The conditions that should be imposed on the abandonment of the Well as conditions for development of the Project and the Property (the "Mitigation Measures"). G. As required under Section 15.32.090B(2), the Fire Code Official has determined that for the Well: 1. Owner has constructed and installed any venting plan and/or additional measures the engineer or geologist recommended in his Report. 2. The Well complies with Fire Department City Specification No. 422. 3. The Owner has executed and recorded against the Property this Agreement disclosing the existence of the Well existing on the Property which were not abandoned to DOGGR requirements, and further releasing and indemnifying the City against any and all claims, obligations, and causes of action of any kind or nature whatsoever, known or unknown, for personal injury or death, property damage, economic loss, and fines and penalties. COVENANTS Based upon the foregoing Recitals, which are incorporated into this Agreement by reference, and for good and valuable consideration, the receipt and sufficiency of which is acknowledged by both parties, Owner and City agree as follows: 1. Release. Owner agrees for itself and its successors and assigns, and every successor to Owner's interest in the Property (collectively, "Owner") to fully release and discharge City and all City officials, employees, and agents (collectively, "City Parties") from any and all claims, obligations, and causes of action, of any kind or nature whatsoever, known or unknown, for personal injury or death, property damage, economic loss, and fines and penalties (collectively, "Claims") relating directly or indirectly to the Project and the abandoned oil well on the Property, including without limitation any costs and expenses incurred by Owner to perform the Mitigation Measures, and to comply with all State and City laws, ordinances, codes and regulations, and any Claims arising out of Owner's actual or alleged failure to comply with any applicable Federal, State and City laws, ordinances, codes, regulations and DOGGR orders, and the Mitigation Measures (collectively, the"Oil Well Abandonment Regulations"). In furtherance of the release described above, Owner expressly waives the benefit of Section 1542 of the California Civil Code, which section provides: 2 24-14453/338550 "A general release does not extend to claims which the creditor does not know or suspect to exist in his favor at the time of executing the release, which if known by him must have materially affected his settlement with the debtor." 2. Indemnity. Owner shall indemnify, defend, and hold harmless the City Parties from and against any third party Claims which may be brought against any of the City Parties in any administrative or judicial proceeding relating directly or indirectly to the Project, and any previously abandoned oil wells on the Property, including without limitation any such Claims arising out of the actual or alleged failure to perform any of the Mitigation Measures or the actual or alleged failure to comply with any applicable Oil Well Abandonment Regulations. This Indemnity is comprehensive. Not by way of limitation of the foregoing, this Indemnity is intended to cover and include Claims made against the City Parties by any property owners, occupants, and invitees of properties located within 500 feet of the exterior boundaries of the Property against any of the City Parties arising directly or indirectly to the previously abandoned oil wells on the Property, including any such Claims for alleged property losses and/or personal injuries involving exposure to minerals, gases, toxins, leaks, unstable ground, or any other condition in any way created by the previously abandoned oil wells on and under the Property. 3. Indemnity Procedure. (a) If a Claim is threatened or filed against City that is within the scope of Owner's indemnity obligation set forth in Section 2 of this Agreement, City shall promptly notify Owner in writing, tender defense of the Claim against the City Parties to Owner, and provide a copy of all records pertaining to the Claim to Owner, and thereafter the City Parties shall cooperate with Owner in the defense of said Claim, including without limitation promptly providing Owner access to City witnesses and copies of City records relevant to the defense of the Claim upon Owner's written request. If City fails to perform said obligations, Owner shall have no obligation to indemnify City for City costs and expenses incurred during the time that City is in default of its obligations hereunder. Upon City notifying Owner of the Claim, as provided in the preceding sentence, Owner shall assume on behalf of the City Parties and conduct with due diligence and in good faith the investigation and defense of the Claim with counsel reasonably satisfactory to City; provided, however, that City additionally shall have the right to have the City Parties represented by advisory counsel of City's own selection at City's own expense. (b) If any Claim arises that is within the scope of Owner's indemnity obligation set forth in Section 2 of this Agreement and Owner fails to promptly assume or thereafter provide the defense of the City Parties, the City shall have the right to take reasonable steps to mitigate its damages, including retention of counsel of City's choosing and settlement or contesting of the Claim, and thereafter Owner shall be responsible to pay or reimburse City's costs incurred, including without limitation attorney's fees and collection costs City incurred in seeking payment/reimbursement from Owner; provided, however, that City shall not have the right to settle a Claim that requires Owner to perform any obligation other than the payment of money without Owner's prior written consent, which consent Owner may withhold in its sole and absolute discretion. (c) Owner shall have the right to settle or resolve any third party Claims within the scope of its indemnity obligation set forth in Section 2 of this Agreement; provided, 3 24-14453/338550 however, that Owner shall not have the right to modify or amend any of the Owner's obligation under this Agreement in a manner that would require City approval in the first instance. 4. No City Representation or Warranty Re Satisfaction of Oil Well Abandonment Regulations. Nothing in this Agreement is intended or shall be deemed to constitute a representation or warranty by City to Owner that the Owner satisfactorily performed the Mitigation Measures or complied with the Oil Well Abandonment Regulations. 5. Successors and Assigns. This Agreement shall be binding upon Owner and its successors and assignees and shall inure to the benefit of and shall be enforceable by each of the City Parties and their respective successors and assignees. In this regard, the City Parties other than City and their respective successors and assignees are intended third party beneficiaries of Owner's release and indemnity obligations set forth herein, but there are no other intended third party beneficiaries hereunder. 