerships.
Community-based learning builds practical skills, fosters civic engagement, and supports local
economies.AB 84 threatens these benefits and restricts innovative, effective education.
Please oppose AB 84 and support policies that preserve meaningful, diverse learning
opportunities for our students.

Please include my comments for the June 3, 2025, City Council meeting.
Dear Mayor Burns and Members of the City Council,
I strongly support adopting Resolution 2025-45 tonight.We must lock in no library sales or
bans with unwavering resolve! This resolution backs our 2024 book safety plan under
Resolution 2023-41, and I proudly stand with our community to prioritize children's safety.
Your consistent focus on protection is a commendable achievement that demands
recognition.
I firmly endorse authorizing a letter opposing AB 84. Huntington Beach thrives with
charter schools under the Charter Schools Act of 1992, Education Code Section 47600,
which guarantees parental choice in education.AB 84, amended May 5, 2025, claims to
enhance accountability with an Education Inspector General and audits for all local
educational agencies to prevent fraud.Yet, its restrictions on nonclassroom-based charters
and excessive audit costs will lead to closures,blatantly undermining parental choice laws.
I demand clarity on Governor Newsom's intent- his agenda likely seeks to control
educational narratives, curb charter growth, and reallocate funds amid the state's $12
billion budget deficit! I insist on local control to safeguard our children's educational
options and urge the Council to act decisively with this opposition.
