Recommended Action:
Create an Ad Hoc Council Committee on Juvenile E-Bike Safety and Enforcement, consisting of
three Council members, to research current local and state laws regarding e-bike operation by
minors, consult with the Huntington Beach Police Department on enforcement challenges and
resource needs, develop recommended policy direction and potential amendments to HBMC Chapter
10.84, and report back to the full City Council within 90 days.

Safety and Enforcement
ISSUE STATEMENT
The new statewide parental-liability provisions that took effect January 1, 2026, provide
additional enforcement tools, yet our current municipal code lacks a mandatory
parent/guardian education component and comprehensive policy guidance for HBPD.
A limited-scope Ad Hoc Council Committee would allow Council members to:
• Review HBMC Chapter 10.84 (Bicycle Regulations) and applicable California Vehicle
Code sections.
• Meet directly with the Police Chief (or PD representative(s) of his choosing) and City
Attorney to identify enforcement gaps, data trends, and specific support or resources the
Department needs from the Council.
• Explore options such as mandatory safety education for parents/guardians, enhanced
parental responsibility measures, targeted operational restrictions, or the possible
creation of a broader task force.
• Return to the full Council with clear policy recommendations and any proposed
ordinance language.
RECOMMENDED ACTION
Create an Ad Hoc Council Committee on Juvenile E-Bike Safety and Enforcement,
consisting of three Council members, to research current local and state laws regarding
e-bike operation by minors, consult with the Huntington Beach Police Department on
enforcement challenges and resource needs, develop recommended policy direction and