6. Notices. Any notice, demand, or request required under this Agreement shall be given in writing at the address set forth below by personal service; facsimile; overnight courier; or registered or certified, first class mail, return receipt requested. This Agreement shall be interpreted and applied in accordance with California law, with regard to conflict of law principles. The project site includes an abandoned oil well, Scoc#5, API: 05902010. See Appendix A. As per Huntington Beach City Specification No. 422, Don Le, the well Scoc#5 operator, has made reasonable efforts to comply with the CaIGEM-approved abandonment permit.See Appendix B. The operator obtained a permit from CalGEM and hired a specialized well abandonment rig company for the job.The well abandonment started on December 6th, 2016. However, during the process, the rig company found a 2-7/8 inch tubing stuck at a depth of 2981 feet inside the well casing, which prevented them from completely fulfilling the CaIGEM permit. CaIGEM issued the Report of Well Abandonment for well Scoc#5 on November 19th, 2018. According to the report, the well fails to meet current abandonment standards because of the improper isolation of the Jones and Stray Sand Zone. See Appendix C. The hydrocarbon-bearing zones present in the Scoc #5 are as follows: Zone Estimated Top Cement Plugged Upper Bolsa Zone 1840' Yes-Inside/Outside Middle Bolsa Zone 2120' Yes-Inside/Outside Intermediate Ashton Zone 2730' Yes-Inside Stray Sand Zone 3405' Yes-Outside Jones Zone 3860' Undetermined WITTEN Ai engineering Although CaIGEM was correct in determining that not all the required hydrocarbon zonal isolation plugs are properly isolated, the cement plugs across the Stray Sand Zone in the annulus, the Intermediate Ashton Zone on the inside, and the Middle Bolsa and Upper Bolsa Zones on the inside and outside of the casing achieve proper isolation so as not to permit oil and gas migration to the Base of fresh water and/or surface. The presence of fully compliant cement plugging of the Upper Bolsa, base of freshwater, and surface provides three separate barriers to prevent future migration of hydrocarbons to the surface. See the wellbore diagram in Appendix E Stuck tubing or other junk in the well can make abandoning the well properly to CaIGEM standards unfeasible. After reviewing the detailed procedure and summary of the abandonment, see Appendix D, we have concluded that a second re-abandonment is unlikely to remove the stuck tubing and be successful. Abandonment of the junk fish encountered at 2296 feet was performed in accordance with 14 CCR 1723, which allows CaIGEM to authorize abandonment using a cement downsqueeze combined with a minimum 100-foot plug atop the junk. Proper authorization was obtained, and operations were witnessed by CaIGEM inspector R Weigand on 02/02/2017. A survey was conducted on the offset wells within 100 feet of well Scoc#5, which have residential structures built over them. It was revealed that although Scoc#5 has not received a proper abandonment letter from CaIGEM,the cement plugs and abandonment procedure used to abandon it contain a significantly higher amount of cement inside and outside the casing. This is an important factor in determining the potential migration of oil and gas to the surface or into the base of fresh water. No leaks have been reported from the wells studied,giving us confidence that the potential for a leak in well Scoc#5 is significantly lower. For a list of the wells reviewed, please refer to Appendix F. It's important to take into account the potential risks associated with the re-pressurization of Scoc#5 completion zone by nearby injection wells. When dealing with abandoned wells,the proximity of an injection well can pose several risks, such as fluid migration and subsurface pressure changes. The standard area of review required by CaIGEM covers a quarter-mile radius around the well and must be considered to ensure the safety of the area.There are no injection wells within one mile of SCOC 5, therefore offset injection is not perceived to be a risk factor to long-term abandonment integrity. On October 31st, 2022, GeoScience Analytical, LLC conducted a leak test on well Scoc#5 in Huntington Beach City.The test involved analyzing soil gas samples for methane using an organic vapor analyzer.The samples were taken from different parts of the parcel to provide WITTEN Aid engineering adequate coverage.The results showed that the methane concentration was 500 ppmv or 0.05%, which is ten times lower than the minimum threshold of 5000 ppmv or 0.5% set by Huntington Beach City Specification No. 429. See Appendix G Based on all available analytical data,the well site does not contain significantly elevated concentrations of methane and, therefore, poses no significant risk to public health and safety. Witten Engineering makes the following precautionary recommendations to the local permitting agency, property owner, and developer: 1. A vent cone with a continuous methane monitoring system should be placed above the well casing to facilitate prompt leak detection. 2. A passive methane mitigation system is required per Huntington Beach City Specification No. 429. Per the Hazardous Gas Assessment,Appendix C, mitigation is recommended to include sub-slab ventilation and a 2" sand layer above and below a gas-impervious membrane. Mitigation shall be designed by an engineer specializing in hazardous gas mitigation systems. 3. It is important to note that although a well may have been thoroughly plugged and abandoned, it is always possible that it will start to leak after abandonment, and if that happens, it will need to be addressed. Given the information and recommendations detailed above, we believe that the current condition of the well, Scoc#5, does not pose any significant risk to public health and safety. The well shall be plugged with cement from 2120' to 2020' (minimum). 14. For isolation of the Upper Bolsa Zone,the 7"casing shall be perforated at 1840'and sufficient cement shall be squeezed to fill to 1690' (minimum) outside the casing, or until a pressure increase, not to exceed the fracture pressure, is noted. 15. The well shall be plugged with cement from 1840'to 1740' (minimum). 6. For isolation of the Base of Freshwater Zone,the 7"casing shall be perforated at 1365' and sufficient cement shall be squeezed to fill to 1215' (minimum)outside the casing, or until a pressure increase, not to exceed the fracture pressure, is noted. 17. The well shall be plugged with cement from 1365'to 1265' (minimum). 18 All casings of the well, both inside and outside, shall be plugged with cement from at least 25 feet below the final cut down of the well to the surface(minimum). 19. All casing shall be removed from between 5'and 10' below ground level. 20 A steel plate, at least as thick as the outer well casing and bearing the last five digits of the API number, shall be tack welded around the top circumference of the outer casing. 21. The well location shall be surveyed prior to burying the well, and the survey shall be filed with this office. Latitude and longitude shall be in decimal degrees, to six decimal places, in NAD83. 22 Well site restoration shall be completed within 60 days following the completion of plugging operations. 