Adopt Resolution No. 2025-59 Opposing Proposition 50
Statement of Issue:
At the request of Council Woman Van Der Mark, the Huntington Beach City Council, at its September
2, 2025 meeting, directed staff to draft a resolution for City Council approval in opposition to
Governor Newsom's special election regarding redistricting.
Financial Impact:
Not applicable
Recommended Action:
Adopt Resolution No. 2025-59, "A Resolution of the City Council of the City of Huntington Beach
Opposing Proposition 50."
Alternative Action(s):
Do not approve recommended action and direct staff accordingly.
Analysis:
On August 21, 2025, Governor Gavin Newsom signed legislation calling for a special election to
waive the state's independent redistricting process and approve new partisan congressional maps
that favor one party over another.
The California Citizens Redistricting Commission (CCRC) is a state agency created by the passage
of Proposition 11 (2008), also known as the Voters First Act, and later modified by Proposition 20
(2010), the Voters First Act for Congress. The CCRC is responsible for drawing new Congressional,
state legislative, and state board of equalization boundaries after every census.
Proposition 50 would amend the California Constitution to allow the state to use a new, legislature-
drawn congressional district map for 2026 through 2030.

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change

CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly.

RESOLUTION NO. 2025-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH OPPOSING PROPOSITION 50
WHEREAS, Proposition 50 is a California ballot initiative that seeks to amend the
process by which Congressional districts are drawn in California; and
WHEREAS, the City of Huntington Beach recognizes the importance of fair and
equitable representation in Congress and the need for a transparent and accountable redistricting
process; and
WHEREAS, the current system of redistricting, established by the California Citizens
Redistricting Commission, has been designed to minimize partisan gerrymandering and to ensure
that the voices of all Californians are heard; and
WHEREAS, Proposition 50 would undermine the independence of the redistricting
process by allowing for potential political interference and manipulation, thereby jeopardizing
the integrity of our electoral system; and
WHEREAS, the City of Huntington Beach believes that any changes to the redistricting
process should be made with careful consideration and broad consensus among the communities
they affect; and
WHEREAS, the City of Huntington Beach is committed to preserving a fair electoral
process that reflects the diverse interests and needs of our constituents; and
WHEREAS,the passage of Proposition 50 may lead to increased confusion and division
among voters, detracting from the democratic process and potentially disenfranchising
communities within our jurisdiction;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Huntington Beach hereby opposes Proposition 50; and
BE IT FURTHER RESOLVED that the City of Huntington Beach encourages
community engagement and education on the importance of fair redistricting practices, and
supports efforts to maintain the integrity of the electoral process in California.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 16th day of September , 2025.

More performance politics. Proposition 50 was written in
direct response to Dear Leader's command that Texas
immediatelyre-draw its redistrictingmapto favor GOP voters
in the 2026 national elections. It is an abnormal, desperate,
calculated effort to maintain control of the House of
Representatives that all current polling indicates will return to
control by the Democrats.
Proposition 50 is a temporary redistricting plan that will
sunset after the 2030 census, and return to the 2010 law
which was approved by voters. It is a plan that defends
democracy from an aspiring dictator. Quite simply, will the
voters of our country choose to preserve democracy or
fascism as a form of government. I choose democracy. The city
council should, too.
