Subject: Request for Resolution in Opposition to Governor Newsom's Special Election on
Redistricting
ISSUE STATEMENT
On August 21, 2025, Governor Gavin Newsom signed legislation calling for a special election to
waive the state's independent redistricting process and approve new partisan congressional
maps that favor one party over another.
Governor Newsom's attempt to alter the House of Representatives is blatantly partisan and
contrary to the history of allowing the Independent Redistricting Commission to determine
congressional maps. The Independent Redistricting Commission was approved by the state
voters and selects districts via a detailed, comprehensive process. There is no legitimate need
to change this process.
Governor Newsom's blatant attempt to revoke the will of the voters is unnecessary political
theatre and is contrary to the will of the voters and the spirit of the California Constitution. The
State of California is in financial crisis and to add the exorbitant cost, with some estimates
exceeding $200 million, of this unnecessary special election is the epitome of poor leadership
and fiscal mismanagement, especially when public safety, homelessness services and many
other essential issues urgently need additional funding.
RECOMMENDED ACTION
Direct the City Manager to draft a resolution for City Council approval in opposition to Governor
Newsom's special election regarding redistricting and bring the resolution back for consideration
on September 16, 2025.
ENVIRONMENTAL STATUS
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to
Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect
physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in
Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or
indirectly.

Dear Honorable Members of the City Council,
The purpose of this letter is to express strong support for Councilwoman
Gracey Van Der Mark's Agenda Item #25-714. This resolution proposes
the City of Huntington Beach formally oppose Governor Newsom's
proposed special election on redistricting. This resolution is crucial for
fiscal responsibility,the integrity of democratic processes, and the
prioritization of the community's needs.
The estimated $200 million cost of this special statewide election
represents an irresponsible expenditure of taxpayer dollars. Diverting this
sum for a politically motivated maneuver is unacceptable, especially when
the city and state face challenges in funding essential services. Passing
this resolution demonstrates Huntington Beach's commitment to prudent
fiscal management.
Governor Newsom's push for this special election undermines the spirit
and intent of California's Independent Redistricting Commission. This
commission was established to ensure fair, non-partisan congressional
maps. Circumventing this voter-approved process for partisan gain sets a
dangerous precedent and erodes public trust. Huntington Beach must
stand firm in defending these democratic principles.
By adopting this resolution,the City Council will assert its dedication to
local control and the best interests of Huntington Beach residents. The
focus should remain on addressing the immediate needs of the
community, rather than engaging in unnecessary statewide political
battles.
Each council member is urged to consider these points and vote in favor
of Councilwoman Van Der Mark's Agenda Item #25-714. This support will
help ensure fiscal responsibility and uphold the democratic principles vital
to the city and state.

Hello. I am a longtime resident of Huntington Beach. As a citizen and registered
voter, I wish to express my opposition to the following:
1. I am opposed to the Pacific Airshow on the basis of economic and environmental
impact.
2. I am opposed to the use of aerial flashbangs and "blast balls" for critical incident
response as this only aggravates difficult situations and encourages violence.
3. I oppose any efforts by the City of Huntington Beach to interfere with the Special
Election for Redistricting.

I support Councilmember Van Der Mark's item opposing the special election for Prop 50.
This proposition asking for extreme redistricting of Congressional districts with ridiculous borders, said
to be in response to similar efforts in Texas, has already resulted in several other states jumping into this
unfortunate "race to the bottom."
Additionally, pushing gerrymandering too far involves spreading your own voters over more districts,
reducing your own party's existing margins. Many of your own safe districts may suddenly become
competitive, producing the opposite effect you intended.
There is probably no stopping this, but it is good for the city to be on record opposing it.