23. Notice to Los Angeles Basin Operators and Contractors Class II BOPE Requirements for Critical Wells May 21,2001 In addition to the Class II BOPE requirements set forth in Division of Oil, Gas and Geothermal Resources publication No.M07,the following are also required for critical wells in the Los Angeles Basin: (1) Any and all control lines common to the BOPE and installed within 25 feet of the well bore must be shielded properly and insulated so the temperature rating is equal to or greater than 450 degrees Fahrenheit. (2) Separate controls must be connected to each preventer in the BOPE stack. All control stations must be capable of providing complete opening and closure of each preventer in the BOPE stack. (3) A minimum of one control station must be located at least 25 feet from the well bore. (4) An emergency backup system must be installed that utilizes an independent, explosion-safe source of actuating energy. The source of energy and all controlling mechanisms associated with the backup system must be located at least 25 feet from the well bore,and in close proximity to the control station described in(3)above. (5) An access line of 2-inch minimum outside diameter must be installed below the preventer(s). In addition to the control valve installed at the wellhead, the access line must have a minimum of one control valve located at least 10 feet outside of the cellar. The valve outside of the cellar will be the primary control valve for well work operations. The part of the access line located between the well bore and the control valve outside of the well cellar must be shielded properly and insulated so the temperature rating is equal to or greater than 450 degrees Fahrenheit. Definition of a critical well As defined in the California Code of Regulations, Title 14, Division 2, Chapter 4, Section 1720(a), "critical well" means a well within: (1) 300 feet of the following: (A) Any building intended for human occupancy that is not necessary to the operation of the well;or (B) Any airport runway. (2) 100 feet of the following: (A) Any dedicated public street,highway,or nearest rail of an operating railway that is in general use; (B) Any navigable body of water or watercourse perennially covered by water; (C) Any public recreational facility such as a golf course, amusement park,picnic ground,campground, or any other area of periodic high-density population;or (D) Any officially recognized wildlife preserve. • Exceptions or additions to this definition may be established by the supervisor upon his or her own judgment or upon written request of an operator. Under the current investigation,two (2)soil probes were advanced to depths of 4.0' (bg) on October 19, 2022.Two (2) deeper soil borings were advanced to depths of approximately 20' (bg) on October 19, 2022 at locations throughout the parcel (Figure 1). Soil gas samples were recovered from depths of 5.0', 10',and approximately 20' in each soil boring between October 19, and 21. Soil boring locations were established to provide adequate coverage of the small parcel. Samples of soil gas were analyzed for methane. Methane concentrations were<500.0 ppmv in the soil probes (Table 1). Methane concentrations were<500.0 ppmv in the soil borings (Table 1). Soil gas pressures were measured at each of the sampling intervals in the soil borings. Pressures were<0.05 in. H2O above atmospheric pressure in each case.Additionally,gaseous flow was below the limits of detection of 0.01 cu.ft/min. Barometric pressures for the two (2) sampling intervals were 30.0 in. Hg. and 29.9 in. Hg. respectively. According to field observations,there is no groundwater present in the surficial soil lithology at a depth of up to 20' (bg).This depth should not pose a negative impact on the functioning of a sub slab gas mitigation system without dewatering.A separate geotechnical investigation was not available. The subject site contains methane significantly below the Lower Explosive Limit(50,000 ppm v/v) and more typical of background levels (Figure 2).A passive methane mitigation is required for site development since the project site is within close proximity to an abandoned oil well. In order to meet Huntington Beach City Specification No. 429, mitigation is recommended to include sub slab ventilation and a 2"sand layer above and below a gas impervious membrane. Mitigation shall be designed by an engineer specializing in hazardous gas mitigation systems. In accordance with the proximity of the subject site to abandoned oil/gas well or other methane source,the applicant is required by Huntington Beach Fire Department tQ provide a methane soil gas site survey for the building site.The purpose of the building site survey is to determine,to the satisfaction of Huntington Beach Fire Department,the applicability of methane prevention and monitoring systems requirements in connection with the construction of buildings on the site.The intent of the current investigation was therefore to determine the hazardous gas potential of the subject property utilizing sufficiently deep borings to provide statistically significant baseline geochemical data necessary and sufficient to provide site classification as to the required level of mitigation. Based on all available analytical data,the site does not contain appreciably elevated concentrations of methane Or other light hydrocarbons and therefore mitigation shall be limited to mandatory minimum levels. Analysis was carried out by a Deputy Building Inspector/Chemist with over thirty (30) years of experience in completing combustible gas assessments throughout Southern California under the supervision of a Registered Civil Engineer with experience in the design of soil gas mitigation and site assessment. Sample collection took place over a period of three (3) days. The abandonment of well was not approved to current standards by the California Geologic Energy Division (CaIGEM)). Exhibit B provides the Notice 0G159 Report on Well Abandonment from CaIGEM reporting the work did not meet the current abandonment standards due to the top of the Stray Sand Zone at 3,405'and the top of Jones Zone at 3,860' not being isolated. For wells not obtaining an approved 0G159 from CaIGEM, HBMC requires an engineering report by a licensed Professional Engineer experienced in well abandonment and who is approved by the Huntington Beach Fire Department(HBFD) be prepared to assess the potential risk posed by the oil well in relation to the proximity of buildings on the property on or near the subject well. Figure 1 provides the current wellbore diagram and the location of all protective casings and cement barriers existing in the well. Exhibit C provides CaIGEM Permit to Conduct Operations P115-0270 for the abandonment work and the CaIGEM historical well files. Exhibit D provides CaIGEM Form 0G103 documenting the work conducted for the well abandonment. The following CaIGEM requirements were NOT MEET during the well abandonment process. 