Governor Newsom's attempt to alter the House of Representatives is blatantly partisan and contrary to the history of allowing the Independent Redistricting Commission to determine congressional maps. The Independent Redistricting Commission was approved by the state voters and selects districts via a detailed, comprehensive process. There is no legitimate need to change this process. Governor Newsom's blatant attempt to revoke the will of the voters is unnecessary political theatre and is contrary to the will of the voters and the spirit of the California Constitution. The State of California is in financial crisis and to add the exorbitant cost, with some estimates exceeding $200 million, of this unnecessary special election is the epitome of poor leadership and fiscal mismanagement, especially when public safety, homelessness services and many other essential issues urgently need additional funding. RECOMMENDED ACTION Direct the City Manager to draft a resolution for City Council approval in opposition to Governor Newsom's special election regarding redistricting and bring the resolution back for consideration on September 16, 2025. This resolution proposes the City of Huntington Beach formally oppose Governor Newsom's proposed special election on redistricting. This resolution is crucial for fiscal responsibility,the integrity of democratic processes, and the prioritization of the community's needs. The estimated $200 million cost of this special statewide election represents an irresponsible expenditure of taxpayer dollars. This proposition asking for extreme redistricting of Congressional districts with ridiculous borders, said to be in response to similar efforts in Texas, has already resulted in several other states jumping into this unfortunate "race to the bottom." Additionally, pushing gerrymandering too far involves spreading your own voters over more districts, reducing your own party's existing margins. Many of your own safe districts may suddenly become competitive, producing the opposite effect you intended. There is probably no stopping this, but it is good for the city to be on record opposing it.
