Hopkins, City Manager VIA: Chau Vu, Director of Public Works PREPARED BY: Eduardo Okamoto-Cerda, Senior Civil Engineer Subject: Approve and accept the Orange County Transportation Authority (OCTA) Grant for Complete_ Streets Project(Magnolia Corridor); and approve appropriation of funds Statement of Issue: In April 2025, the City was awarded an Orange County Transportation Authority (OCTA) grant totaling $4,687,000 for complete streets projects. City Council action is requested to accept and approve the federal funding. Financial Impact: The estimated total project cost is $5.3 million. The project has been awarded $4,687,000 in federal OCTA grant funding, with the FY 2025/26 appropriation reflecting this amount. The City's local match of approximately $640,000 will be funded with a combination of AES funds, Measure M, Road Maintenance and Roads Maintenance and Rehabilitation Account sources. Recommended Action: A) Approve and accept the Orange County Transportation Authority (OCTA) grant for$4,687,000; and, B) Approve the appropriation of$4,687,000 in grant award funding to the OCTA Complete Streets Projects business unit for the Magnolia Street Corridor Complete Streets project, account number 130185003; and, C) Authorize the Public Works Director to execute necessary documents and agreements. Alternative Action(s): Do not approve the recommended action and direct staff accordingly. Analysis: In October 2023, City staff submitted project applications through OCTA's Orange County Complete City of Huntington Beach Page 1 of 2 Printed on 8/14/2025 powered by LegistarT" 1515 File#: 25-630 MEETING DATE: 8/19/2025 Streets Program, which is funded by the Southern California Association of Governments (SCAG) via the Surface Transportation Block Grant Program (STBG) and Congestion Mitigation and Air Quality (CMAQ) federal funds. The OC Complete Streets Program supports local projects in Orange County that enhance transportation networks for all users by incorporating a wide range of elements such as sidewalks, bicycle lanes, bus lanes, public transportation stops, crossing opportunities, median islands, accessible pedestrian signals, and curb extensions. Projects aim to improve safety and access for all users, promote walking and biking, support public health, and reflect community input. The City was awarded funding in the amount of$4,687,000 for the Magnolia Street Corridor Complete Streets Improvements Project through OCTA. Magnolia Street between Adams Avenue and Pacific Coast Highway is a four-lane, north-south primary arterial with damaged sidewalks, minimal signage, and basic striped bike lanes on both sides. Signalized intersections are marked with crosswalks, and landscaped medians are present in some segments. Magnolia Street terminates at Pacific Coast Highway and connects directly to the Huntington Beach Bike Path and Huntington State Beach. The project proposes to enhance mobility by resurfacing pavement, providing new landscaped medians, reconstructing damaged sidewalks, upgrading ADA curb ramps at all corners, adjusting driveway approaches for ADA compliance, planting new trees, and enhancing bike lanes with new striping to create wider, protected lanes with buffers. Design will occur in Fiscal Year 2025/2026, with construction scheduled for Fiscal Year 2026/2027. Funding is included in the 2025 Federal Transportation Improvement Program (FTIP), and OCTA has incorporated the project in Amendment#25-06. The City will proceed with requesting obligation and notice to proceed through the Caltrans Local Assistance District Office before entering the construction phase. The Magnolia Street Corridor Complete Street Improvements Project has an estimated total project cost of$5.3 million.