1. The well conditions did not allow the well to be cleaned out to the total depth of 4,026'. A 2- 7/8"tubing fish was recovered from the well and sand running into the wellbore prevented achieving the required depth of clean out. CaIGEM representative Barry(rick approved a variance to plug the well with cement from 2,953'and to squeeze cement 40 cubic feet of cement into the 7" casing by 9-7/8" open hole annulus. The permit required a cement imaging log be run from 3,321' to 2,900' to demonstrate cement in the annulus across those depths to isolate the Jones Zone and the Stray Sand Zone. In addition, the permit required cement plugs placed inside the 5-1/2"liner and 7"casing from 4,026'—3,721' and 3,405'to 3,305'. This step was not completed since the well could not be cleaned out below 2,953'. The primary cement job performed on the 7" provided a calculated cement coverage in the 9-7/8" open hole by 7" casing annulus from 3,850' to 2,943'. An additional forty (40) cubic feet of cement was squeezed into the 9-7/8"open hole by 7" casing annulus at 2,943' during the abandonment work, bring the top of cement in the annulus to 2,803'. While the cement imaging log could not be performed, based on the available information and the work conducted during the abandonment,cement exists in the 9-7/8"open hole by 7"casing annulus across the CaIGEM desired interval of 3,321' —2,900'. This annular cement and a cement plug installed during the well abandonment work inside the 7" casing from 2,954' to 2,619' isolates any potential hydrocarbon migration from the Jones Zone and the Stray Sand Zone. This cement plug inside the 7" casing met CaIGEM's requirement for cement plug 2,730' to 2,630'. (Exhibit C CaIGEM Permit Conditions#5,#6 and#8) 3. For isolation of the Intermediate Ashton Zone,the permit required the 7"casing to be perforated at 2,730' and an attempt be made to squeeze cement into the 9-7/8" open hole by 7" casing annulus. During abandonment operations perforations were added from 2,732' to 2,730'. An attempt was made to squeeze cement into the annulus and no cement was squeezed into the perforations due to pressure approaching the formation fracture gradient. A cement plug was placed inside the 7" casing from 2,732' to 2,619' isolating hydrocarbon migration inside the 7" casing from the Intermediate Ashton Zone. Annular hydrocarbon migration is prevented by three additional cement plugs in the annulus above the top of Intermediate Ashton Zone (2,120' to 1,969', 1,840' to 1,689', and 106' to the well cap 10' below surface). (Exhibit C CaIGEM Permit Condition#10) The purpose of the CaIGEM abandonment regulations is to insure: 1. Hydrocarbons do not migrate from hydrocarbon bearing zones to the Base of Freshwater and to Surface. In addition,the regulations are intended to prevent the waste of hydrocarbon resources by preventing the migration of hydrocarbons to non-hydrocarbon bearing zones. 2. Protection of fresh water zones by preventing percolation of surface waters and migration of subsurface fluids from saline water zones and hydrocarbon bearing zones into the fresh water zones. 3. Hydrocarbon migration issues — it is my professional opinion the well presents no risk of hydrocarbon fluids migrating to the surface since the well abandonment provides sufficient steel casing,cement, and mud barriers as illustrated in Figure 1. 2. Protection of fresh water zones— it is my professional opinion the well presents no risk to the fresh water zones present since the well abandonment provides sufficient steel casing, cement, and mud barriers as illustrated in Figure 1. 3. Surface protection—it is my professional opinion the well presents no risk to the surfacing of well fluids since the well abandonment provides sufficient steel casing, cement, and mud barriers as illustrated in Figure 1. 4. Mitigation measures — it is my professional opinion that no additional subsurface mitigation measures of the well abandonment are required. Prior to construction, a vent cone and vapor barrier will be installed (see section 4e below). Specifically, CaIGEM's 0G159 letter did not approve the abandonment due to the top of the Jones Zone at 3,860' was not isolated with a cement plug and the top of the Stray Sand Zone at 3,405'was not isolated with a cement plug. No additional mitigation is required to protect the escape of hydrocarbon fluids to surface since the Jones and Stray Sand Zones are protected from migration of hydrocarbon fluids by the following barriers (Figure 1): a. The Jones Zone was the only hydrocarbon zone ever produced in the well. The Jones Zone and the Stray Sand Zone are protected from migration of fluid due to heavy drilling mud, unperforated steel casing, and multiple cement plugs between the Zones and surface to prevent subsurface migration of hydrocarbon fluids. b. Annular prevention of fluid migration is protected by five cement plugs: Plug 1-3,850'— 2,803'(1,047'of cement);Plug 2-2,120'—1,969'(151'of cement);Plug 3-1,840'—1,689' (151' of cement); Plug 4- 1,365'— 1,165' (200' of cement); Plug 5— 106'—surface (106' feet of cement). Heavy drilling mud is between all of the annular cement plugs providing an additional barrier to hydrocarbon fluid migration from the Jones and Stray Sand Zones. c. Internal pipe prevention of fluid migration is protected by four cement plugs: Plug 1 — 2,954'—2,619'(335'of cement); Plug 2—2,296'—1,649'(647'of cement); Plug 3—1,363' —1,165' (198' of cement); Plug 4—123'—surface(123' of cement). Heavy drilling mud is between all of the internal casing cement plugs providing an additional barrier to hydrocarbon fluid migration from the Jones and Stray Sand Zones. d. The fluid migration potential pathway up the annulus of the 10-3/4"surface casing set at 630' is prevented from annular cement from 630'—surface. e. At completion of the DOGGR review, a Well Review Letter will be issued to the owner. • The well operator must submit an application to abandon or re-abandon each oil well to the DOGGR when the well is not abandoned to the current DOGGR standards, or when the well casing will be modified. The DOGGR will then issue a permit that sets forth their agency requirements and conditions. The DOGGR Well Review Letter (if applicable) and abandonment permit must be presented to the Huntington Beach Fire Department (HBFD) in order to obtain a Fire Department permit for well abandonment. The HBFD permit authority on well abandonment includes top plate inspection, methane leak test, backfill / grading and land use/development as per Sections 3, 4, 5, and 6 in this City Specification. REQUIREMENTS 1. PERMITS 1.1 The well operator or well abandonment contractor must submit a Fire Construction Permit Application (FD042) to the HBFD for each oil well being abandoned. Two (2) copies of a site plan must also be provided, with building locations, well location, Geographical Information System (GIS) coordinates for well, American Petroleum Institute (API) number, well name, well operator, property owner and any other pertinent information. 1.2 If explosives are to be used at any stage of the abandonment process, the abandonment contractor must obtain an Operational Permit by completing the Fire Code Permit Application (FD114) and submitting to the HBFD prior to use of explosives. Once plan approvals and permits have been obtained as required by Sections 1.1 and 1.2 above, abandonment work may commence. OIL WELL (DOWN HOLE)ABANDONMENT 2.1 An oil well shall be abandoned per the current DOGGR standards. The well operator must do everything reasonable and feasible to properly abandon the well, including completing the abandonment of the well in compliance with an alternative abandonment plan coordinated and approved by the DOGGR. 2.2 When the required down hole well work is complete and all records received, the DOGGR will issue a Report of Well Abandonment (Form 0G159) to the applicant. A copy of the DOGGR issued report for each well shall be submitted to the HBFD prior to the oil well abandonment permit final inspection approval. 3. PRIOR TO BACKFILLING THE EXCAVATION 3.1 Welding of the Metal Top Plate 3.1.1 The metal top plate shall be the same thickness or thicker than the casing it is attached to and must be welded by a licensed welder. 3.1.2 The plate shall have three, 2 inch welds and shall be free of any nipples and/or valves. Full circumference (100%) welding of the top plate is not permitted. 3.1.3 Termination of the top plate and metal casing shall be a minimum of 6 feet and a maximum of 10 feet below final grade. 