A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING APPLICATION FOR
AND ACCEPTANCE OF GRANT FUNDS FROM THE STATE OF CALIFORNIA
DEPARTMENT OF ALCOHOL BEVERAGE CONTROL AND AUTHORIZING
EXECUTION OF THE GRANT AGREEMENT
WHEREAS, the City of Huntington Beach desires to undertake a certain projects
designated as Undercover, Minor Decoy, Shoulder Tap, Trap Door and IMPACT operations,
designed to reduce underage drinking and other alcohol-related crimes, to be funded from funds
available through the Alcohol Policing Partnership (APP) Grant Program administered by the
State of California Department of Alcoholic Beverage Control (hereafter referred to as ABC);
and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
The City of Huntington Beach hereby authorizes the Chief of Police, or his designee, to
accept Grant Funds and to execute, on behalf of the City of Huntington Beach, the attached
contract, including any extension or amendments thereof and any subsequent contract with the
State in relation thereto.
IT IS AGREED that any liability arising out of the performance of this contract,
including civil court actions for damages, shall be the responsibility of the City of Huntington
Beach. The State of California and the ABC disclaim any responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
IT IS FURTHER AGREED that this award is not subject to local hiring freezes.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 15th day of September , 2026.

I, LISA LANE BARNES, the duly elected, qualified City Clerk of the
City of Huntington Beach, and ex-officio Clerk of the City Council of said City, do
hereby certify that the whole number of members of the City Council of the City of
Huntington Beach is seven; that the foregoing resolution was passed and adopted
by the affirmative vote of at least a majority of all the members of said City Council
at a Regular meeting thereof held on September 15, 2026 by the following vote:
AYES: Gruel, Kennedy, Twining, McKeon, Burns, Van Der Mark, Williams
