Adopt Resolution No. 2026-06 Approving the 2026 Huntington Beach Legislative Platform
Statement of Issue:
If adopted, the 2026 Huntington Beach Legislative Platform will outline the City's positions on a
variety of legislative priorities and guide the City's support or opposition to local, state, and federal
legislation and funding opportunities.
Financial Impact:

Recommended Action:
Adopt Resolution No. 2026-06, "A Resolution of the City Council of the City of Huntington Beach
Adopting the City of Huntington Beach Legislative Platform."
Alternative Action(s):
Do not approve, and direct staff otherwise.
Analysis:
The City engages in legislative advocacy at the local, state, and federal levels to protect and advance
the interests of its residents and businesses. To support these efforts, staff has prepared a Legislative
Platform that articulates the City's positions on key policy issues and serves as guidance for
supporting or opposing legislation in a timely and strategic manner. The Legislative Platform may be
amended annually to reflect City Council priorities.
The proposed 2026 Legislative Platform was recommended for approval by the Intergovernmental
Relations Committee (IRC) on February 9, 2026, and includes the following priorities:
• Business and Economy
• Local Control
• Infrastructure & Mobility
• Public Safety
Staff will monitor and review legislation on which the City has taken or may take a position. Should an

issue arise that requires action and is not addressed in the Legislative Platform, then the process
described in the Revised Council Manual Section X- Other Council Business, Subsection F -
Legislative Priorities, will take place. Section X (F)(1)(c) states "...when legislation is moving quickly
and requires decisive action, the chair of the IRC, with approval from the Mayor and the City
Manager, can take aposition on behalf of the City. If the Mayor is unavailable, the Mayor Pro Tern

may act on the Mayor's behalf. If the Mayor is a member of the IRC, then the chair of the IRC and the
Mayor Pro Tem, and the City Manager would make the decision. This position will subsequently be
brought to the IRC and Council."
Environmental Status:
Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will
not result in direct or indirect physical changes in the environment do not constitute a project.
Strategic Plan Goal:
Goal.2 - Fiscal Stability, Strategy A - Consider new revenue sources and opportunities to support the
City's priority initiatives and projects.
Goal 5 - Housing, Strategy A- Take action to maintain local control of land-use planning.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON
BEACH ADOPTING THE CITY OF HUNTINGTON BEACH LEGISLATIVE
PLATFORM
WHEREAS, the City Council promotes legislative actions consistent with the goals
and functions of the City of Huntington Beach; and
WHEREAS, the promotion of legislative actions require separate City Council action
to approve individual letters of support or opposition related to specific pieces of
legislation; and
WHEREAS, piece by piece approval can delay important actions necessary to assist
in the passage or defeat of legislation; and
WHEREAS, the City Council seeks to efficiently pursue legislation that reflects the
Legislative Platform and the goals of the City.
NOW, THEREFORE, by the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. Adopt the Legislative Platform, which is attached hereto as Exhibit A and
incorporated herein by this reference; and
2. Authorize the Mayor to make statements and write letters necessary to support
legislative actions consistent with the City's adopted Legislative Platform.
3. Authorize the Mayor, if unavailable to sign a City advocacy letter, to designate
the Mayor Pro Tempore or the City Manager to sign and issue the letter in the Mayor's absence.
4. All correspondence prepared on the City's behalf will be copied to each City
Council member.
PASSED AND ADOPTED by the City Council of the City of.Huntington Beach at a
regular meeting thereof held on the 17th day of February 2026.

2026 Legislative Platform
The City of Huntington Beach is firmly committed to upholding its City Charter, which
prioritizes local control over land use decisions. This commitment protects the
community's distinct character, quality of life, and identity by ensuring thoughtful
stewardship of both residential neighborhoods and business corridors. The City
recognizes the importance of policies that respect property rights and preserve property
values, helping to sustain a stable, safe, and prosperous environment for residents and
businesses alike.
The City of Huntington Beach Legislative Platform establishes a coordinated framework
that guides how the City Council, City Manager, City staff, and legislative advocates
respond to legislative, regulatory, administrative, and budgetary proposals. The Platform
enables timely and unified engagement while maintaining alignment with City priorities
and policy direction. It also provides the flexibility necessary for proactive advocacy at
both the State and Federal levels.
The Legislative Platform supports the implementation of the City of Huntington Beach
2023-2027 Strategic Plan, which focuses on economic vitality, local control, fiscal
sustainability, public safety, infrastructure investment, and quality of life. Through this
Platform, the City advances policies that strengthen the Surf City USA economy, preserve
community character, deliver safe and efficient public services, and protect the City's
authority as a charter city.
Legislation that aligns with this Platform may be reviewed, approved, and acted upon in
accordance with established City policies and procedures.
Guiding Principles
The City of Huntington Beach supports legislation that:
• Preserves and strengthens local control and municipal authority.
• Promotes economic resilience and small business vitality.
• Ensures fiscal responsibility and access to external funding.
• Supports investment in infrastructure, mobility, and public safety.
• Protects community character, quality of life, and public trust.

2026 Legislative Platform
Business & Economy
The City of Huntington Beach supports business-friendly legislation and strategies that
promote sustainable economic growth, strengthen local revenue, and enhance the City's
position as a premier destination for residents, visitors, and employers.
The City will support legislation and funding that:
• Empowers local entrepreneurship and small business development, including
policies that reduce unnecessary regulatory barriers and expand access to capital,
workforce development, and technical assistance.
• Promotes and enhances Huntington Beach as a premier tourist destination,
recognizing tourism's critical role in job creation, economic activity, and City
revenues.
• Actively pursues state and federal funding opportunities, including grants and
appropriations, to support City programs, services, and capital improvement
projects.
• Positions the City to capitalize on major regional and international events, including
the 2026 FIFA World Cup and the 2028 Olympic Games, by supporting legislation
and funding that improves mobility, access, and public safety.
Local Control
The City of Huntington Beach strongly supports the principle of local control and opposes
unfunded mandates or policies that preempt municipal authority and undermine the City's
ability to govern in a manner responsive to local community needs.
The City will support legislation that:
• Preserves the City's authority as a charter city to establish policies, regulations,
and priorities that reflect the needs of Huntington Beach residents and businesses
without undue state or federal interference.
• Opposes unfunded or underfunded mandates that impose new responsibilities on
local governments without providing adequate resources or offsetting benefits.
• Grants municipalities greater authority over the siting and operation of unlicensed
and State-licensed group homes, including sober living homes, residential care
facilities, and transitional or supportive housing.
Infrastructure & Mobility
The City of Huntington Beach is committed to investing in infrastructure and transportation
systems that promote public safety, efficient service delivery, economic vitality, and
community connectivity.
The City will support legislation and funding that:

• Upgrades and maintains core City infrastructure, including roads, sidewalks,
bridges, and water systems.
• Prioritizes maintenance and repair projects that improve traffic, advance public
safety, and improve access to recreation and beaches.
• Advances pedestrian, bicycle, and e-bike infrastructure and safety.
Public Safety
The City of Huntington Beach supports legislation that enhances public safety,
strengthens emergency preparedness, and ensures effective law enforcement, fire
protection, and emergency response capabilities.
The City will support legislation and funding that:
• Promotes practical policies that reduce crime and strengthen the capacity of police,
fire, lifeguards, and emergency services.
• Clarifies and strengthens safety standards for e-bike use, including speed limits,
equipment requirements, and enforcement tools such as licensing authority and
impounding.
• Provides funding for local resources, training, and technology that enhances the
protection and resilience of the community.