3.1.4 The following information shall be placed on the top plate surface with welding rod: • API number • Well name • Date welded 3.2 Fire Department Inspection and Gas-Test 3.2.1 The Fire Department must observe the methane gas-test at the well head prior to welding the top plate. The top plate shall be welded immediately after gas- test completion in the presence of the HBFD Inspector. 3.2.2 The gas-test equipment is required to have been calibrated within the previous 12 months and a copy of the calibration test provided at the inspection. 3.2.3 Results of the gas-test must be provided to the HBFD for review prior to final permit approval. 3.2.4 Methane levels at the top plate cannot exceed site specific background levels. BACKFILL &GRADING 4.1 All grading associated with well abandonment shall be performed in accordance with City grading and excavation codes. . ; 4.2 Each excavation must be back-filled and compacted in lifts no greater than 8 inches. 4.3 Back-fill material must be clean and free of debris, in compliance with City Specification No. 431-92, Soil Quality Standard. 4.4 All lifts shall be compacted to a minimum of 90 percent relative compaction, in compliance with American Society of Testing & Materials standards. 4.5 Copies of compaction reports shall be submitted to the HBFD at completion of grading, prior to oil well abandonment pp permit final inspection approval. p 5. LAND USE/DEVELOPMENT 5.0 To develop a parcel that contains an oil well, all oil wells must be abandoned or re- abandoned when the wells are not abandoned to the current DOGGR standard. Sections 5.1 and 5.2 provide options for development based on the abandonment outcome. 5.1 If the oil well abandonment is approved to current standards by the DOGGR, there is no restriction to development location. A copy of the Report on Well Abandonment (0G159) must be provided to the HBFD for review prior to precise grade or building plan approval. 5.2 If the oil well abandonment is not approved to current standards by the DOGGR, Land Use / Development may still occur, subject to the following requirements and approval by the HBFD: 5.2.1 The well operator must provide a copy of the Report on Well Abandonment (0G159)to the HBFD. 5.2.2 The property owner shall provide a report from a California licensed Professional Engineer or Geologist that is experienced in well abandonment. The licensed Professional must be approved by the HBFD. The report shall include the following: 5.2.2.1 Detailed abandonment procedure. 5.2.2.2 Reason for failure to meet the DOGGR standards. 5.2.2.3 Additional mitigation measures, if proposed. Recommendation must also include an affirmative statement that the abandoned well will not pose any significant risks to public health or safety. 5.2.3.5 The report shall be stamped, wet signed and dated by the licensed professional. 5.2.3 The property owner shall fully execute and record an Environmental Release and Indemnity Agreement in the format required by the City of Huntington Beach Attorney. 5.2.4 Upon receipt of the reports required in 5.2.1 and 5.2.2, and receipt of the Indemnity Agreement required in 5.2.3, the HBFD will conduct a review. If the HBFD finds the well abandonment safe for the proposed land use / development, a letter will be issued with the requirements for approval of precise grade and building plans. The HBFD shall retain the services of a third party consultant of the City's choice to assist in reviewing the report / documents, and the owner shall pay all fees for the consultant. 5.3 Prior to the issuance of precise grade or building permits, former oilfield properties shall conform to City Specification No. 429, Methane Mitigation Requirements, and City Specification No.431-92, Soil Quality Standard. 6. CONTAMINATION 6.1 If, during any of the oil well abandonment or project development processes, any previously unknown oil well or soil contamination is discovered, the DOGGR and the HBFD must be notified immediately. 6.2 If the contamination discovered constitutes a release under Proposition 65, contact the Orange County Health Care Agency immediately and provide notification of the release. If abandoned wells can be proven safe and/or hydrocarbon contaminated soils conform to Huntington Beach City Specification No. 431-92, Soil Quality Standard, construction may be allowed at the discretion of the Fire Code Official. The presence of abandoned oil/gas wells and approved non-remediated soils shall be disclosed to future property owners. This City Specification defines the requirements for methane gas testing, potential methane sources, documentation of oil/gas wells within the vicinity of the project, the applicability of a methane mitigation system, and the requirement for methane mitigation design, including oil/gas well abandonment and building protection. APPLICABILITY OF THIS CITY SPECIFICATION • This City Specification is applicable to all proposed construction projects with the potential for subsurface methane. • Compliance with this City Specification is required as per the Huntington Beach Municipal Code (HBMC) Sections 17.04.085 (Methane District Regulations), 17.56.100 (Geological Studies, Evaluations, Reports), and 17.56.730 (Well Drilling and Operating). DEFINITION OF TERMS Abandoned Oil/Gas Well—A well that has been plugged and abandoned to State of California, Division of Oil, Gas, and Geothermal Resources(DOGGR)standards. Administrative Boundary—The boundary delineating the surface area which is underlain or reasonably appears to be underlain by one or more oil and/or gas pools as defined by the State of California, Division of Oil, Gas, and Geothermal Resources(DOGGR). Division of Oil, Gas, and Geothermal Resources (DOGGR) —State of California regulatory agency for the enforcement for oil/gas wells and geothermal wells. Gas Membrane Barrier — A barrier installed beneath a structure's slab/foundation for the purpose of limiting the intrusion of combustible soil gas. Gas Seepage Zone—Any location where natural gas emerges at the surface from a subsurface source. Huntington Beach Methane Overlay District—See Huntington Beach 1994 General Plan (page V-EH- 19) or its most current update. Hydrocarbon Free Oil/Gas Well —Any well drilled with the expectation of, but not finding, hydrocarbon accumulations in any quantity. The Mitigation Plan must be approved by the HBFD prior to construction. Registered Professional — A California Registered Professional Engineer or Registered Professional Geologist. The HBFD may accept other credentialed professionals if they can demonstrate proficiency in the subject of soil gas investigation and mitigation. Soil Gas Investigation — A scientific investigation reviewed and approved by HBFD, conducted by a Registered Professional for the purpose of determining the locations and concentrations of combustible soil gas. Sub-Slab Passive Venting — A non-powered system of components located beneath and/or within a structure and designed to vent accumulations of combustible soil gas to the atmosphere. Well—Any well defined in California Public Resources Code Division 3, Chapter 1, section 3008(a)(b)and Chapter 4, section 3703, as described below: • 3008 (a): "Well" means any oil or gas well or well for the discovery of oil or gas; any well on lands producing or reasonably presumed to contain oil or gas; any well drilled for the purpose of injecting fluids or gas for