Recommended Action:
Set aside Resolution No. 2017-25 and direct staff to install a plaque on the rock under the elbow
tree in Sunset Beach. Furthermore, staff will inform the Hall Family regarding the proposed
memorial and seek input through the process.

Subject: PROPOSAL FOR INSTALLATION OF COMMEMORATIVE PLAQUE AT
SUNSET BEACH
ISSUE STATEMENT
In 2009, Sunset Beach resident Candy Hall experienced the profound loss of her
daughter, Erica, due to an unexpected medical condition. In memory of Erica, a large rock
was placed beside the Sunset Beach "elbow tree", a climbing tree beloved by Erica during
her childhood. The tree's unique shape and rock are a reminder and memorial to be
shared with the community,
To properly memorialize the site, we propose the installation of a plaque on May 29, which
is Erica's birthday.A meaningful tribute, allowing locals and visitors alike to know the story
of a remarkable young person taken too soon.
RECOMMENDED ACTION
Set aside Resolution No. 2017-25 and direct staff to install a plaque on the rock under the
elbow tree in Sunset Beach. Furthermore, staff will inform the Hall Family regarding the
proposed memorial and seek input through the process.
