Financial Impact: There is no financial impact to the General Fund. Recommended Action: Adopt Resolution No 2025-76, No. "A Resolution of the City Council of the City of Huntington Beach Authorizing a Funding Agreement with the California Department of Fish and Wildlife (CDFW) Accepting Grant Funds and Authorizing the City Manager to Execute Grant Applications and Documents for the Oil Spill Response Equipment Staging, Orange County." Alternative Action(s): Do not adopt the resolution and direct staff accordingly. Analysis: The City of Huntington Beach was awarded up to $7,500 for oil spill response equipment. The grantor requires for the grantee, the City of Huntington Beach, to adopt a resolution to accept grant funds from the California Department of Fish and Wildlife, Office of Spill Prevention and Response for Oil Spill Response Equipment. A grant agreement would also need to be signed to accept the grant for oil spill response equipment in an amount not to exceed $7,500. If Resolution No. 2025-76 is approved by the City Council, then staff will review the agreement with the City Attorney's Office for City of Huntington Beach Page 1 of 2 Printed on 12/10/2025 powered by LegistarTM 535 File #: 25-924 MEETING DATE: 12/16/2025 City Attorney review and approval before accepting these grant funds. The grant would provide an amount not to exceed $7,500 for general operating expenses, which includes funding for oil spill response equipment staging, such as booms for oil response and containment. Environmental Status: Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project. Strategic Plan Goal: Goal 2 - Fiscal Stability, Strategy A - Consider new revenue sources and opportunities to support the City's priority initiatives and projects. Attachment(s): 1. Resolution No. 2025-76 A Resolution of the City Council of the City of Huntington Beach Authorizing a Funding Agreement with the California Department of Fish and Wildlife (CDFW) Accepting Grant Funds and Authorizing the City Manager to Execute Grant Applications and Documents for the Oil Spill Response Equipment Staging, Orange County City of Huntington Beach Page 2 of 2 Printed on 12/10/2025 powered by LegistarTM 536 RESOLUTION NO. 2025-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING A FUNDING AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE (CDFW) ACCEPTING GRANT FUNDS AND AUTHORIZING THE CITY MANAGER TO EXECUTE GRANT APPLICATIONS AND DOCUMENTS FOR THE OIL SPILL RESPONSE EQUIPMENT STAGING, ORANGE COUNTY WHEREAS,the City of Huntington Beach has submitted an application to the CDWF for funding for the Oil Spill Response Equipment Stating, Orange County; and Prior to the CDFW executing a funding agreement, City of Huntington Beach is required to adopt a Resolution authorizing an agent, or representative, to sign the funding agreement, amendments, and requests for disbursement on behalf of the City of Huntington Beach, and to carry out other necessary Project-related activities. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: The City of Huntington Beach is hereby authorized to carry out the Project, enter into a funding agreement with the CDFW, and accept and expend funds for this Project in the amount of Seven Thousand Five Hundred Dollars ($7,500); and The City Manager is hereby authorized and designated to sign for, and on behalf of the City of Huntington Beach,the funding agreement for this Oil Spill Response Equipment Staging, Orange county and any amendments thereto; and Any and all actions, whether previously or subsequently taken by the City of Huntington Beach, which are consistent with the intent and purpose of the foregoing resolution, shall be, and hereby are, in all respects ratified, approved, and confirmed.