stimulating oil or gas recovery, repressuring or pressure maintenance of oil or gas reservoirs, or disposing of waste fluids from an oil or gas field; any well used to inject or withdraw gas from an underground storage facility; or any well drilled within or adjacent to an oil or gas pool for the purpose of obtaining water to be used in production stimulation or repressuring operations. • 3008 (b): "Prospect well" or"exploratory well" means any well drilled to extend a field or explore a new, potentially productive reservoir. • 3703. "Well" means any well for the discovery of geothermal resources or any well on lands producing geothermal resources or reasonably presumed to contain geothermal resources, or any special well, converted producing well or reactivated or converted abandoned well employed for reinjecting geothermal resources or the residue thereof. TESTING AND MITIGATION MEASURES FOR OIL AND HYDROCARBON IMPACTED DEVELOPMENT,OR DEVELOPMENT OVER OR NEAR NATURALLY OCCURRING METHANE SOURCES All proposed oil or hydrocarbon impacted divisions of land, subdivisions and/or property developments shall be reviewed by the HBFD. The Fire Code Official may require a site-soil testing work plan to determine the presence of methane gas and/or soil contamination. The Fire Code Official may require other actions as deemed necessary to ensure development and/or building site safety. 1.1 Methane Mitigation Required Methane mitigation is required for any building or enclosed structure proposed for the following locations: 1.1.1 Within a distance less than or equal to 100 feet from any active or abandoned oiVgas well. Exception: This guideline shall not apply to any hydrocarbon free oiVgas well as defined above when complete surface to total depth data has been provided to DOGGR for review and certification and such certification is provided to the HBFD. 1.1.2 A distance of less than or equal to 300 feet from any gas seepage zone. 1.2 Methane Mitigation May Be Required Methane mitigation may be required for any building or enclosed structure proposed for the following locations: 1.2.1 A distance greater than 100 feet from any active or abandoned oiVgas well and within a distance less than or equal to 100 feet of the administrative boundary of an oil/gas field that has been defined by DOGGR. An administrative boundary can be determined by visiting the website for DOGGR. 1.2.2 Within the Huntington Beach Methane Overlay District. 1.2.3 A distance less than or equal to 1,000 feet from the refuse footprint of any existing or new landfill or disposal site as described in the California Code of Regulations(CCR) Title 27. The landfill or disposal site may be operating or closed, abandoned or inactive. SEPTEMBER 2016-REPLACES JULY 2002 PAGE 4 OF 12 S:\FMT\FIRE PREVENTION MANUAL\CITY SPECS\CITY SPEC 429.DOC CITY SPECIFICATION NO. 429 Methane Mitigation Requirements 1.3.4.3 The work plan shall contain a detailed description of the proposed site investigation including (at a minimum): site background and operational history; results of any existing soil gas or soil testing data; proposed investigation, gas probe installation, and sampling methodologies; map showing existing and proposed structures; locations, numbers, and depths of proposed soil gas sampling points; data collection techniques utilized. 1.3.4.4 Following HBFD approval of the work plan and completion of the investigation, a soil gas investigation report shall be submitted to the HBFD for review and approval. To the degree possible, the source(s) of any anomalous levels of methane shall be identified. The project proponent should provide a recommendation for the proposed level of methane mitigation warranted, pursuant to this guideline. 1.3.4.5 The HBFD review of project work plans, reports, and methane barrier / mitigation plans may require the use of City consultants. The Huntington Beach City Council approved fee schedule allows the HBFD to recover consultant fees from the applicant, developer, or other responsible party. 1.3.4.6 Methane soil gas testing results are valid for five years from date tested. All grading associated with soil and/or soil gas testing and/or remediation shall be performed in accordance with City grading and excavation codes. A grading permit fee may be required. 1.6 Geological Studies The HBFD may require submittal of geological studies, evaluations, and report for remedial recommendations in accordance with HBMC 17.56.100. 1.7 Nearby Landfill or Disposal Site If the proposed development is within 1,000 feet from the refuse footprint of any existing or new landfill or disposal site, then the project proponent is required to contact the Local Enforcement Agency (LEA; i.e., Orange County Health Care Agency) to obtain direction on applicable CCR Title 27 requirements for the proposed development. The LEA may require methane testing and the design of a methane protection system in accordance with CCR Title 27 requirements. Methane protection systems designed in accordance with CCR Title 27 within Huntington Beach City limits shall also be reviewed by the HBFD. Should the LEA elect to not require methane mitigation in accordance with CCR Title 27 requirements for the proposed development, the HBFD and/or other City of Huntington Beach departments will evaluate whether methane mitigation is still required under this specification. 1.8 Source Removal After testing for the presence of petroleum hydrocarbons and site remediation, if all sources of combustible soil gas, such as crude oil impacted soil or oil field sumps, have been removed, isolated, or remediated such that no potential threat to buildings due to methane generation or migration remains, then no further mitigation in that area shall be required unless recommended by a Registered Professional. All remediation shall be performed in accordance with Huntington Beach City Specification No. 431-92, Soil Quality Standard. 1.9 Passive Venting of Abandoned Oil/Gas Wells Abandonment of oil/gas wells shall be documented in accordance with Section 2 below. All abandoned oil/gas wells within 100 feet of any proposed building shall be vented. All wells within 300 feet of a proposed building that are also under or within 5 feet of a paved road, paved parking lot, or other continuous impermeable surface barrier where the continuous impermeable surface barrier is within 25 feet of the proposed building, shall be vented. Oil/gas well venting shall be performed in accordance with Section 3.1 below. NOTE: Mitigation systems may not be installed within the public right of way without prior approval from the Public Works Department and/or other applicable agencies. PROJECT WELL DOCUMENTATION AND REVIEW 2.1 DOGGR Site Plan Review An approved DOGGR construction project Site Plan Review shall be on file with the HBFD. All oil/gas wells within or potentially within property boundaries must meet current DOGGR abandonment requirements and be reviewed by the HBFD. A DOGGR Site Plan Review application may be obtained from: Department of Conservation Division of Oil, Gas and Geothermal Resources (DOGGR) 5816 Corporate Avenue, Suite 200 Cypress, CA 90630-4731 (714)816-6847 http://www.consrv.ca.gov/ 2.2 DOGGR Closure Letter A DOGGR closure letter indicating that all site oil/gas wells have been abandoned or re- abandoned to the current adopted DOGGR requirements shall be provided to the HBFD at the time of submittal for the HBFD well abandonment permit. 