City of Huntington Beach APPROVED 7-0 CUUNT' CP� File #: 26-382 MEETING DATE: 5/5/2026 REQUEST FOR CITY COUNCIL ACTION SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Travis Hopkins, City Manager VIA: Ashley Wysocki, Director of Community & Library Services PREPARED BY: Carrie Gonzales, Management Aide Subject: Updated Pier Plaza flagpole rededication plaque honoring Veterans and America 250 Statement of Issue: There is a need to approve the language and design of the updated Pier Plaza flagpole rededication plaque honoring Veterans' and America 250 as approved by the Community & Library Services Commission at their April 8, 2026, meeting. Financial Impact: Funding for the plaque is available in Facilities & Development Account 10045401 to cover the cost of design, fabrication and installation in an amount not to exceed $6,000. Recommended Action: Approve for the language, design and installation of the Pier Plaza flagpole rededication plaque honoring Veterans and America 250. Alternative Action(s): Do not approve the recommended action and direct staff accordingly. Analysis: On February 21, 2005, the original plaque was installed flush with the ground by the American Legion Post 133 to honor the American Legion and others who generously contributed their time and resources to raise approximately $18,000 to purchase and install the Pier Plaza flagpoles. Because of the ground level installation, people were able to walk on the plaque, which hastened its wear-and- tear and need for replacement. In September 2025, Eagle Scout candidate, Brenden Bauer, completed a project to elevate the existing plaque from ground level to a raised cement pedestal, enhancing its visibility and prominence at the base of the Pier Plaza flagpoles. Staff have worked with Dennis Bauer and American Legion HB Post 133 to develop the rededication plaque language, memorializing the installation of the Pier Plaza flagpoles, honoring our veteran's and active-duty members and commemorating America's Semiquincentennial. Environmental Status: Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
