METHODOLOGY AND SCHEDULE SCOPE OF WORK, IMPLEMENTATION PLAN AND TASKS NEEDED FROM CITY STAFF Task 1, Sea Level Rise Vulnerability Assessment Update:The Michael Baker team will prepare a focused update to the 2021 Sea Level Rise Vulnerability Assessment (SLR VA) Report, enhancing accuracy and alignment with current standards. This update will incorporate revised vulnerability considerations for the former Magnolia Tank Farm Area. The Michael Baker team will review the recently prepared Local Coastal Program Amendment, including technical findings from Anchor and Q3 that demonstrated sea level rise will not have significant impacts on the former Magnolia Tank Farm Area in the southern portion of Huntington Beach. To support this update, the Michael Baker team will update the Digital Terran Model (DTM) surface of the former Magnolia Tank Farm area using the proposed topographic information for the housing project. PAGE 4 IfflHUNTINGTON BEACH COMPREHENSIVE LOCAL COASTAL PROGRAM UPDATE Michael Baker CITY OF HUNTINGTON BEACH,CALIFORNIA REQUEST FOR PROPOSAL I DECEMBER 22,2025 INTERNATIONAL The City will provide the proposed topographic surface of the former MTF area in digital form (such as AutoCAD or GIS shapefile)to ensure seamless integration into the updated the DTM. The Michael Baker team will also prepare an updated sea level rise inundation maps based on the updated DTM surface for the former Magnolia Tank Farm area. The four sea level rise scenarios from the prior study will remain unchanged and the vulnerability map update will be limited to the former Magnolia Tank Farm area. No new modeling is proposed outside of the Magnolia Tank Farm area. The updated SLR VA will reflect the latest 2024 Ocean Protection Council (OPC) and California Coastal Commission (CCC)guidance. As the previous 2021 SLR VA was prepared based on 2018 guidance, the existing assessment includes analysis on the H++scenario. Latest guidance indicates that this SRL scenario is no longer applicable for policy purposes, and therefore the Michael Baker team will remove the H++scenario from the SLR VA update. The Michael Baker team will prepare an updated draft SLR VA in redline/track changes for ease of review on updated content. City staff will conduct one round of review and written comments to the Michael Baker team prior to CCC submittal. The Michael Baker team will incorporate City staff edits into the SLR VA update to prepare a draft SLR VA for submittal to CCC. CCC staff will conduct one round of review and written comments within sixty(60)days, for consideration by City staff and the Michael Baker team. The Michael Baker team will work with the City to identify comments for incorporation. One(1) virtual coordination meeting is anticipated with CCC to review feedback received on the SLR VA; the purpose of this meeting will be to add clarity and context to received written comments and discuss the Michael Baker team's options for response. All comments received on the SLR VA will be integrated as appropriate and feasible within the context of relevant regulatory guidance. The final electronic copy of the SLR VA will be provided in Microsoft Word and PDF; the PDF document will be indexed and searchable by chapter. Task 1 Deliverables • Draft Sea Level Rise Vulnerability Assessment Update for City Staff Review(Microsoft Word, PDF) • Draft Sea Level Rise Vulnerability Assessment Update for CCC Staff Review(Microsoft Word, PDF) • Final Sea Level Rise Vulnerability Assessment Update (Microsoft Word, PDF) Task 2, Coastal Resiliency Plan Update 2.1, Draft CRP Review with Coastal Commission: The Michael Baker team acknowledges the City submitted a draft Coastal Resiliency Plan (CRP)to CCC in May 2023 for review and has received feedback for incorporation. Since then, OPC and CCC sea level rise policy guidance evolved, presenting an opportunity to align the CRP with the best available science.Additionally, the Michael Baker team anticipates needed consistency edits in the CRP to reflect updated findings from the SLR VA, as outlined in Task 1. The Michael Baker team will work with the City to target consistency revisions in the CRP in redline/track changes for ease of review and reference. The Michael Baker team understands that the LCP components(including the SLR VA, CRP and Coastal Element Update) have important implications for a variety of stakeholders and use small-group meetings as a helpful way to build consensus, garner buy-in and receive helpful input for future deliverables. Project Management- The Michael Baker Way serves to define the process for which all projects are managed throughout Michael Baker. The objective is to improve project performance and product delivery excellence through better organization, tools and methods to monitor budgets, an emphasis on communication, and a structured approach to delivering quality. The key features of Project Management-The Michael Baker Way include: • Improving project performance through consistency, organization, and efficiency throughout the entire organization. • Defining project management processes for every project that are consistent yet scalable to appropriately fit the scope and size of any project. • Serving as a one-stop reference for forms, policies, references, and procedures required for project management. • Leveraging existing best practices throughout Michael Baker, as well as referencing accepted and established practices from outside sources. • Providing management tools, procedures, and references at the fingertips of project managers through a user- friendly, intuitive site. A key component to our delivery process is the Project-Specific Quality Management Plan (PSQMP). The PSQMP includes the following key items related to quality on the project: reference documents/design standards; deliverables and due dates; available project information and reference data; procedures for subconsultant management; quality control procedures for checking work products; quality assurance procedures; and project audit frequency and procedures. This process includes a newly developed, database-driven quality management system, a paperless tool for providing Michael Baker's project managers the ability to track their project's quality control and review process in real time. This system supports Michael Baker's commitment that no product goes to our clients until it has been checked and reviewed. The assignment quality control process will be as follows: • Project Documentation—All project files and e-mail will be stored in Michael Baker's document management system. The server is backed up nightly to an off-site location and can be replicated in any Michael Baker office. • Quality Control—As work products are ready for an initial review, the originator of the product will prepare a request for a review in the Michael Baker Quality Management database. The selected qualified reviewer will receive an e-mail from the system that the work product is ready for review. The reviewer will either print out the work product onto paper and mark it up with a red pencil or will use the mark-up tool in a PDF version of the product. The originator of the work product will examine the reviewer's markups and address each one. They will have a discussion with the reviewer on the disposition of each mark-up. • Quality Assurance—The reviewed work product will be noted in the quality management system and the Project Manager will receive an e-mail from the quality management system alerting him to the status of the work product. The Project Manager will perform a final review and quality assurance of the product before it goes to the client. This review will be documented in the quality management database. Before a submission is made, our Project Manager will get status of the quality review of each component of the deliverable and verify that the quality review has been performed on each component. The deliverable will not be sent to the client until the QA/QC process is complete.