2.3 HBFD Well Abandonment Application and Permit A well abandonment application and permit is required as per Huntington Beach City Specification No. 422, Oil Well Abandonment Permit Process. The permit must be approved by the HBFD prior to building plan approval. 3. MANDATORY PROCEDURES FOR MITIGATION Design and installation criteria for soil gas mitigation systems have been established and are described herein. However, these criteria are not intended to limit the engineered design for any specific site. Prior to the installation of a soil gas mitigation system, plans shall be submitted to the HBFD for review/approval. All proposed designs shall be reviewed/stamped by a Registered Professional. 3.1 Oil/Gas Well Vent Cone 3.1.1 Plans shall be submitted and approved by the HBFD and shall indicate all cones, vertical piping, horizontal well-vent pipe runs, and vent terminations. Plans shall be to scale. A well vent/cone permit must be issued by the HBFD prior to work commencing. 3.1.2 All cone and vent systems shall be of a type and design approved by the HBFD. The design and installation shall be in conformance with applicable codes, such as the current adopted edition of the California Building Code, Mechanical Code, Plumbing Code, and Details 8.0, 9.0, and 12.0 of this City Specification. Any design not in conformance with this specification must be designed and stamped by a Registered Professional. 3.1.3 Horizontal PVC well-vent pipe runs must be placed in a sanded trench with a minimum of 3 feet of cover. Additionally, these horizontal runs shall be provided with a 14 gauge solid- strand yellow insulated utility locator wire installed directly above the well-vent pipe (Details 8.0 and 9.0). SEPTEMBER 2016-REPLACES JULY 2002 PAGE 7 OF 12 S:FMT\FIRE PREVENTION MANUAL\CITY SPECS\CITY SPEC 429.DOC CITY SPECIFICATION NO.429 Methane Mitigation Requirements 3.1.4 Horizontal PVC well-vent pipe shall be continuously sloped at a minimum of 1 percent down to the vent cone to provide for drainage and clean-out of pipe(Details 8.0 and 9.0). 3.1.5 Horizontal PVC well-vent pipe shall be connected to an oil well-vent riser consistent with Details 8.0 and 9.0. 3.1.6 Vertical oil well-vent riser pipe shall be a minimum of 2-inch galvanized steel. Riser pipe below the slab,and up to 3 inches above the slab,shall be PVC(Details 8.0 and 9.0). 3.1.7 Any oil well-vent riser pipe located within an open yard connected to a light standard shall terminate at a height of not less than 16 feet above adjacent grade as indicated in Detail 9.0. Riser pipe shall terminate at a distance of at least 10 feet from any building opening or air intake and at least 3 feet from any property line. 3.1.8 Oil well vent cone and temporary vent stub-up shall be installed as per Detail 12.0. 3.2 Passive Mitigation System A passive mitigation system shall consist of a gas membrane barrier and a sub-slab venting system: 3.2.1 Gas Membrane Barrier 3.2.1.1 A gas membrane barrier must consist of a manufactured geomembrane designed to prevent the transmission of methane. A gas membrane barrier must be a minimum dry thickness of 15 mils and have a gas transmission rate(GTR)of less than 40 milliliter per square meter day(mlm2 D)when tested in accordance with American Society for Testing and Materials (ASTM) D1434. A specific geomembrane must be proposed on the plans by the project proponent for review and approved by the HBFD. A methane barrier permit must be issued by the HBFD prior to work commencing. 3.2.1.2 A gas membrane barrier shall be installed horizontally beneath the building slab and foundations(Detail 10.0) and vertically along subterranean building elements (Detail 11.0). 3.2.1.3 The membrane installation contractor must be certified by the membrane manufacturer for installation, if such a certification program is provided by the manufacturer. 3.2.1.4 The horizontal gas membrane barrier shall be installed per the manufacturer's recommendations and shall be protected above and below the membrane by a 2- inch thick sand layer or other manufacturer-approved protection course (Detail 10.0). Manufacturer's approval shall be included with the HBFD submittal. 3.2.1.5 The vertical gas membrane barrier shall be installed per the manufacturer's recommendations and shall be protected on both sides by the manufacturer- approved protection material (Detail 11.0). Manufacturer's approval shall be included with the HBFD submittal. 3.2.1.6 All membrane barriers shall be checked and repair smoke tested for installation defects (e.g., puncture) prior to final inspection. Testing must follow manufacturer's quality control testing recommendations. SEPTEMBER 2016-REPLACES JULY 2002 PAGE 8 OF 12 S:1FMTIFIRE PREVENTION MANUAL\CITY SPECSICITY SPEC 429.DOC CITY SPECIFICATION NO. 429 Methane Mitigation Requirements 3.2.1.7 All systems shall be final smoke tested under the observation of the HBFD inspector after check and repair smoke testing. 3.2.1.8 Penetrations of the gas membrane barrier shall be sealed with a membrane boot per the manufacturer's recommendations. 3.2.2 Venting The design for the sub-slab venting system shall be approved by a Registered Professional. The design and installation shall be in accordance with the California Building Code, Mechanical Code, and Plumbing Code,and meet the following criteria: 3.2.2.1 Unless otherwise approved by the HBFD, sub-slab vent piping shall be placed such that no portion of the foundation is more than 25 feet from a vent pipe. Vent piping shall not be spaced greater than 40 feet horizontally and a vent riser pipe shall be included for every 120 feet of vent pipe length or 4,800 square feet of building footprint. Each 90 degree elbow will equal 4 feet of pipe length. 3.2.2.2 Vent piping shall be a minimum 3-inch diameter polyvinyl chloride (PVC) or high density polyethylene (HDPE) perforated pipe or equivalent (Detail 4.0). Strip composite with a minimum width of 12 inches and minimum thickness of 1 inch may be used as an equivalent to the perforated pipe. Equivalency must be demonstrated by the design Registered Professional in the submittal. Strip composite shall be connected to horizontal pipe and riser pipes with manufactured connections. Vent piping details shall be provided by the project proponent, including product specifications and connection details. 3.2.2.3 Vent piping shall be embedded in a pipe trench (Detail 5.0) with cross section dimensions not less than 12 inches by 12 inches, or approved equivalent. Vent trenches shall be backfilled with pea gravel(approximately 3/8 inch in diameter)or other material of similar size and porosity. 3.2.2.4 Manifolding of vent piping is prohibited without prior approval from the HBFD. 3.2.2.5 Where piping transitions through building foundations, the penetration shall be accomplished in compliance with the California Building Code and with the approval of the Building Official as approved by the project structural engineer. Piping that penetrates building foundations shall be performed in compliance with Details 3.0 through 3.4. Alternatively, as approved by the project structural engineer, piping may transition under the building foundation in compliance with Detail 3.5. 3.2.2.6 Perforated pipe shall be connected to vertical vent riser pipe(Details 6.0 and 7.0) with a California Plumbing Code approved transition/adapter. Vertical vent riser pipe shall be not less than 2 inches in diameter and shall be constructed of materials using methods specified by the California Plumbing Code and Mechanical Code. All joints shall be tightly sealed with approved materials. Riser pipe may be located within walls/chases or shall be similarly protected from physical damage. Riser pipes shall terminate at a height determined acceptable by the designing engineer but not less than 6 inches above the adjacent roof level (Details 6.0 and 7.0). Riser pipe terminations shall be located at least 3 feet from a parapet wall. Riser pipe shall terminate at a distance of at least 10 feet from any building opening or air intake and at least 3 feet from any property line. Riser pipe below the slab,and up to 3 inches above the slab,shall be PVC(Details 6.0 and 7.0). 3.2.2.8 The termination of all vent riser pipes shall be provided with a"T' connection or other approved rain cap to prevent the intrusion of rainwater. The rain cap shall be non-restricting to air flow. 3.2.2.9 Vent riser pipe shall not be installed within 5 feet from electrical panels, water - heaters,fireplaces or other sources of heat or ignition. 3.2.2.10 A test tee shall be designed and installed in the vent riser pipe. The test tee shall be accessible, and in the exterior wall surface near ground level for the purpose of testing the vent system.and providing an access opening for future vent system monitoring. The tee shall be provided with a threaded, raised hex-head plug or cap of like material. No flush plugs are allowed. Hex-head plugs and caps shall be painted red and maintained in red for the structure's duration. A square metal brass tag or rigid plastic engraved sign identifying the tee as a methane collection system vent shall be installed adjacent to the test tee. See Section 3.5.4.5 for details. 3.2.2.11 Vent pipe shall be clearly marked with a Caution Sign to indicate that the pipe may contain combustible gas. The Caution Sign should be in compliance with Detail 1.0. 3.2.2.12 The vent risers above ground should be labeled with a Caution Sign near the top, every 5 feet of vent pipe,and at least once per floor. 3.2.2.13 A Warning Sign should be placed at the main building entrance or in a location approved by HBFD. The Warning Sign should be in compliance with Detail 2.0. 3.2.2.14 All underground electrical conduit penetrating the slab or foundation of the building shall be provided with a seal-off device as normally found on classified electrical installations.This device is intended to prevent the travel of gas into the occupied portion of the structure through conduit runs. Any device installed shall meet the applicable requirements of the California Electrical Code. 3.2.2.15 All utility piping (dry utilities,wet utilities, and floor drains)shall consist of gas tight pipe in compliance with California Mechanical Code and Plumbing Code. 3.3 Alarm and Sensor Mitigation System 3.3.1 An alarm and sensor mitigation system, if required, shall be designed and installed in accordance with the passive mitigation system described above with the addition of alarms and sensors. Plans must be designed by a Registered Professional, and submitted to the HBFD for review and approval. A methane detection and alarm permit must be issued by the HBFD prior to work commencing. 3.3.2 If required, sensors shall be installed within the enclosed areas of the building to detect the possible presence of methane in the air. The sensors shall be able to detect explosive gas at concentrations between 0 and 100 percent (%) of the Lower Explosive Limit(LEL) for methane(5%methane by volume). Sensors should also be placed in each separate enclosed area of the building. 3.3.4 The sensor(s)shall be connected to a methane alarm system. Alarms should be set for a low level and high level alarm. The low level alarm shall be for methane concentrations greater than 10% of the LEL for methane. The high level alarm should be for methane concentrations greater than 25% of the LEL for methane. The low level alarm shall trigger the building owner or engineering consultant to investigate the source of the alarm and implement an engineering solution to resolve the condition. The high level alarm shall sound an audible/visible alarm on the lowest building level, evacuating that floor/area,and alerting the HBFD. Backup power for control panel shall be provided for a minimum of 24 hours for standby mode plus 5 minutes of alarm under full load condition; backup should be available within 60 seconds of power loss. 3.3.5 Methane alarm systems,when initiated, shall send a supervisory signal to the building fire alarm system, if so equipped. 3.4 Active Mitigation System An active mitigation system, if required,shall be designed and installed in accordance with the specifications for a passive mitigation system (Section 3.2) and alarm and sensor mitigation system (Section 3.3), and with the addition of forced air venting. A forced sub-slab air venting system shall be designed by a Registered Professional. The forced sub-slab air venting system shall be capable of providing a minimum of 4 air changes per hour of the vent piping and the gravel trench continuously. Unless the porosity of the gravel is established by a test prepared by a Registered Professional, the porosity of the gravel shall be taken as 25%. Plans must be submitted to the HBFD for review and approval. An active methane mitigation system permit must be issued by the HBFD prior to work commencing. 3.5 Installation and Inspection The HBFD requires inspection for all of the system installations. The Contractor shall provide access for HBFD inspections. 3.5.1 Vent Collectors/Cones—Shall be inspected prior to backfilling the excavation and after the collector is placed over the well casing top plate. 3.5.2 Below Slab Inspections 3.5.2.1 Foundation— Before placement of the methane barrier, an integrity check of the vent collector and inspection of the sub-slab vent pipe routing shall be conducted. The elbow connecting perforated pipe to solid pipe beneath the riser pipe shall be left unconnected for this check and connected after the inspection prior to backfill. 3.5.2.2 Methane Barrier— Smoke testing of the methane barrier shall be performed before placement of the concrete slab or protection layer above the methane barrier. 3.5.3 Vent Riser Inspections 3.5.3.1 Exterior Wall Vent Riser (Prior to Drywall) — A visual inspection of vent pipe joint integrity and routing through the walls shall be conducted. The inspection is conducted after framing and prior to drywall installation. The test is only for the piping above the test tee through the roof. After the testing is approved,the threaded plug or cap shall be installed back into the tee. 3.5.3.4 Caution Sign — Caution signs shall be located on the pipe every 5 feet of pipe length and at least once per floor(Detail 1.0). 3.5.4 Final Inspections 3.5.4.1 Caution Sign — Caution signs shall be located on the vent riser above the roofline (Detail 1.0). 3.5.4.2 Warning Sign—A warning sign shall be located at the main building entry or per HBFD direction(Detail 2.0). 3.5.4.3 Rain Cap — Rain caps shall be fitted to the top of the vent risers (Details 6.0 through 9.0). 3.5.4.4 Test Tee —A 2-inch diameter test tee with plug (no flush plugs) shall be installed and painted red (Details 6.0 through 9.0). 3.5.4.5 Test Tee Signage — Install a permanent metal or rigid plastic placard adhered to the wall immediately above or adjacent to the test tee plug or cap (Details 6.0 through 9.0).
